    Indigenous Demographics, South East LHIN Calendar Year 2016 Definitions and other methodology notes can be found at the end of this document. Disclaimer: Aboriginal information was obtained from the 2016 Census. In 2016, the long-form questionnaire was re-introduced to Canadians, including residents on Aboriginal Reserves and Settlements.1 While in 2011, when the National Household Survey was administered, there were 36 reserves or settlements that were incompletely enumerated, only 14 reserves were incompletely enumerated in 2016. Fortunately, the Tyendinaga Mohawk Territory in the South East LHIN was not affected in either year. As a measure of data quality, the census provides global non-response rates (GNR) for each geographic area. It combines household and item non-response. The GNR is also used as a main dissemination criterion associated with the quality of the census estimates. For example, the census estimates for any geographic area with a global non-response rate greater than or equal to 50% are not published in the standard products. The estimates for such areas have such a high level of error that they should not be released under most circumstances. In 2011, there were eleven municipalities in the South East LHIN that had global non-response rates greater than 50% and could not be published; however, in 2016, there were no municipalities in the South East LHIN that had rates higher than 50%. Information for all municipalities are available. Aboriginal Identity In 2016, 4.5% of the South East LHIN population reported an Aboriginal identity (i.e. being First Nations, Metis or Inuit and/or being a Registered or Treaty Indian).

    THE CORPORATION OF THE TOWNSHIP OF MADOC BY-LAW NO. 1435-2018 LAS Closed Meeting Investigator Program BEING a By Law of the Township of Madoc appointing Local Authority Services as the Investigator Pursuant to Sections 8,9 10 and 239.1 of the Municipal Act, 2001, as amended. WHEREAS effective January 1, 2008, Section 239.1 of the Municipal Act, 2001 as amended permits a person to request an investigation of whether a municipality or local board has complied with section 239 of the Municipal Act, 2001 as amended or a procedure by-law under subsection 238 (2) in respect of a meeting or part of a meeting that was closed to the public; AND WHEREAS Council deems it desirable to appoint Local Authority Services (LAS) as the Investigator to investigate all requests on behalf of the Municipality and its Local Boards; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF MADOC HEREBY ENACTS AS FOLLOWS: 1. THAT pursuant to sections 9, 10, 11 and 239.2 of the Municipal Act, 2001, as amended, (the “Act”) Council hereby appoints LAS as the independent Investigator to investigate in accordance with the legislation all requests for an investigation of the Council and Committees of the Municipality and the Local Boards and their Committees of the Municipality. For the purposes of this By-Law “committee” and “local board” shall have the meaning as defined in section 238 of the Act. 2. THAT the appointment shall be for an initial term of two years commencing on January 1, 2018 and may be renewed for subsequent terms.

Ms. Redden indicated that she was new to the position of Chair. She indicated that she wanted to address an item on the Agenda from Havelock-Belmont- Methuen and Marmora and Lake and discuss the draft 2018 budget. Ms. Redden indicated that the letter from the Townships was in regards to an appeal being filed with the Lands and Mining Commissioner. Ms. Redden provided council members with information regarding the appeal, the process and the estimated legal costs to defend the appeal. Discussion then occurred regarding the draft budget. Ms. Redden indicated that there were challenges with the budget and that it was circulated for input. Council members had an opportunity to address any concerns with the budget with Ms.

Hastings Highlands is seeking to make improvements in waste management service delivery considering the following: The amalgamation of 5 former townships (and their resources) into the Municipality Uncertainties surrounding the Waste Free Ontario Act (2016) and the transition to Extended Producer Responsibility (EPR) Diminishing capacity of the Municipality’s landfill sites Possible efficiencies for a large rural service area and a large seasonal population While waste management in the Municipality is a multi-faceted, complex issue, Cambium Inc. sought to provide recommendations based on best practices, data, and information from the Municipality (and the associated Waste Management Committee). Current Waste Management System Data collected between 2016 and 2019 by the Municipality serves as the baseline for this Study.
