ABSTRACT This study examines the effectiveness of the Western Australian Environmental Protection Authority (EPA), from its inception in 1971 to 1996. While environmental concerns have risen considerably in recent times, environmental awareness can be traced back to early historical beginnings. Yet, despite this initiaJ awareness it took some time before environmental problems permeated the public consciousness, to occupy the political agenda. However, in the early 1970s, govc.nments throughout the First World responded to research and heightened awareness of environmental concerns, with specific legislation to protect the environment. A common feature of the legislation, was the provision for a main administrative body with designated powers and responsibilities to assist in environmental management. Hence, this study undertakes a review of the environmental protection legislation in Western Australia, with specific concentration upon the EPA. This is done by evaluating the original Environmental Protection Act 1971 (EP Act), and its successor the 1986 EP Act. In aodition, the significance of two sets of amendments to the main legislation, in 1980 and 1993, have been explored. This study found that the 1986 EP Act was the strongest environmental legislation enacted in Western Australia. It increased the power and influence of the EPA, which enhanced its ability to provide adequate environmental advice to government. However, the power and influence of the EPA appear to have been, restricted by the 1993 amendments. Moreover, a common trend emerged over the period studied, which indicated an ideological difference between the two major political parties concerning environmental legislation and the strength and independence of the EPA. Environmentalism is considered by many as a relatively recent addition to modern political thought. Indeed, this thesis wilJ focus upon a modern institution namely the Western Australian Environmental Protection Authority (EPA), which was established in 197 I. The growth of environmental problems in recent times has intensified the chaJlenge for proponents to provide long term solutions. As a result contemporary environmental groups often fail to acknowledge the efforts made by previous generations to address similar problems (Papadakis, 1993, p. 45). While it is true that the extent of environmental issues has risen considerably in the past few decades, environmental concerns have a much longer history. In Greece for example the first signs of widespread misuse of the environment emerged around 650 BC as population rose and settlements expanded. Concerns with land degradation from overgrazing and removal of trees,

    Fighting for the Forests A History of The Western Australian Forest Protest Movement 1895-2001 Ron Chapman BA (Hons) This thesis is presented for the degree of Doctor of Philosophy of Murdoch University 2008 Declaration I declare that this thesis is my own account of my research and contains as its main content work which has not previously been submitted for a degree at any tertiary education institution. Ron Chapman Abstract This thesis complements and extends Hutton and Connors' research on forest protest contained in their study of the Australian environment movement. As the first comprehensive study of Western Australian forest protest the thesis analyses the protest movement's organisation, campaigns and strategies. Its central argument is that the contemporary Western Australian native forest protest movement established a network of urban and south-west activist groups which encouraged broad public support, and that a diversity of protest strategies focused public attention on forest issues and pressured the state government to change its forest policies. The thesis identifies two distinct periods of protest activity in Western Australia. During a first period of protest from the 1890s, conservationists used non-confrontational strategies to campaign for the protection of areas of native bushland, and the formation of Western Australia's first nature conservation groups in the early twentieth century laid the foundations for a contemporary forest protest movement. URGENCY MOTIONS — STANDING ORDER 72 Statement by President THE PRESIDENT (Hon Barry House): Further to my statement yesterday regarding urgency motions, I advise the house that in future all urgency motions must be hand-delivered either to me or, if I am unavailable, to the Clerk on the day the urgency motion is to be debated. Faxed or emailed urgency motions will not be accepted unless they are hand-delivered by the member or the member’s staff. I hope that clarifies the matter for members. MANDURAH-ENTRANCE ROAD PROJECT Statement by Minister for Transport HON SIMON O’BRIEN (South Metropolitan — Minister for Transport) [4.02 pm]: On Friday, 4 September, works commenced on the $155 million Mandurah-Entrance Road project. This project, which is jointly funded by the state and federal governments, involves the construction of around 6.7 kilometres of four- lane dual carriageway, providing a safe and efficient road link between Mandurah and the Kwinana Freeway extension, which itself will open later this month. At the peak of construction, the project will employ up to 200 people, creating employment opportunities and stimulating commercial activity in the area through the supply of goods and services. Construction of the Mandurah-Entrance Road is being started some 12 months ahead of schedule and will ensure the long-term safety of and access for motorists to and from Mandurah, one of the fastest growing regions in Australia. In addition to bringing the project forward a year, an earlier proposal to complete only a single lane for much of the route has given way to a determination to fully develop the link from the start.
