Mayo in 1846. He arrived in the world at a time when Ireland was undergoing the greatest social and humanitarian disaster in its modern history, the Great Famine of 1845-49. Over the five or so years it endured, about a million people died and another million emigrated. BIRTH OF A RADICAL IRISHMAN He was also born in a region where the Famine, caused by potato blight, took its greatest toll in human life and misery. Much of the land available for cultivation in Co. Mayo was poor and the average valuation of its agricultural holdings was the lowest in the country. At first the Davitts managed to survive the famine when Michael’s father, Martin, became an overseer of road construction on a famine relief scheme. Independent News & Media plc (“INM”) has been invited to address the Joint Committee on Communications, Climate Action and Environment in relation to the media merger examination of the proposed acquisition of CMNL Limited (“CMNL”), formerly Celtic Media Newspapers Limited, by INM (Independent News & Media Holdings Limited) by the Broadcasting Authority of Ireland (“BAI”). 2. The agreement for the sale and purchase of the entire issued share capital of CMNL Limited by INM was executed on 2nd September 2016. In line with the media merger requirements detailed in the Competition Acts 2002-2014, INM and CMNL jointly submitted a notification to the Competition and Consumer Protection Commission (“CCPC”) on 5th September 2016. On 10th November 2016 the CCPC determined that the transaction would not lead to a substantial lessening of competition in any market for goods or services in the State and the transaction could be put into effect subject to the provisions of 28C(1) of the Competition Acts 2002-20141. 3. On 21st November 2016, INM and CMNL jointly notified the Minister of Communications, Climate Action and Environment of the Proposed Transaction seeking approval and outlining the reasons why the Proposed Transaction would not be contrary to the public interest in protecting plurality of media in the State. On 10th January 2017, the Minister informed the parties of his decision to request the BAI to undertake a review as provided for in Section 28D(1)(c) of the Competition Acts 2002- 2014. -

A Public Service Broadcasting Fund for Independent Radio Stations A Scheme Proposed by the Independent Broadcasters of Ireland (IBI) January 2014 0 Summary: Over the past two years the Independent Broadcasters of Ireland (IBI) has campaigned for a fair and equitable system of funding for public service broadcasting (PSB) in Ireland. Our members are the main source of local and national news, sport and current affairs on radio for 70% of the population and because of the structural changes in the advertising market that have impacted on the funding of independent radio, these services are under threat. The introduction of the new Public Service Broadcasting Charge will result in additional revenue being collected for the purpose of funding PSB. In this paper, we outline a new scheme that proposes to utilise approximately half of the additional revenue collected in a new fund to support PSB on Independent stations. We propose that state owned broadcasters including RTÉ would also receive an increase in funding via the expected uplift. The Government is currently preparing amending legislation to the 2009 Broadcasting Act to allow for the introduction of the new charge. This legislation should address the issue of allocation of the fund and provide for this new scheme proposed by IBI. Introduction to the Independent Broadcasters of Ireland The Independent Broadcasters of Ireland (IBI) represents the 2 national, 4 regional, 1 multi-city and 27 local commercial radio stations throughout Ireland. The mission of the IBI is to promote a strong and vibrant radio sector which reflects the preferences and needs of the listening public. -

Broadcasting Authority of Ireland A report on market structure, dynamics and developments in Irish media Supplied in support of the BAI’s consultation on its Broadcasting Services Strategy December 2017 Mediatique Limited 65 Chandos Place London WC2N 4HG United Kingdom www.mediatique.co.uk BAI – Market structure, dynamics and developments Executive summary Introduction ° The Broadcasting Authority of Ireland (‘BAI’) is the regulator of the Irish broadcasting market. ° Among other statutory duties under the Broadcasting Act (2009), the BAI is required to prepare a Broadcasting Services Strategy (‘BSS’) covering the provision of broadcasting services in Ireland. The BAI's current BSS was agreed in 2011. The new BSS will reflect the current Strategy Statement in force (2017-19) covering the BAI’s key objectives around plurality, diversity, support for indigenous content and promotion of content in the Irish language. ° Mediatique was commissioned to provide a detailed overview of current and future developments in the Irish broadcasting landscape, and to consider the likely trajectory over the next five years. This work is aimed at informing the new BSS and, in particular, helping the BAI define its approach to regulation in the light of market dynamics over time. ° Our brief included consideration of consumer behaviour, platform and distribution developments, changes in technology and evolving business models associated with broadcasting. ° We were asked specifically to analyse the sustainability of revenues that underpin expenditure on audio and visual content, particularly Irish content, and to consider whether the current regulatory framework needs to evolve in line with market dynamics. ° Within our wider work, the BAI has asked for analysis on two specific topics – prospects for the launch of commercial digital terrestrial multiplexes carrying TV channels to supplement those already available on Saorview; and whether the BAI, working with industry and Government, should seek to promote digital audio broadcasting (‘DAB’).
