Q5 Parking is prohibited on the circular overlook drive but cars often park or idle here. It has been suggested vehicles be prohibited here because they block the views, and remain parked with engines idling and music playing. If cars were prohibited, and pavement removed, the overlook area could be expanded and made more pedestrian-friendly. Do you agree this is a good idea?

# PLEASE EXPLAIN WHY. DATE 1 This should be an area for pedestrians to enjoy the view ! 6/22/2021 9:22 AM

2 The view at the park is amazing and I think it is underappreciated. Cars parking at the overlook 6/21/2021 9:46 AM spot does not facilitate equal access to the view.

3 It would be better to enforce the laws. It is an iconic view. Many seniors and tours can drive 6/18/2021 1:01 PM around to see the view. If the pavement were removed, this would restrict the view to people who were physically able to walk in.

4 The view is the best feature of the park. 6/16/2021 6:29 PM

5 Right now it encourages drinking and drug use. Cars parked obscure the view for others. Plus 6/15/2021 6:49 PM

9 / 37 Bellevue Park Feedback

people throw trash from their cars on the ground along with their cigarettes. Often moving cars cannot get passed cars parked.

6 Everything should be more pedestrian friendly. 6/15/2021 12:31 AM

7 The cars are always there, and the music tends to be disruptive. 6/15/2021 12:30 AM

8 There's a parking spot for cars already 6/14/2021 2:54 PM

9 I’m really unsure on this as I see the advantages/disadvantages of both choices. It’s 6/14/2021 1:28 PM frustrating with the music and idling on the other hand I like how you can just pull through slowly on a cold day to catch the view.

10 Cars are very disruptive to the natural beauty and spirit of the overlook area. There are plenty 6/14/2021 11:46 AM of other places for cars to park besides the overlook. Along with their noise, pollution, and physical clutter, cars create additional and unnecessary risk for children who are enjoying the overlook.

11 Expanded safe access for the park’s primary attraction, and the potential to host events and 6/14/2021 9:05 AM other activations to promote active lifestyles and strengthen community.

12 I agree it would help make the viewing experience more pleasurable though it might cause 6/13/2021 11:40 PM even more congestion. I tried to park today in the lot and it was very hard to turn around

13 If this were combined with concessions, perhaps some cafe tables and chairs could be added 6/13/2021 6:09 PM as well. An example of this is Lake Harriet in Minneapolis, which has a bandshell for free music events and a concession stand run by a local restaurant. https://www.minneapolisparks.org/parks__destinations/parks__lakes/lake_harriet_park/ http://www.breadandpickle.com/about-us

14 This is sensible 6/13/2021 4:59 PM

15 I think that the area would be more kid friendly and promote the community if this went into 6/13/2021 4:43 PM place.

16 Less cars more park= good 6/13/2021 4:42 PM

17 This solution would give the park back to the pedestrian instead of the car. Often when I come 6/13/2021 4:39 PM here on my bike I find it annoying to have idling cars on the roundabout spewing fumes and blocking the views.

18 Would love the more area to walk around 6/13/2021 4:23 PM

19 Id rather have more park than parking, I personally can take the walk to get to the park 6/13/2021 3:56 PM

20 Always love more pedestrian space! But I also want the park to be more accessible since it’s 6/13/2021 3:52 PM up on a hill

21 I think it would be an excellent idea as long as there is adequate recreation areas such as 6/13/2021 3:51 PM picnic tables and benches. People tend to use their cars because they are air conditioned and it’s an excellent view. I also believe it would bring in more visitors who are there to use the park for picnics and other activities.

22 Park usage would be far more pleasant if full use of the loop were allowed. 6/13/2021 2:30 PM

23 As someone without a car its never bothered me 6/13/2021 2:15 PM

24 I’d rather green space than idling cars and loitering. People can walk to see the view. 6/10/2021 7:12 PM

25 The cars spoil the peaceful spot. 6/10/2021 7:03 PM

26 Agree, but make an effort to allow for vehicles in case of accessibility needs. The view should 6/10/2021 2:39 PM be able to be enjoyed by all.

27 The loud cars, with engines running and blocking the views, are a real detriment to a good 6/8/2021 11:19 PM outdoor experience for pedestrians and their families. It is unsafe and intimidating, especially in the evening. I have witnessed people in their cars shooting up drugs.

28 The idling of cars is just awful. No need to do that with climate issues. It’s noisy too. 6/6/2021 8:58 PM

29 No good reason to let cars park. Make sure the overlook is ADA accessible and I don’t believe 6/6/2021 8:57 PM anyone’s experience would be hampered by removing the circle.

10 / 37 Bellevue Park Feedback

30 It would enhance the view and force the fools blocking it to park elsewhere 6/4/2021 5:17 AM

31 Pavement should remain. This is a lovely park and parking needs to be prohibited in the 6/1/2021 4:44 PM circular drive.

32 If you add some parking somewhere else in the park 5/27/2021 10:08 AM

33 I am nervous of the drug traffic within the parked cars in Fairview & Bellevue Parks. 5/26/2021 8:11 PM

34 let people chill it’s not that big of a deal. doesn’t block the view when you walk up to it 5/20/2021 9:57 AM

35 Oftentimes, the cars parked there are people smoking and/or blaring music; I want the park to 5/17/2021 8:30 AM remain a safe place for ALL people, but that definitely puts a damper on the park experience.

36 To eliminate the car problems mentioned at the start of this section. 5/16/2021 12:26 AM

37 I think it would help keep it safer for pedestrians and it would make the overlook less noisy. 5/13/2021 1:32 PM

38 I think removing the pavement would make the view more accessible for everyone, more 5/12/2021 4:08 PM people could approach the view and sit. The view would have to be accessible to wheelchairs though, so some sidewalk pavement should remain.

39 I agree as long parking still exists in the park for people who have to drive. 5/12/2021 3:29 PM

40 I enjoy the view on the overlook. I like to walk my dog there. But the cars are right there, idling, 5/11/2021 10:52 AM right next to me. sort of weird, especially when all their Windows are open and blasting music. irritating !

