The NDP's Approach to Constitutional Issues Has Not Been Electorally

Paper prepared for the Annual Meetings of the Canadian Political Science Association, June 2004, Winnipeg The federal New Democratic Party experienced a dramatic electoral decline in the 1990s from which it has not yet recovered. Along with difficulties managing provincial economies, the NDP was wounded by Canada’s constitutional debates. The NDP has historically struggled to present a distinctive social democratic approach to Canada’s constitution. Like its forerunner, the Co-operative Commonwealth Federation (CCF), the NDP has supported a liberal, (English-Canadian) nation-building approach that fits comfortably within the mainstream of Canadian political thought. At the same time, the party has prioritized economic and social polices rather than seriously addressing issues such as the deepening of democracy or the recognition of national or regional identities. Travelling without a roadmap, the constitutional debates of the 80s and 90s proved to be a veritable minefield for the NDP. Through three rounds of mega- constitutional debate (1980-82, 1987-1990, 1991-1992), the federal party leadership supported the constitutional priorities of the federal government of the day, only to be torn by disagreements from within. This paper will argue that the NDP’s division, lack of direction and confusion over constitution issues can be traced back to longstanding weaknesses in the party’s social democratic theory and strategy. First of all, the CCF- NDP embraced rather than challenged the parameters and institutions of liberal democracy. -
Canada and the Middle East Today: Electoral Politics and Foreign Policy
CANADA AND THE MIDDLE EAST TODAY: ELECTORAL POLITICS AND FOREIGN POLICY Donald Barry Canadian Prime Minister Stephen Harper came to power in 2006 with little experience in foreign affairs but with a well developed plan to transform his minority Conservative administration into a majority government replacing the Liberals as Canada’s “natural governing party.”1 Because his party’s core of Anglo-Protestant supporters was not large enough to achieve this goal, Harper appealed to non- traditional Conservatives, including Jews, on the basis of shared social values. His efforts were matched by those of Jewish leaders and the government of Israel to win the backing of the government and its followers in the face of declining domestic support for Israel and the rise of militant Islamic fundamentalism. These factors accelerated a change in Canada’s Middle East policy that began under Prime Minister Paul Martin, from a carefully balanced stance to one that overwhelm- ingly favors Israel. Harper’s “pro-Israel politics,” Michelle Collins observes, has “won the respect—and support—of a large segment of Canada’s organized Jewish community.”2 However, it has isolated Canada from significant shifts in Middle East diplomacy and marginalized its ability to play a constructive role in the region. Harper and the Jewish Vote When he became leader of the Canadian Alliance party, which merged with the Progressive Conservatives to form the Conservative Party of Canada in 2004, Tom Flanagan says that Harper realized “The traditional Conservative base of Anglophone Protestants [was] too narrow to win modern Canadian elections.”3 In a speech to the conservative organization Civitas, in 2003, Harper argued that the only way to achieve power was to focus not on the tired wish list of economic conservatives or “neo-cons,” as they’d become known, but on what he called “theo-cons”—those social conservatives who care passionately about hot-button issues that turn on family, crime, and defense. -
Jewish Community Advocacy in Canada
JEWISH COMMUNITY ADVOCACY IN CANADA As the advocacy arm of the Jewish Federations of Canada, the Centre for Israel and Jewish Affairs is a non-partisan organization that creates and implements strategies for the purpose of improving the quality of Jewish life in Canada and abroad, increasing support for Israel, and strengthening the Canada-Israel relationship. Previously, the Jewish community in Canada had been well served for decades by two primary advocacy organizations: Canadian Jewish Congress (CJC) and Canada-Israel Committee (CIC). Supported by the organized Jewish community through Jewish Federations of Canada – UIA, these agencies responded to the needs and reflected the consensus within the Canadian Jewish Community. Beginning in 2004, the Canadian Council for Israel and Jewish Advocacy (CIJA) served as the management umbrella for CJC and CIC and, with the establishment of the University Outreach Committee (UOC), worked to address growing needs on Canadian campuses. Until 2011, each organization was governed and directed by independent Boards of Directors and professional staff. In 2011, these separate bodies were consolidated into one comprehensive and streamlined structure, the Centre for Israel and Jewish Affairs, which has been designed as the single address for all advocacy issues of concern to Canadian Jewry. The new structure provides for a robust, cohesive, and dynamic organization to represent the aspirations of Jewish Canadians across the country. As a non-partisan organization, the Centre creates and implements strategies to improve the quality of Jewish life in Canada and abroad, advance the public policy interests of the Canadian Jewish community, enhance ties with Jewish communities around the world, and strengthen the Canada-Israel relationship to the benefit of both countries. -

