Ex- Shek O Quarry 26.7.2010 PlanD/HyD/MTR Corporation/LandsD (19.11.2017) The ex-Shek O Quarry site falls within an area zoned “Undetermined” on the Tai Tam and Shek O Outline Zoning Plan (OZP). The “Undermined” zoning, under which all proposed developments would require planning permission from the Town Planning Board, will ensure that any interim development will not jeopardise the future planning and development of the site. In 1994, the then Civil Engineering Department commenced the Shek O Quarry rehabilitation works, including tree planting trials and artificial nesting sites, and the concept of developing the rehabilitated quarry into a water sports centre was considered. The rehabilitation works was completed in 2012, and the site has been used as a casting basin of immersed tube tunnel units for the Shatin to Central Link project since end 2014. Upon completion of the immersed tube project as well as the demolition, removal and reinstatement works of the site by the MTR Corporation Limited (MTRC), the concerned land is expected to be handed over to the Lands Department or before upon the expiry of the Temporary Government Land Allocation (i.e. 31.12.2019). PlanD will review the zoning of the subject site and consult the District Council on the proposal. 2 2. Request to Improve the Drainage System of the Villages in Southern District 16.5.2011 (I) On Pokfulam Village (13.3.2018) DSD is now refining the project design. 3. Long-term Uses of the Site of Former Aberdeen Fire Station (AFS) 26.3.2012 Home Affairs Bureau (3.1.2018) The funding application on the project on “Development of Arts Space and a permanent office of the Hong Kong Arts Development Council at ex-Aberdeen Fire Station site (the site)” (the project) was approved by the Finance Committee of the Legislative Council on 22.4.2016. The approved project estimate of the project is $348.6 million in money-of-the-day (MOD) prices. Facilities to be provided include arts studios for renting to visual artists and media artists at affordable rates, an exhibition gallery and an arts information centre. The site will also accommodate a permanent office for the Hong Kong Arts Development Council (HKADC). The site has been included in the quarterly land sale programme for July – September 2016. The Lands Department announced in October 2016 that the tender for the site (Aberdeen Inland Lot No. 462 at Yip Kan Street and Wong Chuk Hang Road, Wong Chuk Hang, Hong Kong) was awarded to the Grand Apex Limited (parent company: Sino Land Company Limited and Empire Group Holdings Limited), on a 50-year land grant at a premium of $2,528 million. It is expected that the construction works can be completed in 2022. Details of the project are available in the Finance Committee documents. http://www.legco.gov.hk/yr15-16/english/fc/pwsc/papers/p15-54e.pdf The Home Affairs Bureau noted that District Development and Housing Committee (DDHC) would like to have more details on the progress of the works project. As the project was at its initial preparatory stage, more information would be provided to DDHC when available. 3 4. Planning Application for the “Comprehensive Development Area” Site in Wong Chuk Hang 26.11.2012 A motion was passed at the Southern District Council (SDC)’s meeting on 22.9.2016 that “This Council strongly urges (13.3.2017) MTRC to ensure that the South Island Line (East) should be ready for commissioning as scheduled at the end of 2016, and that shopping malls, performance venues, community welfare facilities, public open space and improvement of the Public Traffic Interchange will be built simultaneously when building the first phase of the residential properties on the site of the previous Wong Chuk Hang Estate.” DDHC on 23.1.2017 requested the construction of a footbridge connecting the Wong Chuk Hang Comprehensive Development Area and the provision of connection point for the potential footbridge should allow flexibility in meeting the actual community needs in future. 4 Annex 2 District Development and Housing Committee, Southern District Council Progress Report on Planning Works in Southern District (As at 28.2.2019) I. The background on the SIL (East), SIL (West) and Route 4 is set out at Annex. JUSTIFICATIONS Transport and Economic Justifications Traffic Congestion along Aberdeen Tunnel 3. The residential and commercial nodes in the Southern District mainly stretch along two clusters with one on the west, namely the Cyberport, Pok Fu Lam, Wah Fu Estate and Aberdeen, and another lying to the east, namely South Horizons, Lei Tung Estate, Wong Chuk Hang and the Ocean Park. In going to the city areas, the former cluster relies more on Pokfulam Road and Victoria Road, and the latter on the Aberdeen Tunnel. The Southern District is the only remaining district Page 1 in Hong Kong with no rail service. 4. At present, traffic piles back from the Cross Harbour Tunnel and Causeway Bay daily in the peak hours and in turn causes congestion in the Aberdeen Tunnel.

  • 2. Project Description
    Consultancy Agreement No. NEX/2301 South Island Line (East) Environmental Impact Assessment 2. Project Description 2.1 Project Background The South Island Line (SIL) was originally proposed as part of the Second Railway Development Study (RDS-2) completed in May 2000 as an extension to the existing railway network to serve the Southern District of Hong Kong. In June 2002, MTRCL submitted a preliminary proposal for a medium-capacity SIL, which involved a monorail system looping from University Station of the planned West Island Line (WIL) to the southern part of Hong Kong Island and back to Wanchai Station of the existing Island Line (ISL). The study identified that SIL would not be commercially viable without Government’s funding support. Subsequently, MTRCL further developed the proposed SIL as part of a Feasibility Study (FS) entitled “West Island Line and South Island Line Feasibility Study” which was completed in March 2004. After an evaluation of various alternative options, the FS recommended the implementation of the proposed SIL(E) from South Horizons to Admiralty, via intermediate stations at Lei Tung, Wong Chuk Hang and Ocean Park, for serving the Southern District and provision of a necessary depot at Wong Chuk Hang to support the operation of SIL, amongst other recommendations related to WIL. The FS also evaluated the feasibility of providing additional intermediate stations at Happy Valley and Wanchai. In February 2005, MTRCL submitted a project proposal to the Government for phased implementation of the SIL and WIL. In December 2007, the Executive Council gave the green light for MTRCL to proceed with preliminary planning and design of the SIL(E), which will be a medium capacity railway line running from Admiralty to South Horizons, with three intermediate stations at Ocean Park, Wong Chuk Hang and Lei Tung.

    Historic Building Appraisal 1 Tsang Tai Uk Sha Tin, N.T. Tsang Tai Uk (曾大屋, literally the Big Mansion of the Tsang Family) is also Historical called Shan Ha Wai (山廈圍, literally, Walled Village at the Foothill). Its Interest construction was started in 1847 and completed in 1867. Measuring 45 metres by 137 metres, it was built by Tsang Koon-man (曾貫萬, 1808-1894), nicknamed Tsang Sam-li (曾三利), who was a Hakka (客家) originated from Wuhua (五華) of Guangdong (廣東) province which was famous for producing masons. He came to Hong Kong from Wuhua working as a quarryman at the age of 16 in Cha Kwo Ling (茶果嶺) and Shaukiwan (筲箕灣). He set up his quarry business in Shaukiwan having his shop called Sam Lee Quarry (三利石行). Due to the large demand for building stone when Hong Kong was developed as a city since it became a ceded territory of Britain in 1841, he made huge profit. He bought land in Sha Tin from the Tsangs and built the village. The completed village accommodated around 100 residential units for his family and descendents. It was a shelter of some 500 refugees during the Second World War and the name of Tsang Tai Uk has since been adopted. The sizable and huge fortified village is a typical Hakka three-hall-four-row Architectural (三堂四横) walled village. It is in a Qing (清) vernacular design having a Merit symmetrical layout with the main entrance, entrance hall, middle hall and main hall at the central axis. Two other entrances are to either side of the front wall.