41 It's really not appealing to enjoy this space with cars and music creating a totally unnatural 5/10/2021 9:13 PM anti-park environment.

42 That seems like a passive way of solving a problem. Folks parked there don’t bother me and 5/10/2021 3:14 PM are never asked to leave. Try enforcing the rule.

43 People illegally parking in the circle monopolize the overlook and prevent others from its 5/10/2021 3:13 PM enjoyment.

44 There is plenty of parking outside of the circle. 5/10/2021 12:59 PM

45 The cars idle and people use them as a living room, mostly staring at their phones. 5/8/2021 7:47 PM

46 The seating is immediately adjacent to a road with clear signage that indicates No Parking. 5/8/2021 5:45 PM Fumes from vehicles disturb the opportunity to enjoy the view.

47 Removing cars and asphalt would be a wonderful improvement. Cars have ruled the park for far 5/8/2021 11:30 AM too long a time and the picnic area has suffered in its location. More space for people less for cars.

48 Pit smoking and loud music. Grrrr 5/7/2021 7:57 PM

49 The enjoyment of the park should come before the convenience of a motor vehicle. 5/6/2021 9:28 PM

50 I am more bothered by the loud music and the fumes from idling than from the cars 5/6/2021 5:13 PM themselves.

51 A larger parking lot is needed to handle the demand of the park. If this were to occur, then the 5/6/2021 2:53 PM circle could be designated pedestrian only and blocked. At least to do a test run.

52 You can fit more people than cars. As long as the overlook is accessible to people with limited 5/6/2021 1:09 PM mobility, I think this is a good idea.

53 I would go to the park more often if I could enjoy the views without cars idling a few feet away 5/6/2021 12:07 PM with loud music playing and the smell of marijuana coming from them. It really discourages me from going to the park. Removing the circular driveway or enforcing the no parking signs would be a significant improvement for residents of the neighborhood who would like to feel comfortable at the overlook

54 Because I park there and eat lunch 5/6/2021 12:06 PM

55 An idling vehicle playing music with someone(s) sitting inside instead of outside enjoying the 5/6/2021 11:54 AM park is the opposite of how our natural resources are designed to be appreciated.

11 / 37 Bellevue Park Feedback

56 Agree that this could make it more pedestrian friendly, but wonder about folks that might have 5/6/2021 11:51 AM disabilities.

57 Vehicles with engines running and radios playing take away from the individual rights of people 5/6/2021 11:41 AM who want to enjoy the Park and its views in quiet contemplation.

58 Parking is nearly non-existent near the park. If parking inside is eliminated, I think visitors 5/6/2021 11:33 AM would decrease. I certainly would think twice before going.

59 This needs to happen as soon as possible - it is so selfish for so many people to disregard the 5/5/2021 10:14 PM NO PARKING signs and play their very loud music, keep their cars running, parking blocking the view for anyone else, spreading exhaust fumes, dropping trash out their windows and ruining one of the best overlook for anyone else. This has not always been the case, but as police enforcement has ceased,(I see the CPD drive right by the cars parked in the circle all the time!!) the parking has significantly increased. It would be so lovely to expand the "green space" by removing the circle drive.

60 I like the loop being there and the cars being parked generally does not bother me. Can be nice 5/5/2021 9:16 PM to drive by and see the overlook on rainy or cold evenings.

61 I think it could be nice as long as none of the current designated parking spots are lost 5/5/2021 9:00 PM

62 With parking already available, it is an unneeded section of pavement to maintain and monitor 5/5/2021 8:58 PM children around. The idling cars distract from the atmosphere and the gorgeous view.

63 It is rude 5/5/2021 7:40 PM

64 Removing pavement would prevent parking. Idling vehicles are bad for environment. 5/5/2021 6:03 PM

65 We need more picnic space and more green space to hangout in. The cars are annoying and 5/5/2021 5:58 PM do not belong there.

66 Cars should not be there for all of those reasons. People are so discourteous, loud music and 5/5/2021 5:50 PM all

67 This would expand the opportunity for family and social gathering and reduce air & noise 5/5/2021 3:31 PM pollution.

68 if parking is prohibited, parking should not be an option 5/5/2021 9:00 AM

69 A lot of people leave their cars running while they're parked in the circle. It strikes me as a 5/4/2021 8:27 PM good place to buy drugs.

70 The cars idling and sitting there are part of the reason I don't go there. Difficult to enjoy the 5/4/2021 6:02 PM view with someone's car stereo going and smells emanating. Lots of trash from the cars.

71 Like many people I am elderly and walking is difficult having the ability to park closely is 5/4/2021 9:17 AM important

72 I dislike the idling and cars parked for prolonged time periods. I do like to be able to drive my 5/3/2021 10:00 PM vintage car in the circle for a holiday photo each year.

73 I think it could be a more pleasant space to have just pedestrians/bicyclists in the overlook 5/3/2021 4:42 PM area as there are almost always cars sitting there now.

74 As long as there is ample parking elsewhere, this is a great idea. Especially if there was more 5/3/2021 3:10 PM room to sit, take in view, eat, socialize.

75 I don’t like the noise from the car engines and music 5/3/2021 2:45 PM

76 Because it would be amazing to enjoy this on foot. There is no need for cars sitting and 5/3/2021 2:02 PM playing loud music, hanging out, and blocking the view.

77 I'm curious what would go in place of pavement? You still need/want a pedestrian-friendly 5/3/2021 1:17 PM surface that's stable and easy to maintain. Could posts go up to prevent cars instead?

78 Parks should not be used as parking lots for cars. 4/30/2021 6:56 PM

79 People go to parks for fresh air, not for pollution from idling cars. Visitors shouldn’t have to 4/30/2021 6:08 PM listen to other people’s music—walkers/runners use earbuds.

