All comments welcomed, please contact author at [email protected] Abstract In the age of democracy, the resilience of Singapore’s hegemonic party autocracy is puzzling. The People’s Action Party (PAP) has defied the “third wave”, withstood economic crises and ruled uninterrupted for more than five decades. Will the PAP remain a deviant case and survive the passing of its founding leader, Lee Kuan Yew? Building on an emerging scholarship on electoral authoritarianism and the concept of institutionalization, this paper argues that the resilience of hegemonic party autocracy depends more on institutions than coercion, charisma or ideological commitment. Institutionalized parties in electoral autocracies have a greater chance of survival, just like those in electoral democracies. With an institutionalized leadership succession system to ensure self-renewal and elite cohesion, this paper contends that PAP will continue to rule Singapore in the post-Lee era. 2 “All parties must institutionalize to a certain extent in order to survive” Angelo Panebianco (1988, 54) Introduction In the age of democracy, the resilience of Singapore’s hegemonic party regime1 is puzzling (Haas 1999). A small island with less than 4.6 million population, Singapore is the wealthiest non-oil producing country in the world that is not a democracy.2 Despite its affluence and ideal socio- economic prerequisites for democracy, the country has been under the rule of one party, the People’s Action Party (PAP) for the last five decades.

SPEECH BY MR HENG CHEE HOW, MINISTER OF STATE FOR TRADE AND INDUSTRY DURING THE COMMITTEE OF SUPPLY DEBATE (MINISTRY OF TRADE AND INDUSTRY) ON TUESDAY, 8 MARCH 2005 ENTERPRISE DEVELOPMENT 1. I would like to thank members for their comments. Minister Lim Hng Kiang has earlier talked about the broad strategies behind enterprise development. I will now share more details. 2. Ms Penny Low asked for an update on the SME 21 plan launched in the year 2000. The vision of SME 21 was to create vibrant and resilient SMEs that will enhance Singapore’s competitiveness and economic growth. Three goals were set for the year 2010. First, we wanted to treble the number of SMEs with sales turnover exceeding $10 million from the figure of 2,000 to 6,000 by the year 2010. According to the plan, we should have 4,000 such SMEs exceeding the $10 million mark by the year 2005. I am pleased to report that we achieved that milestone in early 2004, with more than 4,200 SMEs generating turnover in excess of $10 million. 3. Second, we wanted to quadruple the number of local SMEs with e- commerce transactions from 8,000 of them to 32,000 of them by the year 2010. This target was surpassed by end March 2002 with 33,000 SMEs having done so. 4. Third, we wanted to double the productivity of the retail sector from $28,000 to $56,000 by the year 2010. In 2002, the value-added per worker in the retail sector was $30,600.

MOF COMMITTEE OF SUPPLY DEBATE 2009 COS SPEECH BY SENIOR MINISTER OF STATE FOR FINANCE, MRS LIM HWEE HUA A. INTRODUCTION A1. Mr Chairman, let me first thank the Honourable members for their comments and suggestions. Given the constraint of time, I shall endeavor to elaborate on the policy intent and address specific comments wherever possible. A2. The issues that Members have raised reflect the challenges we face in this unprecedented economic crisis and centre around three broad areas of concern: i) First, the impact of the crisis on our reserves and investment returns; ii) Second, how the Government would maintain fiscal efficiency, and measure the effectiveness of its programmes. iii) Third, suggestions on how we can enhance the competitiveness of our tax regime, and how we can leverage on it to achieve social and environment policy objectives. 1 A3. I will address each of these three areas, as well as related issues that several Members raised during the Budget Debate last week. B. Impact of Economic Crisis on Reserves and Investments: Our Fundamentals are Sound B(I) Purpose and Optimal Size of Reserves B1. Mdm Ho Geok Choo asked about the size and sufficiency of our reserves. Likewise, Mr Inderjit Singh is concerned whether we are fast depleting our reserves and whether we would be able to tap the amounts needed under the new Net Investment Returns (NIR) framework. B2. During his Budget Debate Round-up Speech, the Minister for Finance has assured the House that we have built up substantial financial reserves, with assets far in excess of our liabilities.

Chapter 2 Focus on Ageing Issues
Chapter 2 Focus on Ageing Issues 1. The issues of an ageing population are multifaceted and dynamic. Addressing the far-reaching and multi-disciplinary issues requires cooperation and coordination among various agencies. Thus far, the Government has adopted an inter-ministry approach in tackling ageing issues 1. 2. The most recent report that was published is the 1999 Report of the Inter-Ministerial Committee on the Ageing Population (IMC) which covered recommendations in six key areas – Financial Security, Employment and Employability, Housing and Land Use Policies, Health Care, Social Integration of the Elderly and, Cohesion and Conflict in an Ageing Society. Arising from the report, the Eldercare Masterplan (FY2001 – FY2005) was charted to develop a comprehensive network of community-based services. 3. The Committee on Ageing Issues (CAI) set up in December 2004 was tasked to build on the work done by previous committees. The CAI is an inter-agency forum that discusses and puts up proposals related to ageing issues. The CAI is co-chaired by Senior Minister of State for Information, Communication and the Arts, and Health, Dr Balaji Sadasivan, and Parliamentary Secretary for Community Development, Youth and Sports, and National Development, Dr Mohamad Maliki Osman, with representation from the Government, people, private, media and academic sectors. (The composition of the CAI is at Appendix A and its Terms of Reference is at Appendix B .) 1 Past inter-ministry platforms include Howe Yoon Chong’s “Committee on the Problems of the Aged”, 1982-1984; “Advisory Council on the Aged” chaired by Minister Jayakumar, 1988-1989; “National Advisory Council on the Family and the Aged” chaired by former Minister for Community Development, Mr Abdullah Tarmugi, 1989-1997; the “Inter-Ministerial Committee on Health Care for the Elderly” chaired by former Minister for Health, Mr Yeo Cheow Tong, 1997-1999 and the Inter-Ministerial Committee on the Ageing Population chaired by Minister Mah Bow Tan, 1999-2003 and Minister Lim Hng Kiang, 2003-2004.

CONTENTS | NEXT PREVIOUS | CONTENTS | NEXT 24 Jul 07 Mr Mah Bow Tan Minister for National Development Dear Minister, In November 2006 you asked me to lead a public consultation exercise to explore how we can better build HDB communities, in response to the challenges of globalisation, changing demographics and increasing expectations among Singaporeans. I launched the Forum on HDB Heartware with a team of Parliamentary colleagues to engage the public on this issue. Our vision was to build a HDB community where residents do not just own their own homes, but also share a collective ownership of the entire community. The Forum has now completed its study after several rounds of discussion with the public, and deliberation with Government agencies. We propose to enrich the character of the HDB Town, enhance the neighbourhood precinct and raise the community involvement of schools. We also feel that it is important to support the family unit within the community, engage residents more and encourage local voluntarism. The Forum is mindful that community building is essentially a ground-up process. Much will depend on the response of residents and the leadership of local institutions such as the grassroots, the schools and the voluntary welfare organisations. Besides policy measures and recommendations relating to facilities and other hardware, the Forum has kick-started a few pilot projects at the local level, and highlighted some existing ones in our Report, with the intention of catalysing similar efforts at community building in other neighbourhoods. The wide-ranging scope of our recommendations is a reflection both of the complexities of community-building and the richness of the public discussions.
