Social distancing has relaxed somewhat, in places, making our lives a little easier, but I really look forward to the vaccine and a return to “normal” with no face masks, (I hate them so much!)

Looking at Talaton Talk Facebook page I saw Grahams Broadband speed review at his place, where all seems good and fast. Here we are not so lucky and have at best about half of that speed with Voneus. What progress with the FTP fibre situation, the cable itself is on a pole at Newtown??

Chris Harwoods walks have entertained and exercised us (well some of us) for many years and our thanks go to him, but he says this may be the last one in print in The Calendar. Many thanks Chris for all your hard walking and entertaining pieces. Hope we might see the odd new walk on occasions?

The Parish Hall is replacing the troublesome boiler in September while closed. A & S Kingdon are doing the work. It has been sometime organising this and in the process we wil be refurbishing the boiler room and raising the floor to eliminate the step down. As we all know, the Hall is closed presently and reopening will only be done in consultation with our hirers and when it is practical.

We welcome back the library service advertised herein, so please use it in line with their requirements.

You wil see the Cat Protection League have plainserted a page, and the tabby seen in the picture has a new home here in the village. Having been without a cat for nearly 4 years, he is here with us, and he is very happy!

DIY in these times continues here as I am sure it has elsewhere. Houses and gardens are benefitting greatly across the country.

The Village Shop continues to be well stocked through the hard work of Trish and her volunteers. A huge thank as always you to all.

While our church is opened daily for quiet contemplation and prayer and for those who just wish to enjoy its peace and is kept sanitised every night for our safety, thanks to Tom Samson; since the beginning of July there has been a Sunday service in one of the four mission community churches. St. Mary’s, Whimple started this new regime. Those who wished to attend let the churchward- ens know, so that safe distancing could be arranged. Members of the congregation were greeted at the door and offered hand sani- tiser before entering the church and being ushered to a safe seat. It was wonderful to be back and actually hear Marc’s sermon in real time. No singing allowed, so no hymns. At the end of the service we were carefully ushered out. Our safety was not compromised at all. It is understandable that many in our congregation may feel it is too risky to attend a service in person, so the extra good news is that Rev. Marc is continuing his services on Youtube - From the Curate’s Study and/or The Curate’s House and his short talks enti- tled Wondering Wednesdays mid week, and for children, Kid’s Club.

If you do not have access to a computer :- Every Thursday 9am join the Morning Prayer Service based on Celtic Daily Prayer (Northumbrian Community) and Daily Prayer (Church of England) via a telephone conference call.

The long pattern of sunny weather we enjoyed in May continued into June until the 3rd when 2ms of rain fell which was the first drops of rain in Talaton for 29 days! After that there was a wet spell from 10th to 13th and again on the 18th when a terrific down pour dropped 48ms or nearly 2 inches in 24 hours. Then it was very hot and sunny till 26th when it became cloudier and more showery.

The provisional UK mean temperature was 1:C above the average; rainfall was 144% of the average but was wetter in Devon and Cornwall. Sunshine was 97% of average. A maximum temperature of 33.4C was recorded at Heathrow on the 25th, a minimum was recorded at Tulloch Bridge in lnverness-shire of - 1.9(!!) and on the 8th 212.8ms or 8.48 inches of rain fell in 24 hours at Honister Pass in Cumbria!

Here in Talaton there were 18 days in the month with no rain and the total rain fall for the month was 4 inches. This brings our total for the year to 16.94 inches.

Walk For the Month August 2020 Budleigh to and Back – via the Hibernaculum. This is the Last One – Why not make it your First ? Yes, I think the monthly walks have run their course, bit like an old river that meanders along. Hopefully some of you will have tried some of the walks and experienced a bit of nature live rather than virtually. I really have appreciated the feedback from those of you who I know enjoy the walks. About fifty of the walks are available in the couple of books available in the shop, as are the local Ottery Walks. So, Enjoy your Walking ! Chris Harwood. Map OS Explorer 115 – Exmouth & Sidmouth. 1:25000. About 7 miles but easy going and fantastic scenery. An incredible green lane – Colliver Lane, sea views, river views – just about everything for which you could wish. ______Page 11

Start in the main car park in Budleigh Salterton, close to the beach at the mouth of the river Otter. (Pay the meter – they show no mercy here!) Follow the path out of the car park, beside the cricket ground and along the Otter Estuary. Tidal here, with wonderful wildlife, excellent information boards and even a hide but later becoming river in its own right and flowing to the sea. At the road bridge, ( You could park here free of charge and miss the first bit of the walk if you are so inclined !) right for a few yards and then right again at the gateway to South Farm Court and Pynes Farm Shop on to the footpath signposted.