80 For the sake of tranquility. And it makes the overlook more family friendly. 4/7/2021 7:07 PM

12 / 37 Bellevue Park Feedback

81 As stated in the question, cars regularly park there, block the path, play loud music, smoke 2/18/2021 10:04 AM weed, etc. This all adversely effects everyone's enjoyment of the park and surrounding homes as music can often be heard while inside homes neighboring the park.

82 I'm confused. 1/28/2021 5:13 PM

13 / 37 Bellevue Park Feedback

Q6 The current picnic area is down the hill (to the east) from the circular drive, and does not meet ADA (Americans with Disabilities Act, 1990) accessibility standards. It has been suggested that the existing drive, and the grassy area within, should be turned into a picnic area. How do you feel about this idea?

# PLEASE EXPLAIN WHY. DATE 1 I think there should be an accessible picnic area, but I think the park could be organized in 6/21/2021 9:46 AM different ways and I hope many different community needs can be considered.

2 See above 6/18/2021 1:01 PM

3 This is where I spent most of my time on Sunday and it was hard to be at such an incline. It 6/15/2021 12:31 AM would sure be nice to be on the flatter part of the par by the circular overlook drive.

4 That is a good idea! 6/14/2021 1:28 PM

5 Interaction with park spaces should be accessible to all. If this proposal moves forward, my 6/14/2021 11:46 AM main requests would be to preserve existing trees as much as possible, and also to choose a design that harmonizes with the existing beautiful aesthetic of the park.

7 My grandfather was handicap and knowing he and others like him could have attended the park 6/13/2021 11:40 PM is refreshing

8 I can’t read fully but sounds good 6/13/2021 4:42 PM

9 This is the area that most people hang out anyway so turning it into a picnic area is a fantastic 6/13/2021 4:39 PM idea. It would bring people out of there cars and into the world.

10 I like the idea of making it more accessible 6/13/2021 4:25 PM

11 Being accessible to disabled people seems like an important thing 6/13/2021 3:56 PM

16 Better use of space 6/4/2021 5:17 AM

17 Picnic and other areas need small tables. 6/1/2021 4:44 PM

18 I think that would allow for the parks to be accessible but maximize the experience. 5/31/2021 8:12 PM

19 I have many family members with neurological disorders who require wheelchairs. 5/26/2021 8:11 PM

20 it would be made more accessible! 5/20/2021 9:57 AM

21 Because it makes sense. 5/16/2021 12:26 AM

22 I agree with any move to make an area more accessible according to the Americans with 5/12/2021 4:08 PM Disabilities Act.

23 it's a good idea, but don't go over the top designing it keep it simple 5/11/2021 10:52 AM

24 There should be something that meets ADA and if there's an option to do so, let's do it. 5/10/2021 9:13 PM

25 Love moving the picnics up from the hill but also like the drive. 5/10/2021 3:14 PM

26 More picnic tables in the circle would be good, but still leave enough open space that would be 5/10/2021 12:59 PM a bit more dynamic rather than just a bunch of immovable tables.

27 It should be people space, not for car parking. 5/8/2021 7:47 PM

28 See above. The amount of space allotted to cars is unconscionable. 5/8/2021 11:30 AM

29 The hillside is difficult to use. 5/7/2021 7:57 PM

30 The picnic area is currently dangerous for those who have difficulty walking. 5/6/2021 9:28 PM

31 I feel it's very important that individuals with disabilities have the opportunity to enjoy the park 5/6/2021 5:13 PM as fully as everyone else.

32 Better maintained picnic tables and more of them would be helpful to encourage a pedestrian 5/6/2021 2:53 PM experience.

33 At least one ADA picnic area should be available since there are multiple non ADA picnic 5/6/2021 1:09 PM areas already there.

34 I think it’s ok to leave some picnic areas where they are currently while adding picnic tables 5/6/2021 12:07 PM that are handicap accessible.

35 ADA is necessary 5/6/2021 11:54 AM

36 Access to the existing picnic tables, even for healthy people, is difficult, especially after a rain, 5/6/2021 11:41 AM or when dew, frost or snow are on the ground.

37 What does that entail? Need more specifics before I can agree. 5/6/2021 11:33 AM

38 This would ruin the natural area of the park overlook. There certainly should be an 5/5/2021 10:14 PM

15 / 37 Bellevue Park Feedback

improvement in the picnic tables and benches. They are very old and not comfortable and in very poor condition. They should be replaced or repaired. I think there are other areas in the park where several ADA compliant picnic tables and benches can be created and MARKED as reserved for people with mobility difficulties.

39 I don’t have a problem with that becoming a picnic area, but if the drive is there, it’s not a very 5/5/2021 9:00 PM big space and you’d be very close to the road on all sides

40 A level picnic area is greatly needed and communicated care to those in our neighborhood who 5/5/2021 8:58 PM need access. The hillside picnic benches are awkward for able-bodied person's.

41 Great idea! It would bearing more usable space 5/5/2021 6:03 PM

42 Good idea! 5/5/2021 5:50 PM

43 Would make the picnic area more accessible to all. 5/5/2021 3:31 PM

44 Need ADA-accessible picnic area. Don't know enough to decide where it should be. 5/5/2021 9:00 AM

45 Nice to enjoy the view or a band at the bandstand from the circle area. 5/4/2021 6:02 PM

46 The picnic tables are not noticeable or accessible as they are now. 5/3/2021 4:42 PM

47 I like the idea of more green space & being able to see the view while eating. Current picnic 5/3/2021 3:10 PM area is not always easy to walk to.

48 Includes everyone and planned right it can offer more than grassy area to play 5/3/2021 2:02 PM

49 Again, I think a pedestrian-friendly surface (flat and smooth, stable, easy to maintain) is best 5/3/2021 1:17 PM

50 This would allow more people to enjoy the park/picnicking. 4/30/2021 6:56 PM

51 Everyone should have access to our beautiful parks 4/30/2021 6:08 PM

52 More family friendly. 4/7/2021 7:07 PM

53 I like the idea of picnic tables, however if the park continues to be poorly patrolled the tables 2/18/2021 10:04 AM could draw people sitting around, smoking weed, playing loud music, and leaving trash. The picnic tables are constantly left with trash everywhere from birthday parties, etc. The parks department does a good job of cleaning up within a day or two typically, but additional tables may just enable more trash, litter, and loud parties. I think if people were forced to bring their own tables they may be more apt to clean up their trash when they pack up their tables.

