ARGE ALP-Newsletter 4-2008-RZ ARGE ALP Der Newsletter der Arbeitsgemeinschaft Alpenländer La Newsletter della Comunità di Lavoro delle Regioni Alpine No. 4 – 2008 Die Europäische JuniorAkademie Il progetto europeo «JuniorAkademie» s war für Bayern als Vorsitzland 2007/2008 eine Freude, das interessante Projekt E der JuniorAkademie der Fraunhofer-Gesellschaft in die ARGE ALP einzubringen. Die Alpen sind ja nicht nur ein sensibles ökologisches Gebiet, sondern auch ein Wirtschafts- und Wissenschaftsraum ersten Ranges. In der JuniorAkademie treffen sich aufgeweckte und interessierte Schülerinnen und Schüler und bekommen die einmalige Gelegenheit, unter akademischer Leitung auf hohem Niveau sehr frühzeitig sich an Themen gemeinsamer Geschichte und Zukunft heranzuwagen. Dabei lernen sie auch noch gleichgesinnte aus dem Alpenraum kennen und können sich so schon sehr früh grenzüberschreitend orientieren. Lindau hat sich dabei als ein idealer Ort erwiesen – Spezial: De-Gaspari-Preis an mit dem Höhepunkt des Treffens der Nobelpreisträger. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment.     Editorial Taking over the mantle of President from Madame Veil is an immense honour for me. Both in all that that she has achieved in the last six years, and her charisma and personality, Simone Veil has left her mark on both conscience and memory and has made certain that noone can forget the unique and extreme character of the Shoah. In 2005, during the official ceremonies to mark the 60th anniversary of the liberation of Auschwitz, it was she who, in the name of all Jews who were deported, invited leaders to join in the struggle against hatred, antisemitism, racism and intolerance. Her voice found an echo all over the world. In 2007 it is thanks to her initiative that France has made a further step on the path of memory: finally the actions of the “Justes” have been recognised by the Republic and study of their deeds is now part of the school curriculum. The Pantheon still echoes with the words of former President Jacques Chirac, speaking out against hate speech and acts of antisemitism and racism which dishonour the glory of today’s France as they did in the past. The values that Simone Veil incarnated in an exemplary way, I will do everything I can to defend and perpetuate. The activities set in motion by Simone Veil, I pledge to continue. Using the significant means which we have at our disposal the pri- mary aim of the Foundation is to continue to help to improve the lives of Shoah survivors whose means are otherwise limited and for whom social institutions can provide help.

It is one of the great miracles of the 20th century that the West European war parties did draw a line and founded an economic alliance for coal and steel production. This economical alliance is based on common values and on the rule of law. A main problem of the European Union is to give a democratic legitimation to the European institutions. It is good that e.g. the European Parliament is elected directly, it is bad that e.g. the President of the European Commission is not elected directly. In some Member States of the European Union common values and common interests are only partim shared. The people of Great Britain did decide in 2016 to leave the European Union; according to the legal constitution of the European Union a leave is allowed. The main achievement of the European Union is the abolition of inter-European taxes and thus the promotion of economical relationships between the Member States of the European Union. The Euro that is the currency of (only) some Member States has become a global player.     Picturing Politics: Female Political Leaders in France and Norway Anne Krogstad and Aagoth E. Storvik Accepted for publication in Historical Reflections/Reflexions Historiques. Abstract This article explores images of high-level female politicians in France and Norway from 1980 to 2010, examining the ways in which they present themselves to the media and their subsequent reception by journalists. What changes have emerged in the images and receptions of female politicians in the two countries? Women in French politics have experienced difficulties living up to a masculine heroic leadership ideal historically marked by drama, conquest, and seductiveness. In contrast, Norwegian female politicians have challenged the traditional leadership ethos of conspicuous modesty and low-key presentation. We argue that images of French and Norwegian politicians in the media are not only national constructions; they are also gendered. This implies that such images are not equally suitable or effective for men and women, a critical dimension that is not fully captured in the initial theory about cultural and national repertoires. Seven images of women in politics are discussed: 1) Men in skirts and ladies of stone, 2) seductresses, 3) different types of mothers, 4) heroines of the past, 5) women in red, 6) glamorous women, and 7) women using ironic femininity. The last three images—color, glamour and irony—are identified as new strategies that female politicians use to accentuate their positions of power with signs of female sensuality. It is thus possible for female politicians to show signs of feminine sensuality and still avoid negative gender stereotyping. 1 For most men, most of the time, politics is a series of pictures in the mind, placed there by television news, newspapers, magazines and discussion.
