Purpose of Report 1.1 To seek approval for the conferment of the title of Honorary Freeman of the Borough of Hyndburn to Councillor Bernard Dawson and Mr. David Lloyd. 2. Recommendations 2.1 That in accordance with Section 249(5) of the Local Government Act 1972, Councillor Bernard Dawson and Mr. David Lloyd be conferred with the title of Honorary Freeman of the Borough and be presented with the award at the Mayor-making meeting of the Council on 16th June 2018, or should that not prove possible due to the unavailability of the recipients, at some stage during the remainder of the Municipal Year 2018/19. 2.2 That the Chief Executive, in consultation with the Portfolio Holder for Resources, be authorised to make the necessary arrangements. 3. Councillor Bernard Dawson 3.1 It is proposed to nominate Councillor Bernard Dawson to receive the title of Honorary Freeman of the Borough. Councillor Dawson has stated that he will not be seeking re- election at the local elections on 3rd May 2018 following 38 years of service as a Hyndburn Borough Councillor. This comprises 34 years representing the residents of Peel Ward, Accrington (1979/80 to 1986/87 and 1988/89 to 2013/14) and 4 years representing the residents of Huncoat Ward, Accrington (2014/15 to 2017/18). 3.2 Councillor Dawson held the position of Mayor of the Borough of Hyndburn in 1999/2000 and since 2013/14 has served as a Lancashire County Councillor for the Accrington South Division. 4. Mr. David Lloyd 4.1 It is proposed to nominate Mr. David Lloyd to receive the title of Honorary Freeman of the Borough. Mr. Lloyd was born in Accrington in March 1947 and raised in the town at 134 Water Street. 4.2 David, commonly known by the nickname ‘Bumble’, rose to fame playing the sport of cricket for Accrington Cricket Club and County cricket for Lancashire, being awarded the Lancashire Captaincy for 1973. He then went on to coach the England Cricket Team in 1996. During the 1960’s, David played semi-professional football for Accrington Stanley Football Club and continues to be a keen supporter of the Club. 4.3 Since 1999, David has been a regular Sky Sports television commentator and having never forgotten his roots, continues to promote Accrington whilst conducting his media work. 5. Reasons for Recommendations and Background 5.1 To recognise the achievements and services of both Councillor Bernard Dawson and Mr. David Lloyd. 6. Alternative Options considered and Reasons for Rejection 6.1 None. 7. Consultations 7.1 The proposal has been discussed at Leader’s Policy Development Board, which comprises the Leaders and Deputy Leaders of the Council’s two political groups. The proposed recipients have also been consulted and have agreed to accept the title. 6. Implications Financial implications (including A small budget will be required for the any future financial commitments purchase of two commemorative badges and for the Council) a celebration event. The cost can be met from within existing budgets provided the awards are made at the Mayor-making meeting of the Council on 16th June 2018. Legal and human rights The recommendations comply with Section implications 249 of the Local Government Act 1972. Assessment of risk None. Equality and diversity implications A Customer First Analysis is not necessary. A Customer First Analysis should be completed in relation to policy decisions and should be attached as an appendix to the report. 7. Freedom of Information 8.1 The report does not contain exempt information under the Local Government Act 1972, Schedule 12A and all information can be disclosed under the Freedom of Information Act 2000. .