54 I'm a skateboarder. 1/28/2021 5:13 PM

4 Trash and litter is a constant problem in this park and it then extends into the neighborhood. 6/15/2021 6:49 PM We have plenty of trash without adding to it. People bring plenty in already that they leave behind for others to clean up.

5 On a hot summer day it’d be nice to be able to grab a cold beverage if i feel like it. 6/15/2021 12:31 AM

6 It would be wonderful to have events there but clean up would have to be a priority as the park 6/14/2021 1:28 PM

seems to get trashed quickly.

7 Not sure how I feel about this. I like the idea that a concession stand can serve as a 6/14/2021 11:46 AM "destination" spot for families with young kids, or for casual gatherings with friends. However, it is so often the case that a concession stand just means more litter, more junk food, and greasy smells filling the air. I could support a clean, well-run, and nutrition-forward concession stand, but not one that daily overwhelms the nature experience or the aesthetic of the park. For special events that want/need to provide food... has so many businesses these days that are running high-quality food trucks. This may be an option that offers better flexibility, lower capital cost, a wider range of food choices, and more ability to enforce proper care of the park by the food vendor.

8 Such an activation will serve to increase awareness of this wonderful amenity, and increased 6/14/2021 9:05 AM traffic through the park will promote safety and enjoyment for all users.

9 So long as there is adequate maintenance and plenty of trash cans to collect trash 6/13/2021 6:09 PM

10 I’ve been here for years and never seen it used 6/13/2021 4:52 PM

11 Beer would draw people in!! 6/13/2021 4:43 PM

12 Would be a full ass vibe 6/13/2021 4:42 PM

13 If this were turned into a bier garden I could see myself coming here weekly to enjoy the 6/13/2021 4:39 PM festivities. Various events like salsa dancing, yoga, or ballroom dancing, would be extremely enticing for me to come here on the weekends for an extended period of time with my fiancé.

14 Don’t want the park to be a money making thing and capitalizing on it 6/13/2021 4:25 PM

15 I feel like it could bring more people 6/13/2021 3:56 PM

16 With adequate space from removing the concrete and adding picnic areas I feel this would be a 6/13/2021 3:51 PM much more viable area for events and family gathering.

17 Even though there would inevitably be litter with it it would be very nice to bring people in 6/13/2021 2:15 PM

18 It would depend on who the vendor was. The area is often littered with food and bottles already. 6/10/2021 7:12 PM Would the trash collection be increased?

19 Cant see a downside 6/10/2021 7:03 PM

20 Concerned about increase in litter which is a huge problem here already. Don't see the need to 6/8/2021 11:19 PM sell beer. There are plenty of bars in Uptown.

21 Most people would prefer to bring their own. 6/8/2021 4:11 PM

22 Would be nice not to have to bring my own refreshments. 6/6/2021 8:58 PM

23 Bring more people to the park 6/4/2021 5:17 AM

24 But soft drinks only; no beer sales. 6/1/2021 4:44 PM

25 It would encourage more use and pay for itself. 5/31/2021 8:12 PM

26 More vendors equals more park visitors which equals less drug activity. 5/26/2021 8:11 PM

27 that would be convenient and would make money for the parks department! 5/20/2021 9:57 AM

28 I think this would be SO great for events, too! 5/17/2021 8:30 AM

29 Probably not enough business to make it financially worthwhile. 5/16/2021 12:26 AM

30 I feel food trucks are more applicable to today's times, kitchens located within the vehicles, 5/12/2021 4:08 PM but if a group can make the snack bar work then kudos to them.

31 Ice cream trucks already come here often, people would use this park more if it was clear you 5/12/2021 3:29 PM could make a day of it.

32 take up too much space I think 5/11/2021 10:52 AM

33 If this park had any programming whatsoever, I expect it would be significantly more enjoyed 5/10/2021 9:13 PM by the community.

18 / 37 Bellevue Park Feedback

34 Yes please!!!! Would love a local brewery or somewhere to operate it like the tiny deck venue 5/10/2021 3:14 PM in Washington park.

35 Would love to grab beers and enjoy the view 5/10/2021 12:59 PM

36 I realize these operations present challenges, particularly financially. 5/8/2021 5:45 PM

37 Adds to the amenities the park provides. 5/6/2021 9:28 PM

38 This might encourage more people to visit the park and help make it a true community 5/6/2021 5:13 PM gathering place. It would be important that the vendor also have some responsibilities for cleaning up any trash related to their sales.

39 A snack bar or refreshment stand could be a good idea. It might help activate the structure. 5/6/2021 2:53 PM

40 Perhaps something like Green Man Twist! My family and the folks I know would love it. Could 5/6/2021 1:09 PM it be a DORA?

41 If I could meet up with friends and grab a beer AND feel safe in that park, I would go there a 5/6/2021 12:07 PM lot!

42 Engagement 5/6/2021 11:54 AM

43 It would be much easier to meet with friends if refreshments were available on site - especially 5/6/2021 11:41 AM for the chance and random times that friends meet and wish to spend some extra time together.

44 It would help to activate the park and attract people. Nothing better than having a coffee and a 5/6/2021 11:34 AM pastry with that view in the morning and then a beer at happy hour.

45 As long as revenue goes to park upkeep, I support this. 5/6/2021 11:33 AM

46 I think this might add to the desirability of the park, as long as whoever was serving 5/5/2021 10:14 PM refreshments was also held responsible for total clean up of all trash in that entire area after their use.

47 I like it not selling anything 5/5/2021 9:16 PM

48 It seems a shame that there is a facility not being used. Even if it were cleaned up and able to 5/5/2021 9:00 PM be rented for an event, that would be an improvement.

