1164 INDIGENOUS LEGAL SYSTEM REFORM DR HUGH MCDERMOTT to move— That this House: (1) Recognises Indigenous Australians in New South Wales are incarcerated at a much higher rate than non-Indigenous Australians, representing approximately 25 percent of the prison population, but only 2.8 percent of the Australian population.

(2) Calls for the creation of the Walama Court to divert First Nations peoples away from the criminal justice system and ensure a culturally appropriate legal system.

(3) Calls for the increased involvement of Aboriginal elders in the District Court of NSW to reduce police contact.

(4) Calls for additional resources to be directed towards Aboriginal communities to fund rehabilitation programs.

(1) Notes the millions of people across the world who are taking part in the Black Lives Matter protests, including New South Wales where tens of thousands of people have rallied.

(2) Notes Indigenous Australians are hugely overrepresented in custody and face ongoing discrimination and violence.

(3) Condemns the Minister for Police's comments in defence of a police officer who threw a 16-year- old Indigenous boy to the ground.

(4) Stands in solidarity with those fighting against injustice in law enforcement and black deaths in custody.

1167 COUNCIL ACCELERATED ASSESSMENT PROGRAM MR to move— That this House: (1) Notes the Government has developed new programs and processes to fast-track the New South Wales planning system during the COVID-19 pandemic.

(2) Notes that 11 councils, including AlburyCity Council, have already agreed to develop a Council Accelerated Assessment Program with the Government to help their communities rebound from the impacts of the COVID-19 pandemic.

(2) Notes the cost of shore power will be reduced by up to 20 percent if the cable connection for Sydney Metro West is installed with a conduit to permit power access to the White Bay Cruise Terminal.

(3) Notes the program has kept two-thirds of participants out of prison and reduced the re-offending rate.

(4) Requests the Government change its decision and commit to the $960,000 annual funding for this crucial and life changing program.

(2) Acknowledges there are no dedicated men's health nurses in the Western NSW Local Health District.

1176 FEMALE CANCER SCREENING MS to move— That this House: (1) Notes early detection has been shown to improve treatment outcomes for people who are diagnosed with cancer.

(2) Notes during the COVID-19 pandemic, many women have been unable to see general practitioners or specialists for cancer screening.

(3) Notes during the COVID-19 pandemic, the number of referrals to cancer specialists has fallen by 30 per cent and the number of breast cancer diagnoses fell by 40 per cent.

(4) Encourages women in at-risk categories or who are otherwise concerned about their health to speak with their doctor about cancer screening.

(5) Calls on the Government to provide medical professionals with additional resources to clear the cancer screening backlog which built up during the COVID-19 pandemic.

1177 BOWEL CANCER AWARENESS MONTH MR to move— That this House: (1) Notes June 2020 is Bowel Cancer Awareness Month.

(2) Acknowledges this campaign is an annual initiative of Bowel Cancer Australia, a community- funded national charity that raises awareness of bowel cancer.

(3) Notes bowel cancer is the third most common cancer and has the second highest mortality rate in Australia.

(4) Encourages all men and women aged between 50 to 74 years to participate in the National Bowel Cancer Screening Program when they receive their free home test kit in the mail.

1178 NEWCASTLE ART GALLERY MR to move— That this House: (1) Notes the Government has announced additional funding for shovel-ready infrastructure projects to stimulate regional economies.

(2) Notes that Newcastle Art Gallery is shovel ready and can fund $16.4 million of the proposed $36.6 million redevelopment.

(3) Notes with half of the cost being met locally, this project would be excellent value for money for the Government in addition to providing a boost to local jobs in the tourism, arts and cultural sectors.

(2) Calls on the Georges River Council to oppose this short sighted decision that disadvantages people who do not own private pools, given Australia is one of the driest and hottest countries on earth.

(3) Notes over 10,000 people across the St George community have signed a petition opposing the closure of the pool and endless community surveys have revealed the same sentiment.

(4) Opposes the demolition of Todd Park, a beautiful reserve of green space that the community desperately needs.

1181 MOOREBANK LAND REZONING MS to move— That this House: (1) Notes Liverpool City Council is finally proposing to rezone land from R4 to R3 in Moorebank.