Gently up hill, following the estuary on its other side back toward the sea. Look for another hide in the trees to the right – well hidden this time. Some useful boarding over damp areas. Wonderful views back over Budleigh, the coast and the estuary mouth. Onwards and just before the path veers left up to the cliff top look for the old Hibernaculum! It was an old wartime pill box but now strictly the domain of bats. A notice, once on the wall, now lies looking forlorn in the grass by the box.

Now follow the cliff top path with its gentle ups and downs – well, fairly gentle- and after some distance pass through a gate and on to see the old wartime Brandy Head gunnery observation post. This has been tidied up and the information boards are a mine of – yes- information! A good spot for a rest and picnic. Drop downhill and then back up looking out for the Permissive Footpath sign (a wooden one) to Otterton and the River Otter pointing to the left. Ignore it and carry on for about 8oo yards, through a wooden kissing gate and follow the signposted route to Otterton, moving left up the field, not forgetting to take in the great views of Ladram Bay and its sandstone rocks. With the hedge on your left move up to a wooden gate. Take the short track to a lane; move left and on to a T – junction at Stantaway Farm (Close to Otterton FC ground). Sharp left for about 100 paces down the road and look for a narrow, signposted unmetalled road off to the right. Not named on the post but this is Lea Lane and meant for the walker. Feels like lots of history here and on a warm day it offers flowers, ferns, birds, and butterflies - everything you could wish for. Stay on the track, bending here and there but at the marker post bear left to reach the road.

Here, left downhill to Colliver Cross (Signposted but not named) and now – magic- move right into Colliver Lane, the most beautiful tunnelled bridle path, again with loads of history. Down to a gate, right through another and move left around the field. The track following the field edge moves uphill and out on to a lane by two large brick pillars. Left and then quickly right down old steps, over the river bridge and then decisions!! Left back to the Start or – better by far – right along the riverbank to Otterton Mill. (You could ignore crossing the bridge and carry on right along the lane rather than down the steps, and into Otterton.) Here you could obtain light (or heavy!) refreshment at the Otterton Mill. Suitably refreshed, over the road bridge and left to meander back beside the river to the start of the walk. Depending on the season there will be a variety of wildlife to enjoy – mullet floating near the surface, waders, and divers and if you are very quick-sighted the flash of red and blue as the kingfisher patrols the water. ______Page 12 Advertisements

OTTER VALE ART SOCIETY

We have been busy during lockdown. Members have enjoyed on-line demonstrations by Phil Creek, our President, Hannah Twine and Chris Forsey. In addition members have been able to exhibit their work on-line through competitions held in May and June. This has resulted in some sales. Something we are looking forward to is our annual exhibition. This year it will be on-line live for the whole of August 1st to 31st. ______Page 21 Talaton Parish Council Report The following are major items from the minutes but a full copy of the minutes may be viewed on both Parish Noticeboards and on the Parish Web site www.talatonparishcouncil.co.uk There was a misprint in the April edition, it should have read Meeting was held on the 4th March not February.

A Remote Meeting of the Parish Council was held on Wednesday 17th June 2020

To consider Planning Application 20/0965/FUL-Royston Farm- use of land for D1 purposes creating a therapeutic educational facility including associated works, with (temporary 4yr) use of ground floor of dwelling and immediate curtilage in association with such D1 use – The applicant had said that objec- tions submitted by a member of the public regarding traffic, the state of the driveway, visibility splay and access were all remediable. Following a site visit and consideration a vote was taken to support the application, proposed by Cllr Hawkins, seconded by Cllr Samson all in favour. The following comment to be sent to EDDC - The Parish Council fully support the application. The facility will bring a much-needed asset to the area. There will be less traffic entering the property than previously as 1 vehicle will be used to transport the students and 2 members of staff will car share. Reduction in traffic will also be reduced as the facility will only be used 5 days a week during school term times.

Parish Maintenance: Items requiring attention including updates – Cllrs Haw- kins and Peters had a very constructive meeting with the Highways Officer dur- ing which they were asked to prioritise roads for repair. It became apparent that all the roads discussed needed to be done. The Lane from Newbarn to Larkbeare has been put at the top of the list and the Cllrs have also prioritised the Escot corner. Changes to the funding structure have been made and all the issues will be addressed however not every road will be done this year, some may have to wait to the following year. The Chair- man thanked Cllrs Hawkins and Peters for giving up their time to attend the meeting. Matters to be reported: Pothole before Rydon Farm; Road breaking up on the Talaton side at Bittery Cross; Potholes Rosemary Lane

Matters of urgency- Pig slurry is again being deposited in the field up from the railway bridge towards Half Moon Farm. The fluid from this runs across the road and down into the River Tale. It was agreed that rather than report it to Environmental Health, Cllr Peters would speak to the landowner first to ask him to rectify the situation and if there was no success report it to the relevant authority. ______Page 22 Talaton Parish Council Report Cont’d

A Remote Meeting of the Parish Council was held on Wednesday 1st July 2020

To consider Planning Application 20/1230/AGR - Lower Westcott Farm Talaton Roof over two existing yard areas to use for agricultural storage – following a site visit and consideration the Council voted unanimously to support the appli- cation.