49 I would like to see the park as a community space for relaxation not events which would draw 5/5/2021 8:58 PM crowds of people unconnected to the neighborhood.and less likely to care for the space.

50 I have always thought it was a shame that we never were able to enjoy the park that used to 5/5/2021 6:03 PM be, including the concessions.

51 I would hope enough people would use it. 5/5/2021 5:50 PM

52 Yes, at events. For weekends, would have to be careful about selling beer to minors. 5/5/2021 9:00 AM

53 People would break into vending machines, I'm afraid. 5/4/2021 8:27 PM

54 It would give a sense of people present in the park that enforce park rules. Plus refreshments. 5/4/2021 6:02 PM

55 I don't know how much we'd utilize it, but it might make the park a more fun destination and 5/3/2021 4:42 PM place to hang out longer (similar to Washington Park having a drink pavilion)

56 It'd be great to see it reopen & have music or neighborhood socials. 5/3/2021 3:10 PM

57 It would make the park fun! 5/3/2021 2:45 PM

58 Yes food and drinks mean gathering! 5/3/2021 2:02 PM

59 There are so many small businesses in Cincy (Streetpops, food carts, arts & crafts makers, 5/3/2021 1:17 PM etc.) who could take turns!

60 This would encourage more people to come to the park. Need open restrooms Aldo. 4/30/2021 6:56 PM

61 The litter in the parks now is overwhelming. Adding a vendor would only increase the litter 4/30/2021 6:08 PM

62 It would be nice to add additional programming at the park and open the concession window 2/18/2021 10:04 AM during these events. I do not think it would be worth opening for regular business hours.

Q8 What other improvements or changes would you like to see in the park?

Answered: 70 Skipped: 56

# RESPONSES DATE 1 Beer. Garden. 6/22/2021 9:22 AM

2 I would like to see more space that takes advantage of the great view. The invasive species 6/21/2021 9:46 AM on the hill below do not help.

3 I would like to see the trash can at the pedestrian entrance to the park restored. It would 6/18/2021 1:01 PM reduce the amount of litter, and People who do pick up after their pets don't have anywhere to dispose of the bags. Please restore the basketball hoop.

4 Keep dogs leashed!!! So many dogs off-leash and people offended when you say something to 6/15/2021 6:49 PM them. Speed bumps coming down the hill before the entrance into the park and then up into the park would be great. Too many people are driving too fast when they come down Ohio Avenue. Music must be kept low - there are times on the weekend when I hear it inside my house coming from the park.

5 Couple more gazebo like shelters 6/15/2021 12:31 AM

6 Better up keep and repair to fences and concrete. 6/15/2021 12:30 AM

7 Somehow the beautiful pavilion being used more! 6/14/2021 1:28 PM

8 - Overall better maintenance and cleanliness. This is such a special and beautiful park, and it 6/14/2021 11:46 AM makes me sad how often I see litter, food, food containers, and other junk just left lying around on the sculptures and overlook benches. - More interaction with the hill/woods around the overlook. Maybe one already exists that I haven't discovered yet, but a short nature trail that connects up with the overlook area would be wonderful. - Restoration/maintenance/lighting of the steps that connect the upper and lower parts of Ohio Ave. While these steps are still basically functional, it would be great to see them maintained at a level that invites more use. A side-track for rolling a bike next to the steps would be an amazing addition as well, especially because the steps are so long.

9 Revitalize, and perhaps rearrange the picnic tables and grills. 6/14/2021 9:05 AM

10 More trash cans and trash pick-up, and some method to ensure that large parties dispose of 6/13/2021 6:09 PM their trash appropriately.

11 Water fountains 6/13/2021 5:27 PM

12 Clean the graffiti 6/13/2021 4:52 PM

13 Huh? What? Why not? 6/13/2021 4:42 PM

14 A cleanup of the graffiti and a better utilization of space like holding various events and having 6/13/2021 4:39 PM food truck present would be amazing!

15 More events 6/13/2021 3:56 PM

16 A semi-frequent event schedule of the park posted around Clifton and the surrounding area (I 6/13/2021 3:51 PM feel this is where most visitors come from).

17 Trash pick up 6/11/2021 6:25 PM

18 Please repair or replace the basketball hoop. 6/11/2021 7:58 AM

19 Dog poop bags refilled regularly. Area cleaned more often. 6/10/2021 7:12 PM

20 Bathrooms that are reliably open and clean. More or more frequently emptied trash cans. They 6/10/2021 7:03 PM are often overflowing.

20 / 37 Bellevue Park Feedback

21 Regular trash pickup, enforcement for littering and more patrolling in the park. There is 6/8/2021 11:19 PM unchecked drug use and the users just sit in their cars with no concerns about the police driving through.

22 Volume limit on music from cars 6/8/2021 4:11 PM

23 It took me years to find this park - maybe better signage. 6/6/2021 8:58 PM

24 More patrols/law enforcement. 5/31/2021 9:16 PM

25 Updated equipment, increased security, more plants, hiking, etc. 5/30/2021 5:21 PM

26 Terraces to allow seating in the areas with the best views. There is very limited space to sit 5/27/2021 10:46 AM and enjoy the view while reading/studying/chatting.

27 Need to add parking 5/27/2021 10:08 AM

28 I live on Fairview Park border. I would like a dog park in Fairview park. The park changed for 5/26/2021 8:11 PM the worse when the pool and the ball fields were removed. We need more reasons for visitors to the park which will reduce the drug dealers within the park.

29 More events: monthly beer garden, movie nights, music (CCM or bands such as in Burnet 5/25/2021 11:26 AM Woods). For Cincinnati Parks in general; would like to see a return of the Cincinnati Pops....to the city parks, which they once heavily frequented. Lately they've been the "Hamilton County Parks Pops orchestra" for the suburbs. (It may have been the Cincinnati Recreation Commission that once ran those.....I remember the stage trailer being up in Dunlap Recreation years ago) Saw the Pops in and Mt. Echo as a kid.

