Quote for Stadium Wall Padding Replacement February 1, 2021 V-B Recommendation re: Quote for Stadium Wall Padding Replacement from C&H Baseball and for Appropriation and Increase in Estimated Revenues in the Joker Marchant Stadium Capital Reserve Fund Over the past 54 years the City of Lakeland and the Detroit Tigers have a working agreement/contract which consists of the City maintaining the stadium. During the most recent negotiations with the Tigers, both parties agreed to establish a shared capital expenditure reserve for the stadium. The reserve would be used only for large capital items at the stadium with both Tigers Management and City of Lakeland Management agreement over the 20-year term of the current lease. The funding for both the City and Tiger’s share of this reserve is primarily derived from naming rights agreements secured by the Tigers. The stadium wall padding (constructed of plywood, foam and vinyl) have deteriorated and require replacement. Both parties agree that the cost of replacing the stadium wall padding of $79,179 plus the wall signage of $10,000 should come from the Joker Marchant Stadium Capital Reserve Fund. Initially, three quote submittals were received for the removal and replacement of the wall padding. The companies are: 1. C&H Baseball (Lakewood Ranch, FL) for $79,179 2. Turbo Link International, INC (Clearwater, FL) for $97,300 3. Sports-Graphics (Clarion, IA) for $103,631 However, the City’s Purchasing Division determined that competitive sealed bids were required based upon the dollar amounts. Subsequently, Purchasing staff issued Bid No. 1022 for the Marchant Stadium Wall Padding Replacement project. On January 22, 2021, Purchasing received the following bid: 1. Sports-Graphics (Clarion, IA) for $97,699.50 Staff evaluated the single bid received and concluded that it was non-responsive based on the following reasons: (1) over budget, and (2) untimely, as the contractor could not start and finish the project in time for Spring Training. Due to time constraints, staff has determined that in lieu of re-bidding the project, sufficient competition was provided in the receipt of the previous quotes. It is requested that the City Commission authorize the appropriate City officials award the quote for removal and replacement of padding at Joker Marchant Stadium to C&H Baseball. It is also requested that the City Commission authorize an appropriation and increase in estimated revenue from the Unappropriated Surplus in the Joker Marchant Stadium Capital Reserve Fund of $89,179 to a contractual services account in that Fund for the replacement of stadium wall padding and wall signage at Joker Marchant Stadium. .