To consider Planning Application 20/1203/FUL - Blackdown View Lees Meadow Erection of raised decking, steps and balustrade adjacent to rear of house. Cllr Peters declared an interest so did not participate- following a site visit and con- sideration the Council voted unanimously to support the application. The fol- lowing comment to be submitted- The PC support the application. The pro- posed structure does not invade anyone’s privacy and with the hedges now grown it is not visible from the road.

Planning matters – it had been noticed that work had been started on a proper- ty, the owner was approached by a member of the PC who advised them that planning permission was required. Work was stopped and they are now seeking the relevant permission. In another matter following a report of an outbuilding being constructed, the Clerk is to clarify ownership of the property and report back.

Items for information only or discussion on the next agenda-Defibrillator- checks completed; Asset check to be carried out by Cllr Samson and Peters; update on pig dung - Cllr Peters had spoken to the farmer and asked him to re- move the dung from where it was stored within the next few days or the matter would be reported. The farmer informed Cllr Peters that he has put a planning application in for a slurry store. The Clerk had contacted Environmental Health and the Environment Agency on the 24th and informed them of what was hap- pening. It was arranged that if the dung was not moved by the 26th or if there was run off, she would contact them again. By Friday 26th most of the dung had been removed with some 3 or 4 trailer loads left. During the discussion Cllrs Samson and Harris wanted the matter reported again to E.A as it is in a Nitrate Vulnerable Zone and it is not the first time this has happened. Cllr Peters of- fered to speak to the farmer to ask him to remove the rest of the dung. A vote was taken as to whether the matter should be reported to the E.A or the farmer asked to remove it. There were 4 votes for reporting it, 2 abstentions and 1 against. The Clerk to ______Page 23 Talaton Parish Council Report Cont’d contact the E.A to report the matter and raise concerns about potential land contamination. During the discussion it was noted that the copy of the letter from the EA had only been sent to Cllrs Samson and Harris. As they had only sent their con- cerns to The Chairman and the Clerk, only they were included in the replies. In future all internal correspondence will be sent to all councillors.

Items of Correspondence: a. Email from resident re possible footpath from The Inn to The Hall – Clerk had contacted DCC Highways and no funding available. This matter to be put on the agenda for the next meeting. b. Email re proposed slurry lagoon – email detailing concerns over the applica- tion received by the Chairman and distributed to all Councillors prior to the site visit

To consider Planning Application 20/1210/FUL – Lashbrook Farm, Talaton – Concrete lined slurry lagoon- following a site visit and after consideration a vote was taken on the application which resulted in 5 votes against, 1 absten- tion and 1 in favour. The PC will submit an objection to the Planning Application. Proposed by Cllr Gray, seconded by Cllr Samson. The following comments to be submitted to EDDC The PC cannot support this application because of inaccuracies in the application form. The applicant has answered “No” to trees or hedging on the site, when there is in fact, both. Two oak trees are showing visible signs of poor health, raising concerns about potential contamination of the land which has been used for storage of solid pig waste for some considerable time. The applicant has answered “No” to the question of potential contamination. Whilst the Cllrs applaud the principle of wishing to improve the storage of waste in line with EA guidelines and planning regulations there are questions about the suitability of the proposed site for the slurry lagoon because there are two residential properties within 300m. Concerns have been raised by neighbouring residents about the transportation of the concrete if the proposal goes ahead, given the narrow lanes that access the site. ______Page 24

Cats are ready to come out of lockdown…

Cats Protection’s Honiton Branch is looking forward to being able to rehome cats again as lockdown eases, with the first ones ready to go from the beginning of July.

Co-ordinator of Cats Protection’s Honiton Branch Bob Carter said, “There are two beautiful girls who we will be so pleased to find the best home for as soon we can. Mother and daughter Priya and Purdee have been with us throughout the lockdown period, due to the rehoming restrictions and are really ready to get out in the garden (with suitable sunblock). We hope there is someone just ready to enjoy coming out of lockdown with a beautiful pair of cats.

“Of course, our homing procedures will be slightly different due to continued restrictions on entering homes but we will be able to chat by phone and vid- eo link and introduce potential owners to the cats that way too.

“An emergency case arrived with us in the shape of handsome young King, who was left in a box at the vets. He’s a lovely boy, who looks like he’s keen to go out hunting. Unfortunately, we have no back- ground information due to how he arrived but he has now been rehomed in Talaton enjoying life, although he seems relaxed about dogs.

“We can’t wait to get back to re-homing and helping the cats and kittens in our area and although we can still only take in emergencies it is hoped this will change in the near future. We really look forward to hearing from you, whether you would like to offer a good home to a cat or two or volunteer to help us with this rewarding task.”
