Pinay, joined IIASA in February 1987 after completing his PhD at the Centre dSEmlogie des Ressources Renouvelables in Toulouse. Dr. Pinny was assigned the task of reviewing the published literature on water management issues in the Zambezi river basin, and related ecological ques- tions. At the outset, I thought that a literature review on the Zambezi river basin would be a rather slim report. I am therefore greatly impressed with this Working Paper, which includes a large number of references but more importantly, syn- thesizes the various studies and provides the scientific basis for investigating a very complex set of management issues. Dr. Pinay's review will be a basic refer- ence for further water management studies in the Zambezi river basin. -

Ndebele-Murisa PhD, Biodiversity and Conservation Biology Department, University of the Western Cape Analysis of temperature, rainfall and evaporation records over a 44-year period spanning the years 1964 to 2008 indicates changes in the climate around Lake Kariba. Mean annual temperatures have increased by approximately 1.5oC, and pan evaporation rates by about 25%, with rainfall having declined by an average of 27.1 mm since 1964 at an average rate of 6.3 mm per decade. At the same time, lake water temperatures, evaporation rates, and water loss from the lake have increased, which have adversely affected lake water levels, nutrient and thermal dynamics. The most prominent influence of the changing climate on Lake Kariba has been a reduction in the lake water levels, averaging 9.5 m over the past two decades. These are associated with increased warming, reduced rainfall and diminished water and therefore nutrient inflow into the lake. The warmer climate has increased temperatures in the upper layers of lake water, the epilimnion, by an overall average of 1.9°C between 1965 and 2009. -

(1) Customs dry ports are appointed at the places indicated in the Thirteenth Schedule for the collection of revenue, the report and clearance of goods imported or exported and matters incidental thereto and the general administration of the provisions of the Act. (2) The customs dry ports set up in terms of subsection (1) are also appointed as places where the Commissioner may establish bonded warehouses for the housing of uncleared goods. The bonded warehouses may be operated by persons authorised by the Commissioner in terms of the Act, and may store and also sell the bonded goods to the general public subject to the purchasers of the said goods paying the duty due and payable on the goods. -

Water Scenarios for the Zambezi River Basin, 2000 - 2050 Lucas Beck ∗ Thomas Bernauer ∗∗ June 1, 2010 Abstract Consumptive water use in the Zambezi river basin (ZRB), one of the largest fresh- water catchments in Africa and worldwide, is currently around 15-20% of total runoff. This suggests many development possibilities, particularly for irrigated agriculture and hydropower production. Development plans of the riparian countries indicate that con- sumptive water use might increase up to 40% of total runoff already by 2025. We have constructed a rainfall–runoff model for the ZRB that is calibrated on the best available runoff data for the basin. We then feed a wide range of water demand drivers as well as climate change predictions into the model and assess their implications for runoff at key points in the water catchment. The results show that, in the absence of effective international cooperation on water allocation issues, population and economic growth, expansion of irrigated agriculture, and water transfers, combined with climatic changes are likely to have very important transboundary impacts. In particular, such impacts involve drastically reduced runoff in the dry season and changing shares of ZRB coun- tries in runoff and water demand. These results imply that allocation rules should be set up within the next few years before serious international conflicts over sharing the Zambezi’s waters arise. Batoka Gorge Dam, Zambezi River FLOODING OUT A NATURAL WONDER he governments of Zambia and Zimbabwe are moving forward with Tplans to build the Batoka Gorge Dam, not far downstream from the magnificent Victoria Falls on the Zambezi River. Batoka is a large gorge of immense beauty, carved by the Zambezi into the strata of basalt rock over hundreds of thousands of years. The huge hydropower dam (it would be one of Africa’s tallest) would create a large reservoir that would impact a UNESCO World Heritage Site, reduce river-based tourism, and drown habitat for endangered bird species. Establishment and Functions The Zambezi River Authority (ZRA) was established as a corporate body on 1 October 1987 by parallel legislation in the Parliaments of Zambia and Zimbabwe under the Zambezi River Authority Acts No.17 and 19 respectively. It was tasked with the management of the Zambezi River, which flows between the two countries’ common border. ZRA is also mandated to maintain the Kariba Dam Complex (Kariba Complex) and to construct and maintain other dams or infrastructure on the river forming the border between the two countries. Principal Functions The functions of the Authority are set out in the schedule to the Zambezi River Authority Acts of 1987 as fo llows: (a) Operate monitor and maintain the Kariba Complex.
