Steven J. Robinson AO Australian Ambassador to the Philippines

Mr Robinson is a senior career officer (Deputy Secretary level) in the Foreign Affairs and Trade portfolio. Over his extensive career, he has developed and expanded Australia's relationships with a broad range of countries, with a particular focus on the South East Asian region. He has served in Australia's embassies in Jakarta, Yangon and Bangkok and has held a range of senior positions in Canberra across operational and corporate areas.

In 2009, Mr Robinson was made an Officer of the Order of Australia (AO) "for service to Australia's international interests through a significant and sustained contribution".

Mr Robinson holds a Bachelor of Arts (Hons) and Diploma in Education from the University of Sydney.

Benjamin Magalong Mayor City Government of Baguio City

Mayor Benjamin Magalong served a long and distinguished career with the and the Philippine National Police for 38 years before being elected as the Mayor of Baguio City in 2019. Since his election, Mayor Magalong has been busy moving forward his 15-point agenda for the city, which includes efficient disaster management, responsible tourism, revitalizing the environment, speeding up government action, and innovating peace and order, among others. His experience as a top police investigator gave Baguio a much needed headstart during the COVID-19 pandemic when he led the formulation of an effective COVID-19 contact tracing strategy in March 2020, which is currently lauded as a best practice in the country. As a result, Mayor Magalong was appointed as the contact tracing czar to help with the Philippine government’s COVID-19 pandemic response. He specializes in Intelligence, Investigation, Operations and Training, Counter Terrorism, Crisis Negotiations, Anti- drug and Anti- money Laundering Operations and Command management, and has received numerous awards and merit medals for his various combat, law enforcement, and public service accomplishments.

Dr. Mahesh Prakash leads a group of Scientists, Engineers and Software Professionals who develop and apply a diverse range of modelling and analytics techniques for urban environmental applications with a key focus on emergency and disaster management. His scientific and technical interests are in urban flood modelling, geospatial big data analytics and the confluence between environmental research (including climate change and climate change related risk) and technology, including how an integrated approach could be applied to resolving some of the intractable challenges associated with deploying these tools for real world applications. He works closely with the Oceans and Atmospheres and Land and Water Business Units in order to achieve much needed cohesion between the deep science and technology expertise that lies within CSIRO in this exciting area of research.

Daniel Twigt is an expert in the field of flood early warning. He has over 10+ years of experience in developing flood early warning systems around the world. He has led, among others, the continued development of the national flood early warning systems of the Netherlands, and has extensive experience with urban flood forecasting and early warning in Singapore. Daniel also coordinates Deltares' research program on flood early warning, from which new and innovative tools and concepts for flood hazard and impact based early warning are developed. This includes diverse topics, such as flood forecasting on a global scale as well as the application of IoT technologies in flood early warning. He also has extensive hands-on experience with the flood forecasting and early warning process, being a flood forecaster at the Water Management Centre of the Netherlands. This hands-on experience is an inspiration and a motivation to continuously explore possibilities to increase the effectiveness of flood early warning using new technologies.

Alison Sneddon is a Disaster Risk Reduction Advisor at Practical Action where she works in the key areas of research and knowledge management. The focus of this work is on early warning systems and climate information services, with recent and current studies investigating the roles of gender, probabilistic forecasting and digital mapping in EWS. Before joining Practical Action, Alison spent two years in Pakistan where she delivered community-based development projects in flood-prone and conflict-affected areas.
