ITEM 11(1) Report to Board Meeting of 3 September 2014 Report by Director of Cultural Services REPORT ON COLLECTIONS AGREEMENT 1 APRIL 2013 – 1 MARCH 2014 Purpose of report To provide the Board with performance information relating to the Collections Agreement. Recommendations The Board is asked (1) to note the performance information relating to the Collections Agreement; and (2) agree that the report be referred to Glasgow City Council for information. 1. INTRODUCTION 1.1 The Collections Agreement (paragraph 24.1) requires that Culture and Sport Glasgow shall keep Glasgow City Council informed concerning the performance of its obligations under the agreement. 1.2 The Museums Acquisition and Disposal Policy agreed by Glasgow City Council and the Board of Directors of Culture and Sport Glasgow in February and March 2008 respectively also stipulates that the Head of Museums and Collections will present a regular report to the Board of Directors on performance under the Collections Agreement. The Head Museums and Collections will also present an annual report summarising performance. Once agreed by the Board the reports will be submitted to the Council. 2. BACKGROUND 2.1 This is the annual report on Culture and Sport Glasgow’s performance under the Collections Agreement from 1 April 2013 to 31 March 2014. Note: the report for the 4th Quarters (1 January – 31 March 2014) is incorporated within this report. 3. SUMMARY OF PERFORMANCE 3.1 The following is a summary of performance under the headings specified in the Collections Agreement. 4. MUSEUMS AND ART GALLERIES Burrell Collection: Burrell Collection (Lending and Borrowing) (Scotland) Bill The Bill received Royal Assent on 25 February 2014, allowing the Burrell Collection to be lent overseas where lending conditions meet the standards required for loan. The Burrell Trustees will be consulted on matters of loans in to and loans out (national and overseas) from the Burrell. New procedures have been developed to facilitate this process and will be worked through in partnership with the Trustees. Museums Accreditation Attainment of the national Museums ‘Accreditation’ standard is a compliance requirement under the Collections Agreement. Following a lengthy application process testing Glasgow Museums’ Organisational Health: Governance, Finance, Planning and Sustainability Collections care: Collections Management, Conservation and Security Users and their experiences: venue management, visitor consultation and evaluation and access to collections The Arts Council, who manage the programme nationally, awarded Glasgow Museums ‘Full Accreditation’ on 20th Feb 2014 4.1 Inward loans Other than those connected with temporary exhibitions New Inward Loans: 4 lenders, 17 objects including Riverside’s award sculpture for the European Museums of the Year 2013. Renwals: 3 Objects borrowed for temporary exhibitions 4 exhibitions involving loans in, 84 Lenders lending a total of 146 objects. 4.2 Loans Out Short Term 74 requests received of which 42 approved in principle pending conservation checks and compliance by the borrower to the terms and conditions of loan. Loan Requests are listed in full in Appendix 2a During this period the following actual loans were conducted: Scottish Museums: 12 venues, 45 objects lent UK: 7 venues, 15 objects lent. Overseas: 11 venues, 66 objects lent Loans Conducted are listed in Appendix 2b Touring Exhibitions: “Of Heaven and Earth: 500 Years of Italian Painting from Glasgow Museums" is currently touring North America (6 venues confirmed) in partnership with the American Federation of the Arts: Oklahoma City Museum of Art 22 August – 17 November 2013 “the exquisite exhibition is currently on view at Oklahoma City Museum of Art… highlights the outstanding collection of Glasgow Museums, one of the finest collections of Italian art in Northern Europe.” Art Gallery of Alberta, Edmonton, Canada 13 December 2013 – 9 March 2014 Long term loans Returns to Lenders: 1 Returns to Glasgow Museums: 4 Retrospective Loans in and out It is a requirement under the Museums Accreditation standard to complete backlogs of loans documentation within reasonable timescales: retrospective loans in (new agreements, or return of objects to owner) by 31/12/2020 retrospective loans out (new agreements or return of items to Glasgow Museums) by 31/12/2020 Resolved queries 59 musical instruments on loan to Edinburgh University: train models returned to three different lenders. Open Museum Community Loan Service This year there were 1264 loans to a diverse range of community based organisations across the city. Based on our feedback data, these loans will have reached 24,016 people. The kits inspire reminiscence, creative expression, Intergenerational projects, literacy and all promoting social interaction and contributing to positive mental health and well being, one of the city’s key social objectives. Latest kits: Parks of Glasgow Visual-eyes: created in partnership with Visibility, a heritage project on visual impairment. Life celebrations: developed in collaboration with ESOL students exploring how different traditions around the world mark the life events of Birth, Marriage and Death within our families, communities and cultures. 4.3 Acquisitions Item approved in 2012-13 and acquired in fiscal year 2013-14 Purchase of an important painting by the Anglo-American artist, Robert Salmon (1774-1845): Glasgow Excursion Steamers & American Ship on the Clyde, dated Sept 28th 1832. Cost £152,275: Funding: GCC £100k; Hamilton Trustees £30k; NFA £12.5k; FoGM £10k During 2013-14 the following acquisitions were approved in principle: Gifts: 20 Internal transfer from PROP assignation to collection: 2 In Lieu of tax: 1 Purchases: 10 Bequests: 1 Treasure Trove: 1 Transfer: 2 Grant Assisted Purchases: 5 and 1 pending paper to GL Board Purchases exceeding £200k requiring GL Chief Executive’s approval NA.2013.69 John Knox painting “Glasgow Fair” c.1832. Cost £220k Fiscal year 2014-15. Grant applications to HLF,NFA, FoGM in progress. Estimated £30-40k additional fundraising needed, being taken forward with GL’s Development team. NA.2013.65 Douglas Gordon 'Pretty much every video and film work from about 1982 until now…' Cost £450k. Fiscal year 2014-15. £60k from CAF budget: Grant Applications to Art Fund £200k prepared. Paper to GL Board prior to grant submission as assistance will be sought from GCC. Not Approved 18 items were not approved for acquisition 4.4 Disputes/returns None 4.5 De-accessions and disposals A programme of collections rationalisation is being developed as part of the Inventory Programme at Maryhill Stores and will culminate in disposal recommendations for consideration by GL’s Board and GCC where applicable. This will include objects left at Glasgow Museums by members of the public and not reclaimed despite a process of due diligence giving notice of our intention to dispose should they fail to collect their items. These will be listed and presented to the Board for information as a matter of audit. During 2013-14: 9 disposal recommendations were made, of which only 2 under the then current 2008-2013 Acquisitions and Disposal Policy require reporting to GCC: DISP.2014.2 TEMP.19349 Stained Glass: Head of an Angel Guthrie & Wells; Mann, Harrington (artist) Reunite with rest of panels owned by Ely. Report in June 2014 Board. DISP.2013.8 T.2004.143 Mazda RX7. Acquired specifically for a Riverside display that was never realised. In very poor condition. Offer for transfer via Museums Journal. Report in November 2014 Board. All disposal transactions are recorded in the report as a matter of audit and are listed in Appendix 5 4.6 Destructive analysis and scientific research GM continues to support requests where it adds to our knowledge of the collection and helps protect our material and natural heritage. 11 requests were approved after agreeing the method statements of those conducting the research. All are listed in detail in Appendix 6 and included: RA.2014.01 9.138 Chaloner table carpet with NMS. Dye analysis by liquid chromatography/Photo Diode Array to reveal17th c. workshop practices RA.2014.02 45.485, 45.487, 45.489 Boppard Stained Glass: to confirm presence of fired enamels in stained glass 1443-46, which would be the earliest documented use RA.2014.03 The Oak Room, 1907. With NMS. Paint layers were tested to determine if any of the original surface of the wood has survived to inform restoration RA.2014.05 1903.281 Pinned moth: To determine the moths species 4.7 Conservation: Care of the collection Pest Management The management of insect pests across all venues is ongoing. GM’s pest policy was reinforced by issuing a short document to all staff clarifying specific operational responsibilities covering: Object Movement, Retail & Catering, Events, and Contractors.