30 more regular trash clean up/collection and more accountability for leaving garbage and dog 5/20/2021 9:57 AM poop

31 Would love to see the area developed in a way that allows for large scale events -- with some 5/17/2021 8:30 AM thought around parking. It's one of the most impressive parks in Cincinnati, but I've struggled to think about how I could host an event there without (a) parking and (b) more space close to the overlook in which a tent could be stood up.

32 Just continue the regular maintenance. 5/16/2021 12:26 AM

33 Bring back the basketball hoop. Increase surveillance and policing to decrease graffiti and 5/13/2021 1:32 PM vandalism in the park. Police the shelter and don’t allow patrons to get on the roof. Find interventions to eliminate littering in the park. It’s especially bad on holidays.

34 Bathrooms should be open, I’m not sure why they were open on graduation day but none other. 5/12/2021 3:29 PM That would allow people to remain in the park

35 management of paths 5/11/2021 10:52 AM

36 This park was clearly designed to be a community meeting place and activated. It's overdue 5/10/2021 9:13 PM for that.

37 Enforcement. No more people on the great mid-century structure. They’ll destroy it and it will 5/10/2021 3:14 PM be lost. There is so much graffiti. I’ve sent family there and they call it the druggie park. They aren’t wrong.

38 Better upkeep of the basketball court. It is currently unusable. 5/10/2021 12:59 PM

39 Recycling bins. 5/8/2021 7:47 PM

40 I suggest placing additional benches along the walking path. I remember the baseball fields 5/8/2021 5:45 PM and the fencing that existed along the perimeter. Some of the concrete bases that supported the fencing remains and would serve as a means to support bench placement.

41 Additional trash cans and pick up. The park is littered with trash and overflowing cans. 5/6/2021 9:28 PM

42 More trash receptacles or more regular emptying of those that already exist. The current 5/6/2021 5:13 PM receptacles are often overflowing. More police presence - i.e. drive-throughs, etc.

43 a pedestrian gondola that connects Bellevue park with OTR's Brewery District. Have the 5/6/2021 2:53 PM concession stand sell local craft beer. Along with complementary food options.

44 Clean/refresh the pavilion, bathrooms, create some official trails in the wooded areas, add 5/6/2021 1:09 PM more seating, do a rail-jam or other snow sports event

47 Water Bottle Refill Stations, Bike Racks, Incorporation of edible fruit trees, pollinator plantings, 5/6/2021 11:51 AM green infrastructure

48 Improve (expand?) the basketball area. 5/6/2021 11:41 AM

49 I’d love to see the space between the overlook and the fence where there’s just grass be 5/6/2021 11:34 AM turned in to some form of terraced cafe style seating. Move the driveway and parking to the far north end of the park so cars are less in the way and in the middle.

50 I have been requesting for over a year that the basketball court hoop and net be replaced. It 5/5/2021 10:14 PM was removed right at the March "pandemic shut down" time and my please have gone unheeded no matter to whom and how often I have made this request...WHY?? The park "structure" is constantly being vandalized with graffiti - and we have to plead to have it removed so it doesn't attract more. I understand the stone makes it hard to remove the damage, but it needs to happen quickly and well done, not just painted over. The City removed the green metal trash can at the walking entrance to the park from the sidewalk on Ohio Avenue a couple of years ago. We desperately need a replacement metal trash can at that entrance to the park. All the trash cans are clustered way up at the other end. We could also use the same sort of trash can on the loop walkway by the 2nd "dog poop bag" post and dispenser. I think the addition in those two places would really encourage people to dispose of dog waste more than they do now. Also, the restrooms really need to be open (as they are in Mt. Storm Park!!) every single day and weekend all year round...or at least from March through December.

51 Bathrooms clean and consistently open 5/5/2021 9:16 PM

52 Adding playground equipment appropriate for younger children would be nice, and possibly 5/5/2021 9:00 PM adding a fenced area for dogs to be off-leash. People let their dogs off all the time as it is so maybe offering that would limit negative interactions between people (esp kids) and pets.

53 Access to the cliff overlooking West Clifton Ave must be addressed. Over the years several 5/5/2021 8:58 PM people have fallen from the cliff. The rocks are very unstable and the area cannot be safely developed. Individuals often throw rocks from the cliff and have damaged vehicles, disturbed traffic. If people keep visiting this space, we will continue to experience the hazards to individuals who venture out onto the cliff and the innocent people trying to travel on West Clifton. This problem cannot continue to be ignored.

54 Expand the grassy area further down the hill. Always make sure the poop bags are available. 5/5/2021 5:50 PM Have the police patrol there regularly to keep it safe and encourage everyone to use it.

55 More regularly organized group (volunteer) activities to enhance the park (litter pick up, flower 5/5/2021 3:31 PM plantings)

56 Maybe a good spot for a dog park. 5/5/2021 2:10 PM

57 An update to the park would be lovely. 5/5/2021 9:00 AM

58 That pavilion needs some serious attention. Landscaping for sure. What was the original 5/4/2021 8:27 PM purpose of the pavilion? The city should take down some of the trees to the southwest and west so that there is a more panoramic view from the pavilion itself.

59 Clean up stairs and paths. 5/4/2021 6:02 PM

60 Playground is not as nice/up to date as many other parks. Could be improved. 5/3/2021 10:00 PM

61 Dog park area 5/3/2021 8:08 PM

62 There are often lots of idling cars sitting there, not just at the overlook area. I would love to see 5/3/2021 4:42 PM that decrease.

63 More play equipment 5/3/2021 2:45 PM

Q11 What issues or concerns do you have about the park and how it is used? What solutions could address these concerns?

Answered: 70 Skipped: 56

# RESPONSES DATE 1 The unused concession area 6/22/2021 9:22 AM

2 I am concerned about how much of the land at the park is not actively managed, which 6/21/2021 9:46 AM decreases use and accessibility at the park. As a graduate student at UC, I think many opportunities exist for partnerships to help fund and manage more space at the park to benefit the community.

