Roll Call and Determination of Quorum Chair Regina Jackson Excused Absence: Tara Anderson III. Welcome, Purpose, and Open Forum (2 minutes per speaker) Chair Regina Jackson will welcome public speakers. The purpose of the Oakland Police Commission is to oversee the Oakland Police Department's (OPD) policies, practices, and customs to meet or exceed national standards of constitutional policing, and to oversee the Community Police Review Agency (CPRA) which investigates police misconduct and recommends discipline. IV. Update from Interim Police Chief OPD Interim Chief Manheimer will provide an update on the Department. Topics discussed in the update may include crime statistics; a preview of topics which may be placed on a future agenda; responses to community member questions sent in advance to the Police Commission Chair; and specific topics requested in advance by Commissioners. This is a recurring item. (Attachment 4). a. Discussion b. Public Comment c. Action, if any V. Commission and CPRA Audits Oakland City Auditor Courtney Ruby will present the Police Commission and CPRA audits. This item was discussed on 1.23.20, 4.9.20, 4.23.20, and 5.28.20, and is continued from 6.25.20. (Attachment 5). a. Discussion b. Public Comment c. Action, if any VI. CPRA/Commission Staff/Inspector General Reorganization The Commission will consider whether to adopt, or adopt with amendments, the Personnel Committee’s motion to reorganize passed on July 1, 2020. This is a new item. (Attachment 6). a. Discussion b. Public Comment c. Action, if any Police Commision 7.9.20 Page 3 VII. Measure LL Ballot Measure Initiative The Commission will provide an update on the status of the ballot measure regarding changes to Measure LL. This was discussed on 5.28.20 and is continued from 6.11.20. (Attachment 7). a. Discussion b. Public Comment c. Action, if any VIII. Ad Hoc Committee Update to OPD Special Order (SO) 9025 on Suspension of the Carotid Use of Restraint The Ad Hoc Committee on SO 9025 that was established at the last meeting on June 25, 2020 will present a revised version of the Special Order. This is a new item. (Attachment 8). a. Discussion b. Public Comment c. Action, if any IX. Use of Force Ad Hoc Committee Public Engagement The Commission will discuss a timeline on public engagement for the Use of Force policy and may vote to approve the timeline. This is a new item. Meeting Minutes Approval and Amendment to Minutes from September 13, 2018 The Commission will vote to approve minutes from May 14 and 28, and June 8, 11, and 18, 2020. He had never seen a big airplane, much less been on one. With only a few dollars in his pocket the Iyoung man was going to a strange country, however, he was going with an incredible opportunity to help fulfill his dream of being a horse trainer. “I was first exposed to American Saddlebreds through my dad. He’s my biggest influence,” said Turner. “My older sister showed. My first horse was actually a jumper before I ever sat on a Saddlebred. He was a Gymkhana horse. We enjoyed horses as a family. Mom didn’t have any interest in riding but she made tail bags and things for us. We would trailer in and out and stay at the campgrounds. It was a big social outing.     Gloaming by Kathleen Jones Throughout the history of Thoroughbred racing there are many exceptional horses who have been held as examples of heroes whose names would live forever. We call them legends. But somehow, over time, the details of their successes have grown foggy until eventually the memory of these once-legendary animals lives only in the rarely-touched paper leaves of libraries. One horse in particular who deserves a better fate than anonymity is an Australian-bred gelding named Gloaming. At a time when Americans were celebrating the exploits of Man o'War and Exterminator, Australian and New Zealand race fans were going crazy for Gloaming. He won from 4 furlongs to a mile and half, setting time records at any distance. At one point his streak of victories had reached nineteen in a row. From ages 3 to 9 he began in 67 races, and won 57 of those. He was 2nd on nine other occasions. The one race in which he failed to run either first or second was a race at age 3 in which he fell. Gloaming was entirely of British descent, and was inbred 4x4 to Two Thousand Guineas runner-up, Sterling. He also carried duplications of Bend Or, Galopin, and Rosebery in his pedigree. The racing season of 1918/1919 in Australia and New Zealand got off to a slow start owing to an outbreak of influenza which necessitated the closing of several race meetings. So Gloaming's first start was a 9f prep stakes for the AJC Derby. He won his debut by 8 lengths then followed up with a new time record in the Australian Derby.

Feeling rejuvenated, the delighted Pasquale asks Malatesta to arrange a meeting at once. When Ernesto arrives and again refuses to marry a woman of his uncle’s choice, Pasquale not only tells him that he will have to leave the house, but also informs his nephew of his own marriage plans. With no inheritance, Ernesto sees his dreams evaporating. To make matters worse, he learns that his friend Malatesta has arranged Pasquale’s marriage. On her terrace, Norina laughs over a silly romantic story she’s reading. She is certain of her own ability to charm a man. Malatesta arrives. He is in fact plotting on her and Ernesto’s behalf and explains his plan: Norina is to impersonate his (nonexistent) sister, marry Pasquale in a mock ceremony, and drive him to such desperation that he will be at their mercy. Norina is eager to play the role if it will help her and Ernesto be together. Act II Ernesto, who knows nothing of Malatesta’s scheme, is desperate about the apparent loss of Norina and imagines his future as an exile.

Event patron Benny Andersson (Chess Racing AB) Distributed by Sportsguide International The Venue Bro Park Bro Park, Europe’s newest racecourse, officially opened on 16 June, 2016 with a day featuring international competition. In the twelve months since, 42 race meetings staged on both turf and dirt have been held at the state-of- the-art-facility that is owned by the Swedish Racing Association and replaced Taby Racecourse as the home of racing in the Swedish capital. The racecourse is located in Bro which is approximately 30-40 minutes from the centre of Stockholm by car and a similar distance from Arlanda Airport, with public transport links on a par with Taby. The racing surfaces Bro Park has an impressive 2100m turf course and a 1900m dirt track on the inside. There are chutes on the turf course to optimise variety in distances. The course has been designed as a fair galloping track with the turf course, where the majority of the major races will be run, closest to the viewing public. The course is 30 meters wide and has a very level surface which enables the rails to be moved easily and effectively provides the option to create three ‘different tracks’. Separate courses for steeplechase and hurdling are planned on the inside of the flat courses. Technology and innovation High quality floodlighting has been installed which will enable evening racing on the both the turf course and the dirt track all year round.
