White Paper on the Report of the Electoral Boundaries Review Committee THE REPORT OF THE ELECTORAL BOUNDARIES REVIEW COMMITTEE, 2015 Cmd 7 of 2015 Presented to Parliament by Command of The President of the Republic of Singapore. Ordered by Parliament to lie upon the Table: 24 July 2015 WHITE PAPER ON THE REPORT OF THE ELECTORAL BOUNDARIES REVIEW COMMITTEE * * * * * * * * * * * The Prime Minister received the Report of the Electoral Boundaries Review Committee on 21 July 2015. The Committee recommended the adoption of 29 electoral divisions, comprising 13 Single Member Constituencies and 16 Group Representation Constituencies, with a total of 89 Members of Parliament (MPs) to be returned. The recommended electoral divisions are: Single Member Constituencies (1) Bukit Batok (2) Bukit Panjang (3) Fengshan (4) Hong Kah North (5) Hougang (6) MacPherson (7) Mountbatten (8) Pioneer (9) Potong Pasir (10) Punggol East (11) Radin Mas (12) Sengkang West (13) Yuhua Group Representation Constituencies (GRCs) 4-MP GRCs (1) Chua Chu Kang (2) East Coast (3) Holland-Bukit Timah (4) Jalan Besar (5) Marsiling-Yew Tee (6) West Coast 5-MP GRCs (1) Aljunied (2) Bishan-Toa Payoh (3) Jurong (4) Marine Parade (5) Nee Soon (6) Sembawang (7) Tampines (8) Tanjong Pagar 6-MP GRCs (1) Ang Mo Kio (2) Pasir Ris-Punggol The Government has accepted the recommendations of the Committee and will implement them at the next General Election. Its Report is attached as an Appendix. The Prime Minister, Singapore Sir 1 The Electoral Boundaries Review Committee was entrusted with the following terms of reference: “To review the boundaries of the present electoral divisions, and to recommend the number and boundaries of Group Representation Constituencies and Single Member Constituencies, based on the estimated number of electors as on 1 August 2015. The Committee should take into consideration significant increases or decreases in the number of electors in the current electoral divisions as a result of population shifts and housing developments since the last boundary delineation exercise. To have smaller Group Representation Constituencies, so as to reduce the average size of Group Representation Constituencies below 5. To have at least 12 Single Member Constituencies.” 2 The estimated number of electors as on 1 August 2015 is 2,460,977. There is an increase of 110,720 electors from 2,350,257 electors recorded in the 2011 Registers of Electors. This works out to an average ratio of one Member of Parliament (MP) to about 28,300 electors based on 87 elected MPs today. 1 3 The Committee decided to work on a range of 20,000 to 37,000 electors per MP, allowing a ±30% variation as in past practice. The corresponding ranges of electors for the Single Member Constituencies (SMCs) and Group Representation Constituencies (GRCs) are: Number of Electors Type of Constituency From To SMC 20,000 37,000 3-MP GRC 60,000 111,000 4-MP GRC 80,000 148,000 5-MP GRC 100,000 185,000 6-MP GRC 120,000 222,000 The Committee used the above ranges as a working guide, mindful that a GRC with fewer MPs should not have more electors than a GRC with more MPs. 4 The Committee reviewed all the existing electoral divisions, taking into account their current configurations, population shifts and housing developments since the last boundary delineation exercise. In accordance with the Committee’s terms of reference, the Committee proposes the following 13 SMCs and 16 GRCs: (a) Single Member Constituencies Bukit Batok Bukit Panjang Fengshan Hong Kah North Hougang MacPherson Mountbatten Pioneer Potong Pasir Punggol East Radin Mas Sengkang West Yuhua 2 (b) Group Representation Constituencies (i) Six 4-MP GRCs Chua Chu Kang East Coast Holland-Bukit Timah Jalan Besar Marsiling-Yew Tee West Coast (ii) Eight 5-MP GRCs Aljunied Bishan-Toa Payoh Jurong Marine Parade Nee Soon Sembawang Tampines Tanjong Pagar (iii) Two 6-MP GRCs Ang Mo Kio Pasir Ris-Punggol The list of existing electoral divisions, and the details and map of the proposed electoral divisions are given in the Annexes. 5 With these proposed changes, the total number of MPs will increase to 89, comprising 13 from SMCs and 76 from GRCs. The average number of MPs per GRC will be 4.75. 