3 Trash is a problem that could readily be solved by more receptacles. They could be the conical 6/18/2021 1:01 PM inset kind that cannot be moved or climbed on. The structure is not designed as a climbing toy. We should have cameras monitoring the park, and police that are willing to write tickets when parking, climbing and leash laws are not followed.

4 Please don’t have events! We already do not have enough parking in this area for a variety of 6/15/2021 6:49 PM reasons. And the park does not have enough parking to accommodate even small events. Litter is a huge, huge, huge problem in this park which extends into our neighborhood on all sides. NO ONE cleans the park property on the wooded side of Ohio Avenue (from the picnic area to the street) and that trash sits for months or makes its way onto our street where (maybe) residents pick it up. Also trees along the wooded side of Ohio are not kept trim and extend into the street.

5 Always seems like a lot of trash laying around. - more trash cans and emptied more often. 6/14/2021 1:28 PM Loud music and idling - maybe signage?

6 - The relative isolation of the park does make it a bit of a magnet for underground activities. 6/14/2021 11:46 AM This creates a catch-22 where people (rightly or wrongly) perceive a level of danger that discourages them from visiting the park. Fewer visitors in turn reinforces the relative isolation and perpetuates the cycle. - Potential solutions include: more lighting; better upkeep; more frequent presence of park staff (and/or police if the surrounding community wants this); flower boxes and other landscaping features that signal community involvement; and regular events to attract more visitors!

7 Increased access and user volume will serve to daylight the Park to a greater extent and 6/14/2021 9:05 AM discourage unsafe activities.

8 The difficulty in turning around when I noticed the lot was full was the biggest issue I noticed 6/13/2021 11:40 PM

9 The varied uses by a diverse range of Cincinnatians should be maintained and protected. I 6/13/2021 6:09 PM would be opposed to changes that made the park less welcoming or harder to use for the full range of people who currently take advantage of it. I hope solutions can be found to help people keep the park clean (ie more trash cans and ways to help large groups appropriately dispose of their trash) and limit inappropriate uses (overly loud music, drug sales). Perhaps signs urging people to use the trash cans would help. Perhaps a registration process to reserve park space for private parties could involve a contact person who could be held accountable for cleanup, and maybe a small fine for failure to do so (I would be opposed to large fines that could be a financial hardship). Perhaps we should ask people who organize these parties for ideas on how to solve this problem? I like the idea of concessions, and perhaps additional events, like music, but I worry a bit about increasing the parking pressure in the park itself and on nearby streets. The situation at Labor Day fireworks is a worst case scenario I wouldn't want to be a regular feature. There should be a process to ensure that all users contribute ideas for the park. This survey is good, but I fear many users will not know about it or will not fill it out. Proactive outreach is necessary to avoid missing people. I'm thinking in particular of African American groups that hold large parties and college students from the neighborhood.

13 The fact that it is underutilized and seems like its deteriorating is a downside so to combate 6/13/2021 4:39 PM that I think a beer garden would be the perfect solution to provide an influx of people that are coming to the park and enjoying the different amenities and events.

14 dont ruin the community that already exists here 6/13/2021 4:24 PM

15 Sometimes feels unsafe at night but that is usually everywhere in cincinnati. 6/13/2021 3:56 PM

16 I think it’s not used enough. And not enough shade for older folks and those who don’t take 6/13/2021 3:51 PM kindly to UV rays. Some seating under the concrete stage area would also be a good idea.

17 None 6/13/2021 12:39 PM

18 Drugs use in cars at night 6/11/2021 6:25 PM

19 Noise would be a concern with events. This is a residential neighborhood. I would hate music 6/10/2021 7:03 PM events if I lived close by.

20 I think closing the drive and making it a picnic area would be a huge step in improving the park 6/8/2021 11:19 PM and the experience for users who want to enjoy the views and have a pleasant time enjoying the outdoors

21 Seems to be some drug activity. Would need to have enough people using park to drive that 6/8/2021 4:11 PM away.

22 At times I’ve seen people blocking the drive with their cars and smelled some bad smoke in 6/4/2021 5:17 AM the area .

23 No issues: Park was clean and well maintained. Rest rooms need lighting, badly. 6/1/2021 4:44 PM

24 Cars parked in circle, loud music, smoking weed, parties with trash left everywhere. More 5/31/2021 9:16 PM enforcement and monitoring is needed. Removing the circular drive would help reduce the issues and enforcement needed.

25 I don't have any issues or concerns, the bathrooms should be open. 5/31/2021 8:12 PM

26 Safety, dirty, not well kept, bathrooms, it’s embarrassing to cincinnati, other major cities in the 5/30/2021 5:21 PM state have much more well kept and maintained parks.

27 Crime 5/27/2021 12:36 PM

28 Needs to be reconfigured. The driveway removal is a good start. 5/27/2021 10:46 AM

29 Not enough flat area, could terrace it to make some nice seating. Need to add parking that is 5/27/2021 10:08 AM not in the circle

30 There are many owner occupied homes around Fairview and we walk our dogs regularly. As we 5/26/2021 8:11 PM meet other homeowners with dogs, it is abundantly clear that Fairview Park has the available parking, green space and community involvement to warrant a dog park.

31 I do see the gathering of louder people in cars at the Overlook as being something that 5/25/2021 11:26 AM discourages myself and many others at times from visiting the overlook area....which is the main feature of the park. The overlook should be a place for everyone to enjoy and not be just a place for partying with the stereos blasting. Making the access to the overlook pedestrian only should help make the area pleasant for everyone; and it would make the inner circle of the loop there much more comfortable to use as a possible picnic area.

32 Balancing developing this + keeping it a safe place is an important consideration. 5/17/2021 8:30 AM

33 Constant monitoring of drug activity by the Police Department. 5/16/2021 12:26 AM

34 Littering and graffiti are a big problem. Camera surveillance and prosecution for those who do 5/13/2021 1:32 PM this. I am also worried about the structure being climbed on with people on the roof.

