PURPOSE

1. For the committee to consider the results of the consultation on the review of speed limits and make comments to the Executive.

RECOMMENDATION(S)

2. Environment and Non Executive Functions Scrutiny Committee is recommended to note the Speed Limit report and make comments on the proposals to the Executive.

BACKGROUND

3. Following an announcement by the Secretary of State for Transport on 15 December 2005, local authorities have to review the speed limits on all ‘A’ and ‘B’ roads in accordance with guidance published on 8 August 2006; DfT Circular 01/2006 – Setting Local Speed Limits. Any changes to the speed limits should be implemented by 2011.

4. An initial review was carried out and the following roads with suggested speed limits were put forward to consultation.

REPORT

5. Consultation was carried out from the end of May to 21 September 2007. This involved reports to all Area Committees, on-line public consultation with advertising through articles in LutonLine in the July and September issues, press releases and on the and Luton Motorcycle Forums website; Motorcycling Matters, stakeholders including cycle organisations, senior citizen organisations, emergency services and bus companies and all Councillors. 6. The consultation results are shown below

7. Other comments received were in relation to worries that congestion would be increased if speed limits were reduced however, congestion is caused by the fact that the road cannot accommodate the number of vehicles trying to use it and in fact reducing the speed of traffic increases capacity because of the reduced following distance.

8. People were also concerned about drivers using other roads as short cuts if their journey times are increased by reducing the speed limit. Reducing the speed limit by 10mph increases the journey times of a 5 mile journey by less than 2.5 minutes if it were travelled at a constant speed without slowing for junctions, bends, or other vehicles.

PROPOSAL/OPTION

10. Officers have reviewed the results of the consultations.

Dunstable Road 11. Since the initial review a further accident analysis has been undertaken on Dunstable Road between Chaul End Lane and Road. As a result the recommendations is to reduce the speed limit to 30mph. Additional speed restraint measures would be required such as speed camera.

12. The West Area Committee and other members of the public feel that the route to Dunstable town centre should be all one speed limit. 13. Therefore it is proposed to introduce a 30mph speed limit on the dual carriageway with additional speed restraint measures such as fixed speed camera’s.

New Bedford Road 14. It is proposed to extend the 30mph to the north of Riddy Lane roundabout as this would assist the pupils at Icknield High School and .

Gypsy Lane 15. Although contrary to the consultation responces it is still recommended to reduce Gypsy Lane to 30mph, because of the presence of a toucan crossing and recently introduced footway and national cycle route 6.

Newlands Road 16. As a result of the consultation it is proposed to change the speed limit to 50mph. The 10mph reduction in speed limit should still reduce accidents.

LEGAL IMPLICATIONS

17. There are the following legal implications to this report as agreed with David Watson in Legal Services on 5 October 2007. The proposed changes to the speed limits will require an amendment to the traffic regulation order including statutory consultation.