(2) Recognises the submission period for this proposal is currently open until 21 July 2020.

(3) Acknowledges the submission could have been put forward many years ago, after multiple requests by the community and the Member for Holsworthy.

(4) Calls on Liverpool City Council to further reduce the high density zones that were brought about by the previous Labor Government appointed administrator in 2008.

1182 WORLD SEA TURTLE DAY MS to move— That this House: 2113 BUSINESS PAPER Tuesday 15 September 2020

(1) Acknowledges 16 June 2020 is World Sea Turtle Day and that it raises awareness of the plight of marine turtle species, 86 per cent of which are threatened with extinction.

(2) Recognises plastic pollution poses a significant threat to marine turtles, with at least 130,000 tonnes of plastic pollution dumped into oceans and waterways each year in Australia.

(3) Condemns the Government for its long-standing refusal to ban single-use plastic bags, making New South Wales the only state or territory without such a ban.

(4) Condemns the Government for failing to protect precious marine life from plastic pollution.

(3) Calls on the Government to ensure that the Agriculture Commissioner has the power to address fundamental contractual issues caused by monopsonies in New South Wales agriculture.

1187 MAMRE ROAD PRECINCT MRS to move— That this House: (1) Congratulates the Government and the Minister for Planning for the Planning System Acceleration Program which fast tracked the rezoning of the Mamre Road Precinct.

(2) Acknowledges the 850 hectares of rezone land will deliver up to 5,200 construction jobs and 17,000 ongoing jobs when fully developed.

(3) Thanks the Government for recognising the growing traffic demand along Mamre Road by announcing at the 2019 election $220 million to upgrade Mamre Road Stage 1 from the M4 Motorway to Erskine Park Road.

(4) Calls on the Government to prioritise the delivery of Mamre Road Stage 2 in light of the newly rezoned Mamre Road Precinct.

(4) Recognises this stimulus funding, part of the Government's statewide stimulus package, has allowed local projects to be delivered sooner, created 20 jobs and kept money in the region.

1383 LAND CLEARING MS JO HAYLEN to move— That this House: (1) Notes research shows nearly 3 billion native animals died or were displaced by bushfires in the 2019-20 summer and that 50 Australian native species not currently listed as threatened could be at additional risk from the fires. (2) Notes land clearing in New South Wales has risen by 1,300 percent since the Government's native vegetation laws were introduced in 2016.

(3) Calls on the Government to act urgently, wind back its disastrous land clearing laws and stop the devastation of New South Wales' dwindling biodiversity.

1384 BUSHFIRE RATE RELIEF MR STEPHEN BROMHEAD to move— That this House: (1) Commends the Government for extending the bushfire rate relief for a further six months to those who lost their property, home or business in the bushfires.

(2) Notes the Government has provided $2.4 million in local government council rate relief to ease the financial burden on bushfire victims.

(3) Notes this support has guaranteed MidCoast Council to provide more than $167,000 in rate relief.

1385 TENANTS COMPENSATION MS YASMIN CATLEY to move— That this House: (1) Notes the Government's hardship measures for tenants and landlords has been ineffective, with only $2.7 million of land tax relief from $440 million budgeted being delivered. (2) Notes the Government has failed to provide the $2,500 compensation to tenants and landlords facing hardship due to the COVID-19 Pandemic despite NSW Parliament resolving that they do so. (3) Notes on the Central Coast, 30.1 percent of people rent their properties and many are struggling with the financial impacts of the COVID-19 Pandemic, with unemployment and underemployment already reaching 21.4 percent. (4) Notes Lake Macquarie renters are facing similar financial strain with 6,346 households currently experiencing rental stress. (5) Notes the Government has conned struggling renters and their landlords with an under subscribed COVID-19 relief package that is clearly inadequate, ineffective and unhelpful.

(3) Notes this week, the Minister for Transport informed Landcom that they will no longer be responsible for delivering the construction of this park on behalf of Government, leaving it in limbo.

(4) Condemns the Minister for Planning and Public Spaces and the Minister for Transport for their failure to deliver this important parkland in the most densely populated area of Sydney and their complete disregard for the people of Wentworth Point.