Besides organizing many events and activities, the CSU ensures student representation on University decision‑making bodies, both those that legislate on academic and administrative matters and those concerned with the cultural and social life of the community. There are student members of the Board of Governors, Senate, the Faculty Councils, and the Concordia Council on Student Life, which is directly concerned with all issues pertaining to student life including the provision of student services. The CSU also offers services for its members such as a Housing and Job Bank, and Advocacy and Legal Information Services. There is a CSU office on each campus. The Sir George Williams office is in Room H 711 of the Henry F. Hall Building. The Loyola office is in the CC Building, Room 426. Powers and responsibilities are divided between three bodies: the Executive, the Council of Representatives, and the Judicial Board. The Executive is headed by an elected president. The Council of Representatives consists of students elected from the undergraduate student population with seats reserved for the four Faculties and Independent students. The Judicial Board is an appointed body charged with assuring the constitutionality of any new legislation or resolution of conflicts. -

At the same time, in Canada in general and in Montreal in particular, anti-Semitism was becoming more widespread. The Canadian Jewish Congress, as a result of the growing tension in Europe and the increase in anti-Semitism at home, was reborn in 1934 and became the authoritative voice of Canadian Jewry. During World War II the Nazis embarked on a campaign that resulted in the systematic extermination of millions of Jews. This article focuses on the Montreal Jewish community, its leadership, and their response to the fate of European Jewry. The study pays particular attention to the Canadian Jewish Congress which influenced the outlook of the community and its subsequent actions. As the war progressed, loyalty to Canada and support for the war effort became the overriding issues for the community and the leadership and concern for their European brethren faded into the background. Caiserman The 1930s, with the devastating worldwide economic depression and the emergence of Nazism in Germany, set the stage for a war that would result in tens of millions of deaths and the mass extermination of Europe’s Jews. The decade marked a complete stoppage of Jewish immigration to Canada, an increase in anti-Semitism on the North American continent, and the revival of the Canadian Jewish Congress as the voice for the Canadian Jewish community. -

PREJUDICE AND DISCRIMINATION Understanding the meanings and origins of prejudice and discrimination is essential to recognize and correct discriminatory policies and practices. "All people are prejudiced." - Prejudice is an unfavorable opinion or feelings formed beforehand or without knowledge, thought, or reason. We regularly make judgments or form opinions without examining all the information. This information, whether correct and incorrect, comes to us through books, news media, television, direct communication and other sources. We may hold preconceived opinions about people or groups of people. We base our opinions on the ideas communicated by others or exposure to some members of a group. It is important to remember that individuals within a group have their own unique characteristics and abilities. For example: If you hold an opinion that women do not like to travel in their jobs and, for this reason, you do not select a woman for a job requiring travel. You have committed a discriminatory act (based on your prejudice); this is unlawful. The "categories" or "groups" protected from discrimination under the laws are: Race and Color -- any race or color. National Origin -- any national origin. Religion -- any religion. (Reasonable accommodations for employee's religious preferences may include changing tours of duty, granting annual leave, etc.) Sex -- female or male. Sexual Harassment (sex discrimination) -- is deliberate or repeated unsolicited verbal comments, gestures or physical sexual contact that are unwelcome. Age -- must be 40 years of age or older. Physical or Mental Handicap -- a disabled person is an individual who has a physical or mental impairment substantially limiting one or more major life activities, has a record of such an impairment, or is regarded as having such an impairment. -