35 It's always sad to see trash dumping in parks, but I don't know if there's a solution for it. 5/12/2021 4:08 PM

36 I have no concerns other than the bathrooms should remain open 5/12/2021 3:29 PM

28 / 37 Bellevue Park Feedback

37 Difficult park to get to by car, so probably should be oriented to the walking community. 5/10/2021 9:13 PM

38 Just some monitoring of abuse of the park. 5/10/2021 3:14 PM

39 Closing off the circle to cars would solve any issues from my perspective 5/10/2021 12:59 PM

40 Closing the loop to car traffic would totally change the park dynamic. At 7 AM it feels like a 5/8/2021 7:47 PM Park, at 7 PM it looks like a parking lot party.

41 It's a great park and your team is to be commended. The picnic benches are showing their 5/8/2021 5:45 PM age.

42 There is drug dealing and drug consumption often centered around cars and their drivers. 5/8/2021 11:30 AM Consumption of alcohol and large scale littering are also problems.

43 Too loud!! 5/7/2021 7:57 PM

44 More trash cans and pick up. The park is riddled with ltter often. 5/6/2021 9:28 PM

45 The large open field seems underused. The bathrooms need to be upgraded and kept clean. 5/6/2021 5:13 PM I'm not sure what the best solutions are for these issues.

46 Cars idling in the circle, playing music and congregating. Sometimes this is loud and annoying 5/6/2021 2:53 PM to someone who just wants to enjoy the view and relax. Blocks circulation on the circle sometimes.

47 I like the idea of removing the circle so cars can't stop there 5/6/2021 1:09 PM

48 I often feel unsafe because of the cars blaring music with violent lyrics, the drug use and tinted 5/6/2021 12:07 PM windows pretty much lead me to avoid it all together. It needs to be a park that feels welcoming to all people

49 Crime, illicit activities. Above ideas 5/6/2021 11:54 AM

50 I am always annoyed by the number of vehicles that are parked in the circle by people who 5/6/2021 11:41 AM aren't even enjoying the view, in fact they are worsening the experience of those who are there for the view. There is adequate parking nearby.

51 The increase of prostitution and illegal drug use(not just weed!) has been alarming in the last 5 5/5/2021 10:14 PM years. Often the odor of weed is so strong in the park that it is unpleasant to be there. This has been much worse since the pandemic. The disrespectful throwing of food trash out of cars onto the ground by the cars where meals are being eaten is so unpleasant and disrespectful. This has increased also in the past year. I wish there were better lighting around the walkway so during the months when it gets dark by 5:30 pm it is still possible to walk after work. Maybe lights that are good solar ones that come on automatically and are enough to make it safe to walk.

52 My most pressing concern is making it more difficult to access the cliff that overlooks West 5/5/2021 9:00 PM Clifton Ave. There is a chain link fence there now, but it typically has been cut to allow people to get through. People frequently sit at the top of the cliff and throw litter, glass bottles and rocks (sometimes quite large) into the road. Aside from the danger of thrown object to those of us who live at the base of the cliff, the cliff is dangerous to those sitting or climbing on it with huge chunks of stone falling off every rainstorm. It feels like a tragedy waiting to happen one way or another.

53 Not enough garbage cans. Trash not picked up often enough. People flipping garbage cans 5/5/2021 5:50 PM over to get up on the roof of the building.

54 Like nearly all of Cincinnati's parks, the biggest issues are litter, idling cars, drug use and 5/5/2021 10:17 AM broken equipment (like playgrounds). More people and more planned, regular activities seem to be the way to curb these types of issues, as well as more paid staff to do regular litter cleanup.

55 I don't use Bellevue Park enough to have any issues or concerns. 5/5/2021 9:00 AM

56 Its all about the view. 5/4/2021 8:54 PM

57 It gets a little sketchy up there after dark, and I'm not sure what might be going on up there. 5/4/2021 8:27 PM Some stronger lights and high-resolution cameras might be a good idea.

58 Trash/Litter, After hours use; Have a second shift trash crew to clear bins at Bellevue, 5/4/2021 6:02 PM

29 / 37 Bellevue Park Feedback

Fairview, & Mt Storm. Add entrance gates that the trash crew locks on the way out.

59 Safety 5/4/2021 9:17 AM

60 People smoking weed 5/4/2021 5:54 AM

61 The structure/ concession building is beautiful but feels abandoned. People climb the roof. 5/3/2021 10:00 PM Many idling cars in the circle. Generally doesn’t feel all that safe.

62 Hookers, trash 5/3/2021 8:08 PM

63 I do not feel welcomed or safe in this park. These are the reasons I do not go very often. 5/3/2021 2:45 PM

64 Loud noises 5/3/2021 2:41 PM

65 NA 5/3/2021 2:35 PM

66 This park is small. It should be used as an outdoor space minus the car idling and drug 4/30/2021 6:08 PM dealings

67 Excessive littering, overcrowded car parking in excess of the 26 (including 2 handicapped) 4/30/2021 9:27 AM designated spots and vandalism (including skateboarding on top) of the remaining gazebo building.

68 There is drug activity. Many feel threatened, which should NEVER happen in a park. 4/7/2021 7:07 PM

69 My biggest concern is listed in Question 5 (cars parking, loud music, etc). More patrol and 2/18/2021 10:04 AM enforcement of laws would be extremely beneficial.

70 too much graffiti. 1/28/2021 5:13 PM

# OTHER (PLEASE SPECIFY) DATE 1 I would be interested in working to connect park officials with university researchers and 6/21/2021 9:46 AM community volunteers who could help improve the park. I acutally helped last weekend cleaning up the Upper Ohio Avenue steps.

8 I have been a very committed lover of Bellevue Park for 31 years. I replace the doggie poop 5/5/2021 10:14 PM bags (except when CUFNA won't give them to me!!) and I pick up trash every time I walk there (usually twice a day!)
