# Agenda Issues Action Points Items 1 Welcome, On behalf of OCHA NRC welcomed all participants. After introduction of participants the emergency introductions situation in Kunduz was briefly highlighted and the attention was drawn on the recent conflict in Imam- and opening sahib district. remarks 2 Update on  UNHCR: Added updates on the recent conflict in Imam-sahib district. reported that between 8-10 IMF humanitarian and ANSF launched joint military operation supported by IM airstrikes in north and in the northeast situation areas of the Imam-sahib district named Joey-begum, Qerghiz, Nasiriya, Buzbaya, Pul-e-Pakistani, Qurghan tepa and Nawabad villages. The DG of Imam-sahib district reported that there is around 2000 families displaced across various locations. Beside this due to airstrike huge number of houses damaged/destroyed in Imam-sahib district. According to ground information between 5-6 civilians were killed and many others were injured.  DoRR: reported that during 5 -13 Dec – 2017 they received 481 petitions consisting 1414 families indicating they have been displaced from their places of origin to Kunduz city and outskirts. 5 Screening of OCT Members agreed to conduct a short screening committee meeting for screening the petitions and IDPs establishing of JATs both for Kunduz and Imam-sahib districts. the petitions related to Kunduz petitions submitted to NRC for computerization and four Joint Assessment Teams were established leading by ACTED to conduct the assessment of and Archi districts IDPs

repairing and re- construction of houses.  DoRR should act carefully while collecting such petitions and must apply initial screening of petitions in DoRR office prior to submission to screening committee. In addition, WAW must participate in such petitions assessment for reporting of protection issue to UNHCR as needed. 6 Any other business,

ADA: In Kunduz Oxfam Planned to provide multipurpose cash assistance through its partner ADA to 600 IDPs families (16630 AFN/Family) and Cash for Work for 400 returned IDP Families for 10 days (3590 AFN/Family) for food and shelter/NFIs needs. The assessment is conducted from 8- 25 October 2017 in coordination with OCHA, DoRR, NRC and UNHCR and IDPs families are selected. Additionally, prior to cash distribution ADA field team planned to Conduct GBV awareness sessions on community based nutrition literacy for 1000 beneficiaries. On dated 11 December cash distribution for 600 IDPs families have started officially in presence of DoRR and Economic representatives and OCHA is in the picture. Further they have distributed cash for 136 IDP families and each family received 16630 AFN so far and distribution is ongoing till 14 December 2017. HI: Handicap International is implementing emergency PSS and home-based rehabilitation services to the conflict affected persons. In November HI provided services to 315 direct beneficiaries (male 57% & female 43%). Out of 315 beneficiaries 110 IPDs related to the recent Chardara caseload which has been identified through JAT and benefited from PSS. The awareness of 196 community members increased on the subjects ranging from PSS needs' manifestation, positive coping mechanisms and supportive

3 community dynamics through conducting 33 community awareness sessions as well as HI services are available in all four PDs inside Kunduz city. 16 beneficiaries referred to SCA for assistive devices and advance rehabilitation services & 8 beneficiaries referred to ICRC for advance P&O services. 14 beneficiaries referred for specialized services to Mental Health department of KRH. HI has been donated 119 complementary NFI items and 18 hygiene kits to 60 beneficiaries with extremely reduced mobility to improve their living condition. DMAC-UNMAS: in the northeast region between April and Nov 2017; 119 civilians’ casualties (37killed,82 Injured) reported and the main factor of the incident was Mine, UXO/ERW and PPIEDs. Nov 2017, HT, MCPA, DAFA, ATC and FSD the implementing partners of DMAC-UNMAS were able to clear (1,269,412) square meter mine/ERW contaminated land, destroyed (1,148) Anti-Personnel Mine (0) AT Mine, (7) Cluster Munitions, and (412) other unexploded ordnance.

MCPA: Delivered mine/ERW risk education to 8,621 conflict affected people (IDPs/community members) (Girls, Boys, Men, and Women) as well distributed 11,209 various types of MRE materials in Nov, 2017 in Khawaja Ghar district. Halo Trust in partnership with ACTED and DACAAR has started delivery of Survey, mine/ERW risk education and EOD operations in Dec at . Under ACAP III in the month of November 28 conflict affected families received immediate assistance packages of food and noon-food items.

WFP: supporting 51 clinics in Kunduz and 24 clinics in Baghlan by TSFP programing. The direct beneficiaries under TSFP are under age children, pregnant women, and breastfeeding women. Providing super-cereal MNT micro nutrient tablet on need base. WFP has commenced providing winter foods to 2000 assisted IDPs in Kunduz. since 1st Nov- WFP re- verified 1568 IDPs in Kunduz and distributed winter foods to 697 families. The food ration size is 100 wheat flour, 9 KG vegetable oil, 10 KG Gram and 1 KG slat.

UNCHAR: UNHCR winterization program started on 22 Nov in Kunduz and so far 1883 beneficiaries benefited from this aid. Each beneficiary received 200$ with 4 blankets. The program still is ongoing and the estimated target for Kunduz is 2500 families. In northeast region 1170 protection cases registered by UNHCR IP CHA. Out of this 360 cases referred to other stakeholders for further protection.496 cases received different amount of cash intervention from UNHCR based on need analysis. 85% of re-construction work such as compound walls and some rooms and sanitations system of Khoja- Mushhad school (who targeted by airstrike in the last couple of months) completed by UNHCR implementing partner NPO. Re-construction work is ongoing and will be completed in near future.

NRC: during November 2017 NRC came up with multiple cash purpose MPC to 576 families in Kunduz. This number figured out during Joint assessment in Kunduz. Some protection cases also referred by NRC to humanitarian actors for further support.

SCI: Will start EIE project by 1st of January 2018 both in Kunduz and . The aim of this project is providing emergency education to those IDPs who haven’t access to education either due to lack of documents or insecurity. Totally 10500 students will be benefited from this project. 1500 students will be targeted in Takhar while 9000 students will be targeted in Kunduz including all districts. DACAAR: Between May-Dec 2017 DACAAR distributed 156 Bio-send filter and the same Number of the families also assisted through BSF. Furthermore, they constructed 247 single latrine and bathrooms which covering 445 family’s needs. 9424 kits distributed during mentioned period. Also drilling of 3 wells is ongoing which will cover around 52 families water needs.

ACTED: Together with other counterparts including DACAAR and HELO-TRUST implement a project Enhancing- food security wash, and protection support for hard to reach areas with protracted IDPs in northern Afghanistan. Since 20 October-2017. The project is one year and will end on 19-October 2018. Food security part of the project leading by ACTED, WASH by DACAAR, and mine awareness program by HELO-TRUST in the aforementioned period. ACTED planned to cover Chardara, Archi, Khanabad, Imam- sahib and Qalai-zal districts through food security. In the aforementioned districts of Kunduz; DACAAR will cover 2500 households by repairing of damaged water wells and drilling of new wells where need. Similarly, also there will be distribution of hygiene kits, sanitation systems and hygiene message as well. Beside this DACAAR will technically trained 120 persons among the target group on well repairing.
