Source: Data provided by the Bolivarian Republic of Venezuela Ministry of Health to PAHO/WHO1 FIRST AUTOCHTHONOUS VECTOR-BORNE CASES In epidemiological week (EW) 48 of 2015, the detection of the first autochthonous vector-borne Zika case was reported by the Bolivarian Republic of Venezuela International Health Regulations (IHR) National Focal Point (NFP). GEOGRAPHIC DISTRIBUTION Since the emergence of Zika virus, suspected cases have been detected in all of Venezuela’s 24 states In 2017, as of EW 31, the highest incidence rates were reported in Falcon (30 cases per 100,000), Sucre (28 cases per 100,000), and Amazonas (8 cases per 100,000) (Figure 2).1 In contrast, in 2016, the highest incidence rates were registered in Distrito Capital (1,481 cases per 100,000), Sucre (838 cases per 100,000 population), and Delta Amacuro (509 cases per 100,000). Background Reference: Venezuela Last Updated: January 7, 2019 Overview Venezuela’s output has fallen significantly since global crude oil prices fell from their peak in mid-2014. The production declines have been especially acute since mid-2016, with Venezuela’s crude oil output falling by 755,000 barrels per day (b/d) between June 2016 and May 2018. U.S. Energy Information Administration 1 The Venezuelan economy relies heavily on crude oil. Crude oil revenues have fallen significantly, falling to $22 billion in 2016, according to EIA’s estimates of Venezuela’s net oil export revenues. In 2011, Venezuela’s net oil export revenues were more than $73 billion (in 2016 dollars). The chronic problems in Venezuela’s oil industry that led to the steep production declines are unlikely to change any time soon. Venezuela’s economic and political instability The Venezuelan government is facing high levels of debt and hyperinflation. During the last quarter of 2017, Venezuela was late in making some bond payments, and the main rating agencies declared the country in selective default. During 2018, more than $9 billion in bond payments will come due, raising the possibility of a general default. In addition to the approximately $64 billion of debt in traded bonds, