As expected, his statement brought some laughter, a lot of smiles and even a few sighs of relief from among the audience who were expecting a certain stereo- type that being a retired General, Magalong would be somewhat “all business”, “rigid” or even “humorless”. His words changed all that. In attendance were local officials headed by re-elected Rep. Mark Go and newly-elected Vice-Mayor Faustino Olowan, city councilors, department heads, police, jail and fire department personnel, city employees and other guests. A dyed-in-the-wool Baguio boy, the local chief executive appealed for unity and reminded City hall officials and workers that they “are one family” and should work together in achieving their collective vision of a greener, cleaner, safer and more progres- sive Baguio for everyone. LMB will migrate this year all land records from the manual system to the computerized Land Administration and Management System (LAMS), a computerized information system that consolidates land data and records in the country that is designed for quick and easy processing, tracking and retrieval of land information. Talabis said the agency is also working to digitize the processing of public land application, verification and approval of survey plans and access to land information in order to minimize physical presence in LMB offices nationwide. LMB also targets the full implementation of the Inspection, Verification and Approval of Surveys (IVAS) under LAMS. He mentioned that IVAS would allow clients through accredited geodetic engineers to submit e-survey returns online instead of going to LMB regional offices. Likewise, the system allows geodetic engineers to access and download survey records, including textual and scanned documents of land information subject to LAMS policy on digital land data sharing and security measures but excluding confidential records. LMB plans to provide the public online access to spatial data with plotting feature overlaid on satellite imagery or Google Earth, including adjoining lots, if available.

Ochave Ateneo de Davao University [email protected] Abstract This paper is an attempt to localize Herman and Chomsky’s analysis of the commercial media and use this concept to fit in the Philippine media climate. Through the propaganda model, they introduced the five interrelated media filters which made possible the “manufacture of consent.” By consent, Herman and Chomsky meant that the mass communication media can be a powerful tool to manufacture ideology and to influence a wider public to believe in a capitalistic propaganda. Thus, they call their theory the “propaganda model” referring to the capitalist media structure and its underlying political function. Herman and Chomsky’s analysis has been centered upon the US media, however, they also believed that the model is also true in other parts of the world as the media conglomeration is also found all around the globe. In the Philippines, media conglomeration is not an alien concept especially in the presence of a giant media outlet, such as, ABS-CBN. Magalong Bunderscored it is improper for the government to grant an extension of the validation period of un-vali- dated 211 titles in the city considering the lapse of the prescribed validation period over three decades ago. The incoming local chief executive claimed the holders of 211 titles in the city were given sufficient time by the government to have their titles validated prior to the lapse of the prescribed validation period thus it is no longer the fault of government if there are still un-validated titles in the possession of certain individuals. Magalong emphasized he will not support the proposed grant of 2-year extension for holders of un-validated 211 titles to have the same validated because it could complicate the situation in some prop- erties covered by the un-validated 211 titles located in the different parts of the city.

For the 2,000 more LSIs who are still being processed, many of whom are walk-ins who trooped to the Rizal Memorial Stadium, we will be able to send them home this week,” said DILG Secretary Eduardo M. Not only is cheating pro…t-maximizing for operators, but it can also be utility-maximizing if it provides gamblers the oppor- tunity to engage in other related activities that generate non-monetary rewards, such as practicing superstitions. This, in turn, suggests why legalizing gambling might not fully capture the gains from the illegal market - operators and gamblers both prefer cheating, but this would be harder to hide in a legalized environment. Individual power holders are “bosses”, acting in a “mafia-style” and employing “guns, goons and gold” in order to gain, uphold or enhance their power positions. Whereas the politicians at times make use of vigilantes, private armies, death squads and hired contract-killers, the state itself resorts to “state terror” to counter the leftist threat posed by the Communist New People’s Army and its various offshoots, as a sideline killing hundreds of people in extralegal executions. Local power remains “in the family”, and national power is diffused in an “anarchy of families”. All of these characterizations of Philippine politics put in quotation marks are taken out of scientific books, articles and statements of Philippine state officials and politicians. While Philippine politics certainly is much more than captured in these characterizations, this report takes them as a starting point to analyze Philippine politics as if it was crime, or as “criminalized governance” (Briscoe 2008: 4), arguing that criminal activities do not only connect to politics in an erratic and unsystematic way, but seem to be a durable and integral part of politics from the local to the national levels.

Karlo Alexei Nograles (1st District, Davao City), 2017 budget, and plans and programs of the held pre-plenary conferences with the Department of Foreign Affairs (DFA), following government agencies: Department of Justice (DOJ) and its attached agencies, Commission on Higher Education (CHED), and Housing and Urban Development Coordinating Council (HUDCC) and key shelter agencies (KSAs) to thresh out issues and concerns raised by House Members relative to the agencies’ proposed FY 2017 budget and plans and programs prior to the budget deliberations in the plenary. Department of Foreign Affairs (DFA) Committee Vice Chair Rep. Carlos “Charlie” Cojuangco (1st District, Tarlac) presided over this pre-plenary conference. Rep. Cojuangco suggested to the DFA the conduct of a passport caravan in every region in the country to accept and process the passport applications of people living in the provinces. He also mentioned that legislators may want to host the caravan in their respective districts, following the mechanics that will be set by the Department. DFA Assistant Secretary for Consular Affairs Frank Cimafranca said that the DFA already has mobile passport services in various areas in the country upon the request of concerned local government units (LGUs), but cannot accommodate all due to budgetary constraints. Nevertheless, DFA Undersecretary for Administration Linglingay Lacanlale said the Department will try its best to consider the proposal within the year.
