Ordered by Parliament to lie upon the Table: 24 July 2015 WHITE PAPER ON THE REPORT OF THE ELECTORAL BOUNDARIES REVIEW COMMITTEE * * * * * * * * * * * The Prime Minister received the Report of the Electoral Boundaries Review Committee on 21 July 2015. The Committee recommended the adoption of 29 electoral divisions, comprising 13 Single Member Constituencies and 16 Group Representation Constituencies, with a total of 89 Members of Parliament (MPs) to be returned. The recommended electoral divisions are: Single Member Constituencies (1) Bukit Batok (2) Bukit Panjang (3) Fengshan (4) Hong Kah North (5) Hougang (6) MacPherson (7) Mountbatten (8) Pioneer (9) Potong Pasir (10) Punggol East (11) Radin Mas (12) Sengkang West (13) Yuhua Group Representation Constituencies (GRCs) 4-MP GRCs (1) Chua Chu Kang (2) East Coast (3) Holland-Bukit Timah (4) Jalan Besar (5) Marsiling-Yew Tee (6) West Coast 5-MP GRCs (1) Aljunied (2) Bishan-Toa Payoh (3) Jurong (4) Marine Parade (5) Nee Soon (6) Sembawang (7) Tampines (8) Tanjong Pagar 6-MP GRCs (1) Ang Mo Kio (2) Pasir Ris-Punggol The Government has accepted the recommendations of the Committee and will implement them at the next General Election. Its Report is attached as an Appendix. The Prime Minister, Singapore Sir 1 The Electoral Boundaries Review Committee was entrusted with the following terms of reference: “To review the boundaries of the present electoral divisions, and to recommend the number and boundaries of Group Representation Constituencies and Single Member Constituencies, based on the estimated number of electors as on 1 August 2015. The Committee should take into consideration significant increases or decreases in the number of electors in the current electoral divisions as a result of population shifts and housing developments since the last boundary delineation exercise. To have smaller Group Representation Constituencies, so as to reduce the average size of Group Representation Constituencies below 5. To have at least 12 Single Member Constituencies.” 2 The estimated number of electors as on 1 August 2015 is 2,460,977. There is an increase of 110,720 electors from 2,350,257 electors recorded in the 2011 Registers of Electors. This works out to an average ratio of one Member of Parliament (MP) to about 28,300 electors based on 87 elected MPs today. 1 3 The Committee decided to work on a range of 20,000 to 37,000 electors per MP, allowing a ±30% variation as in past practice. The corresponding ranges of electors for the Single Member Constituencies (SMCs) and Group Representation Constituencies (GRCs) are: Number of Electors Type of Constituency From To SMC 20,000 37,000 3-MP GRC 60,000 111,000 4-MP GRC 80,000 148,000 5-MP GRC 100,000 185,000 6-MP GRC 120,000 222,000 The Committee used the above ranges as a working guide, mindful that a GRC with fewer MPs should not have more electors than a GRC with more MPs. 4 The Committee reviewed all the existing electoral divisions, taking into account their current configurations, population shifts and housing developments since the last boundary delineation exercise. In accordance with the Committee’s terms of reference, the Committee proposes the following 13 SMCs and 16 GRCs: (a) Single Member Constituencies Bukit Batok Bukit Panjang Fengshan Hong Kah North Hougang MacPherson Mountbatten Pioneer Potong Pasir Punggol East Radin Mas Sengkang West Yuhua 2 (b) Group Representation Constituencies (i) Six 4-MP GRCs Chua Chu Kang East Coast Holland-Bukit Timah Jalan Besar Marsiling-Yew Tee West Coast (ii) Eight 5-MP GRCs Aljunied Bishan-Toa Payoh Jurong Marine Parade Nee Soon Sembawang Tampines Tanjong Pagar (iii) Two 6-MP GRCs Ang Mo Kio Pasir Ris-Punggol The list of existing electoral divisions, and the details and map of the proposed electoral divisions are given in the Annexes. 5 With these proposed changes, the total number of MPs will increase to 89, comprising 13 from SMCs and 76 from GRCs.