3 Annex A ESTIMATED NUMBER OF ELECTORS AS ON 1 AUGUST 2015 (Existing Electoral Divisions) Electoral Division Number of Electors 1 Aljunied* 148,024 2 Ang Mo Kio* 181,373 3 Bishan-Toa Payoh* 122,837 4 Bukit Panjang 34,299 5 Chua Chu Kang* 166,314 6 East Coast* 122,419 7 Holland-Bukit Timah* 94,720 8 Hong Kah North 28,131 9 Hougang 24,064 10 Joo Chiat 22,760 11 Jurong* 130,362 12 Marine Parade* 151,808 13 Moulmein-Kallang* 87,988 14 Mountbatten 24,096 15 Nee Soon* 162,467 16 Pasir Ris-Punggol* 206,941 17 Pioneer 25,453 18 Potong Pasir 17,389 19 Punggol East 34,410 20 Radin Mas 28,885 21 Sembawang* 152,488 22 Sengkang West 39,597 23 Tampines* 143,426 24 Tanjong Pagar* 138,221 25 West Coast* 129,163 26 Whampoa 20,743 27 Yuhua 22,599 TOTAL : 2,460,977 * Group Representation Constituency 5 Annex B LIST OF PROPOSED SINGLE MEMBER CONSTITUENCIES AND GROUP REPRESENTATION CONSTITUENCIES A. • Recollect the Stories of World War II. Learn About Mount Faber and Sentosa's Military Encampment, Underground
\ `` A Media Release by My Community Embargoed until 7am on 9 May 2019 RECOLLECT THE STORIES OF WORLD WAR II THROUGH THE MILITARY ENCAMPMENT, UNDERGROUND COMPLEXES AND SECRET RESERVOIRS AT MOUNT FABER AND SENTOSA Singapore, 3 May 2019 – Mount Faber and Sentosa are known for their expansive tourist offerings including the cable car, beaches and integrated resorts (IRs), but do you know that the area was home to several key military encampments and underground complexes during World War II? At Mount Faber, a fort comprising a signal station, gun batteries and plotting room was constructed to coordinate Singapore’s various artillery batteries such as Buona Vista, Pasir Panjang, Labrador, Siloso, Serapong, Connaught and Silingsing in the event of an invasion. In Sentosa, the defunct Fort Serapong was equipped with 7-inch guns, 64 pounders and a command centre for close combat battles and guarding the island against amphibious attacks. Both the underground chambers and military complexes at Mount Faber and Fort Serapong would be officially opened to the public for the first time in the upcoming heritage tour, My Mount Faber & Sentosa Heritage Tour. 2 My Mount Faber & Sentosa Heritage Tour explores the secret reservoirs, underground chambers and military complexes constructed by the British to defend Singapore against pirates and military invasion. The guided tour weaves in interesting anecdotes from former residents at Mount Faber and military personnel stationed in Sentosa. The tour also provides an excellent opportunity for Singaporeans to discover the history and heritage of Mount Faber and Sentosa beyond its tourist-centric programmes. The tour is one of the nine guided tours developed and organised by civic organisation My Community and is supported by Sentosa Development Corporation and Anglo-Chinese School (International).

Email: [email protected] (Received 5 May 2017) Biographies Netina Tan is an Associate Professor of Political Science at McMaster University. Her dissertation from the University of British Columbia, “Hegemonic Party Rule in Singapore and Taiwan” received the 2011 Vincent Lemieux Prize for the best Ph.D. thesis submitted at a Canadian institution. Her work on electoral authoritarianism, gender and governance in East and Southeast Asia has appeared in Electoral Studies, International Political Science Review, Politics and Gender and Pacific Affairs and other university presses. Bernard Grofman is the Jack W. Peltason Endowed Chair of Democracy Studies at the University of California, Irvine, He studies representation and electoral systems design and is a specialist on constituency boundary drawing (redistricting). His research on this paper was supported by the Peltason Chair and by the UCI Center for the Study of Democracy. 2 Abstract Electoral authoritarian regimes usually preserve the dominance of the ruling party through electoral fraud, violence and intimidation. This paper focuses on the subtler forms of manipulation that undermine electoral integrity and democratic outcomes. Specifically, we examine how an unusual electoral rule, involving multimember districts (MMDs) elected through plurality bloc voting for party slates, exaggerate the legislative seat shares of the People’s Action Party (PAP) in Singapore. This rule, used also by other electoral authoritarian regimes, facilitates the manipulation of district magnitude and gerrymandering, especially the “stacking ” form, to produce a large disproportionality which distorts the seats-votes linkage.
