It has been my pleasure to serve you as president of this fine organization this past year. I am deeply humbled by the dedication of the Board of Directors and the time and commitment they have each served to MMASC over the year.

Special thanks goes out to the Executive Board for their dedication and Alma Janabajab eagerness to grow MMASC. This year the Executive Board set three 2015-16 MMASC President goals: Increase membership; increase opportunity for members; and increase visibility. It is with great pleasure that I announce that we have surpassed our goal of 700 members, first time in the organization’s history! Our leadership and professional development opportunities, networking events and signature events within each region continues to do well and is complemented by you, our members, for attending and helping spread the word of what MMASC has to offer.

The mission of our organization isDeveloping People. Developing Communities. This year, we focused our programming for events on just that, creating programs and tools that we can share and take back to our communities and share with others.

Finally, we strive to promote networking skills, of course with a little fun, so I challenge all of you, throughout the Annual Conference, get out of your comfort zone and meet someone new, use the Whova conference app and share your thoughts in the Bulletin section and tell us three things that you are going to take away from this event and bring back to your community. Remember, knowledge is power when shared so always take what you learn and share with others. Thank you for a wonderful year, it has been an honor to serve you as President. Peter Kageyama is a community and economic development consultant based in St. Petersburg, FL. Peter is the former President of Creative Tampa Bay, a grassroots community change organization. He has spoken all over the world about bottom up community development and the amazing people that are making change happen. His first book, For the Love of Cities, was recognized by Planetizen as a Top 10 Book for 2012 in urban planning, design and development. His second book, Love Where You Live (2015) is a “how to” manual for city leaders, both official and unofficial, on how we can be intentional about encouraging our emotional engagement with our places. He is a Senior Fellow with the Alliance for Innovation, a national network of municipal leaders and Special Advisor to America In Bloom.

Peter loves cities. Big cities, small cities, villages and small towns. He thinks he has found the Peter Kageyama “secret sauce” of what makes cities successful and it is those same people who love their cities. Those ordinary citizens who somehow go above and beyond typical levels of citizenship and do Thursday, extraordinary things for their places. Not because they paid to, but because of their desire to make Keynote Speaker things happen in their hometown. He is a pied piper of community ideas and city love as he spreads the word from place to place.

Dr. Erroll G. Southers is an internationally recognized expert on counterterrorism, public safety, infrastructure protection, and homeland security. He is the Director of the Homegrown Violent Studies Program at the University of Southern California, where he is also an Adjunct Professor of Homeland Security and Public Policy in the Sol Price School of Public Policy.

Dr. Southers is the Managing Director for Counter-Terrorism & Infrastructure Protection at TAL Global, an international security consulting firm. There he directs security assessments addressing transportation modalities, stadium venues, and educational and cultural institutions.

Previously, Dr. Southers served as the Director of Transition and Research Deployment of the National Homeland Security Center for Risk and Economic Analysis of Terrorism Events (CREATE). He has also served as: California Governor ’s Deputy Director in the California Office of Homeland Security; Chief of Homeland Security and Dr. Erroll G. Southers Intelligence for the Los Angeles World Airports Police Department (the nation’s largest airport police department); and President ’s first nominee for Assistant Secretary of the Friday, Transportation Security Administration. Keynote Speaker Before this, Dr. Southers was a Special Agent with the Federal Bureau of Investigation, beginning his law enforcement career as a police officer with the Santa Monica Police Department and culminating with as Assistant Chief of Homeland Security and Intelligence for the Los Angeles World Airports Police Department. Lecturing at Joint Chiefs of Staff Antiterrorism Seminars and testifying before Congress on homeland security matters, Dr. Southers was recognized in Security Magazine’s Top 25 Most Influential Industry Thought Leaders in the United States and is a recipient of the Earl Warren Outstanding Public Service Award.

He is a Senior Fellow of the UCLA School of Public Affairs and a Visiting Fellow of the International Institute of Counter-Terrorism in Herzliya, Israel. Dr. Southers lectures throughout the world and has been interviewed on CNN, NBC, MSNBC, NPR and a variety of other news programs. He holds Doctoral and Master’s degrees from USC and earned his BA from Brown University.

Partnerships between local governments to share services can help cash-strapped municipalities expand and improve services, reduce spending and operate more efficiently and effectively. However, these benefits must be balanced against the need to maintain local control and responsiveness to the needs of each community involved.

In late 2013, the Cities of South Pasadena, San Marino, and San Gabriel began to investigate a tri-city partnership for fire command services, the first such enterprise in the San Gabriel Valley. The eventual partnership that they created has the potential to save each city $2,500,000 and all three Cities $7,500,000 or more over the course of ten years. The Award is named after J. Michael Dutton who was an active member of the organization, an innovator and leader of public sector programs. He mentored many and promoted MMASC as a key component of professional development, before his untimely death in 1984 at the age of 36.

Arabo Parseghian City of La Cañada Flintridge

Arabo continues to receive high marks by his supervisors by his day-to-day commitment to the profession and the manner in which he performs as one of the top employees in his agency. Arabo takes the time to understand new processes of the operations he is responsible for, establishes personal relationships with his co-workers, and is always looking for better ways to provide services or re-tool existing processes. Arabo has recently taken over much of the responsibilities of the City’s Parks and Recreation program and has implemented some significant changes to improve the efficiency of the services the City provides.

In addition to Arabo’s outstanding work for the City of La Canada Flintridge, he dedicates much of his time toward MMASC. Arabo is a great ambassador for MMASC. He is always connecting with those he meets who are new to the profession, often times interns or students, and explaining to them the value that MMASC offers. His City Manager long ago worked with J. Michael Dutton, before his unfortunate death and has told many stories about Mr. Duttton, many of the qualities and dedication to MMASC Mr. Dutton held can be found in Arabo Parseghian.

28 MMASC Annual Conference ORGANIZATIONAL EXCELLENCE AWARD Presented to a public agency whose accomplishments have significantly contributed to the advancement of local government service or otherwise improved the quality of community service provided. City of Pismo Beach Building an Employee Culture of Excellence, Service and Pride

PROBLEM ASSESSMENT In 2013, the City of Pismo Beach recognized several unique challenges facing the City, the greatest among them being employee turnover, the retirement of a long-serving City Manager, and a strong desire by the City Council to make progress on several major initiatives. The unprecedented turnover was due primarily to retirements and pension reform and would result in over half of the City’s employees leaving employment in a four year period. This challenge was exacerbated by the fact that, the City of Pismo Beach being a small, full service city did not have a deep bench.

IMPLEMENTATION The City was in need of a program that would brand cultural change focused on service, innovation and collaboration that would not only provide gravity to keep employees in the organization, but would provide an appeal and energy that would attract others. In March of 2013, the process to change the culture began through a series of meetings with employees, business, and community members listening intently to their desires and needs. Critical reviews of different processes from human resources to customer service were also undertaken. This work assisted in crystallizing the current barriers to achieving the collaborative and engaging workplace that was desired.

In November of 2014, the City introduced the new cultural program entitled, “’Cuz We’re Pismo”. The goal of the program was to immediately jumpstart an employee culture of inclusion and participation; employee ownership in solutions and service; investment in the team; cross-departmental teamwork; and, ways to celebrate successes and each other. With the support of City Council, City Hall was closed and all non-essential city services were suspended so all employees could gather for a full-day meeting. The ‘Cuz We’re Pismo day arrived and steps were taken to create a high energy and fun environment. The goals for the day were based on five primary objectives: 1) Identify values important to the employees; 2) Develop shared ownership in the future of the City; 3) Identify what employees’ needed to be more efficient and successful in their performance; 4) Discuss “How we Serve”, and review ways to provide “Legendary” customer service; and 5) Create new and lasting relationships

RESULTS AND OUTCOMES The results are the establishment of a new collaborative and service based employee culture that provides the basis for a more effective, flexible and innovative approach to providing City services. City Council has publicly and unanimously complimented City staff on the completion of their established City goals. Resident satisfaction is up, proven by the most recent sales tax initiative that was approved by an astonishing 71.2% between staff members from different departments.

Dominic Lazzaretto City of Arcadia

Dominic Lazzaretto is the City Manager for the City of Arcadia. Dominic’s dedication to MMASC and the future of professionals in the field of Public Administration has been tremendous and should not go without recognition. His passion is to mentor up-and-coming professionals and he has taken on a couple of mentees almost every year since MMASC began their Mentorship Program. He is a genuine guy and always has a professional attitude no matter what’s going on. He participates in the speed coaching portion of the Annual North Los Angeles Trackside Luncheon and each of the groups rotating to this table always appear engaged and almost hesitant to end their session with him. He has spoken at several MMASC Annual Conferences and surveys came back with high scores on his presentation. He is very engaging, inspiring, and provides genuine sincere advice to those in the local government profession.

In addition, he identifies ways to improve local government in his agency. One example is improving the functionality and appearance of his City’s website in an effort to improve the typical local government format and user’s experience. Others in his region and those who have come in contact with Dominic can attest to his dedication and passion for advancement of local government professionals and service. Among many things, Dominic will also serve as one of the new Co-Chairs for the Cal-ICMA Talent Development Team (aka Preparing the Next Generation).

Carl Alameda City of La Cañada Flintridge

Carl Alamada, as an MMASC board member, began a tradition of executives mentoring entry level members with the creation of the North LA Trackside Luncheon, an event that has thrived for the past 10 years, mentoring countless members. As the President of MMASC, he worked tirelessly to put together a yearlong program that assisted members with career development. In addition, Carl, over the past 9 years, has continued to mentor those interested in the public sector. Post-graduation, collaborating with other fellow USC alumni, Carl created USC’s City Manager Fellowship - an organization dedicated to developing students who have a passion for the field of Public Administration. Carl has been a mentor to many, in which he has voluntarily given so much of his personal time.

Carl, after years of serving MMASC, continued to assist the current Executive Board with the planning of the Annual Conference. Carl is always ready to pass on his experience onto others, and continues to provide advice to MMASC members with ideas to continue to grow the association. The Stewardship Award is about an individual who puts the needs of others before himself, and someone who is genuinely interested in the success of others, particularly those on the bottom of the hierarchy. No one fits this description better than Carl Alameda.

Jim Lewis City of Pismo Beach

Jim Lewis is awarded the MMASC President’s Award because of his continuous dedication to local government and developing the profession. Jim has achieved this through efforts of mentoring, professional developing, building relationships and collaboration with the community/public, and transforming communities, all with a great positive, motivating, and energetic attitude.

This past year, Jim has lead the efforts in the Central Coast Region to challenge City Managers to provide an employee from their agency to help with planning events in this region which has struggled to put together an MMASC Regional Board for the last four years. The group of twenty came together in January and by November they had already offered four successful, beneficial, and well-attended events.

I had the opportunity to sit down with Jim among several other engaged/intrigued MMASC members during the 2012 MMASC Annual Conference where he shared his insights on the benefits of being an Assistant City Manager. Until that time, I had never considered the idea of becoming an Assistant City Manager. Jim became my mentor in 2013 during the 60th anniversary of MMASC Annual Conference where he also took on 2 other mentees. He has since provided me with invaluable advice, guidance, inspiration, and encouragement which pushes me to the next level.

Jim’s passion and dedication to public service is the reason why I am presenting him with this year’s President’s Award. It is an honor to be able to acknowledge a role model like Jim in our profession.
