Kitzhaber, MD, Governor Salem, OR 97301-3950 (503) 378-4367 FAX (503) 585-8059 To: John Borden, Legislative Fiscal Office From: MaryKay Dahlgreen, State Librarian Re: Responses to questions asked at March 14, 2013 General Government Subcommittee of the Joint Ways and Means Committee Public Hearing Date: March 15, 2013 FEDERAL MAINTENACE OF EFFORT (will provide current figures on Monday) • Maintenance of Effort (MOE) consists of state dollars expended by the state library (State Library Administrative Agency (SLAA) for federal purposes) for library programs that are consistent with the purposes of the Library Services and Technology Act (improving library services, access to library services, resource sharing, literacy, librarian workforce skills, knowledge preservation, information infrastructure) • In order to receive full IMLS funding a state must meet the MOE requirements • The amount otherwise payable to a state for a fiscal year pursuant to an allotment…shall be reduced if the level of state expenditures…for the previous fiscal year is less than the average of the total of such expenditures for the 3 fiscal years preceeding that previous fiscal year. FEDERAL MATCH • Match consists of non-federal, state or local payments covering activities in the State Library LSTA Five Year Plan. This has not been an issue for us because we can use a variety of fund sources as match. • IMLS shall pay to each state library administrative agency the federal share of the cost of the activities described in the State plan. The federal share shall be 66 percent, the non-federal share shall be provided from non-federal, state or local sources. OUTCOME EVALUATION The Institute of Museum and Library Services, the federal agency that administers the Library Services and Technology Act, is requiring state libraries to use outcome evaluation on the projects we fund with federal LSTA dollars. The State Library will be providing training to State Library staff this summer on outcome based planning and evaluation. The State Library will also offer this training to library staff in Oregon as we 1 will be moving rapidly to requiring outcome evaluation for both our federally funded programs and Ready to Read grants. COORDINATION WITH DEPARTMENT OF EDUCATION AND OTHER APPROPRIATE AGENCIES ON THE OREGON SCHOOL LIBRARY INFORMATON SYSTEM (OSLIS) In the early years of OSLIS we had agreements with the Department of Education to pay a portion of the cost to provide the service to K-12 students. After several years ODE decided not to continue to support OSLIS financially. The School Library Consultant at OSL has a working relationship with a number of staff at ODE and they do some information sharing with school districts. We will be approaching ODE to discuss resuming their financial assistance with OSLIS. TALKING BOOK AND BRAILLE SERVICES COST PER PATRON $124.74 per patron in FY 2012 PROCESS FOR ASSURING APPROPRIATE USE OF DOCUMENT DELIVERY AND INTERLIBRARY LOAN MATERIALS 1. State agency staff must log in securely to directly access reference and research materials purchased by the State Library. 2. State agency staff are required to agree to the Requesting/Borrowing Agreement each time they request an item. 3. Staff review requests for materials and if they have a question about the appropriateness of the materials they contact the requestor and clarify. 4. If the requestor does not justify as work related and continue to request the item OSL staff contacts the requestor’s manager and requests justification. 5. If it cannot be resolved at this level the Government Research Services manager is brought into the process to speak with the requestor’s manager. 6. If necessary the State Librarian will be consulted and make the final determination. * Most inappropriate requests are cancelled after the first contact from OSL. DOCUMENT DELIVERY/INTERLIBRARY LOAN – ATTACHMENT #1 BOOKS 24 X 7 ELECTRONIC BOOKS – ATTACHMENT #2 REDUCTION OF FACILITY COSTS • We have vacated bookshelf space and DAS is renting it to Willamette University Library. • In June Talking Book and Braille Services is moving into smaller space to save money. They are able to do this because the move to digital talking books has reduced the need for shelf space and machine repair space. Library Development will move into a portion of the space being vacated which will leave an area that could be rented to another agency. • We are in the process of weeding outdated items our of the collection which will leave more book shelf space available. 2 • Bookshelving areas (stack space) are essential to the structure of the building and it would be very expensive to convert to other uses. Options for vacated stacks need to be explored. • Anticipate additional consolidation and relocating of staff during reorganization. ADVISORY COUNCILS TO THE BOARD OF TRUSTEES – ATTACHMENT #3 ENCOURAGE AND SUPPORT HERITAGE ORGANIZATIONS TO OBTAIN FEDERAL GRANTS – ATTACHMENT #4 3 ATTACHMENT #3 State Library Board of Trustees The State Library has been governed by an independent Board of Trustees. The present board consists of seven citizens from throughout the state who are appointed by the governor to serve four-year terms. The Board also oversees the three Advisory Councils: Government Research Services Advisory Council, Library Services and Technology Act Advisory Council and the Talking Book and Braille Services Advisory Council. The Council provides insight, consultation, and advice on strategies for better serving the information and research needs of Oregon state government agencies. The Council also serves as an advocate for the promotion and further development of library services for all blind and physically disabled individuals.
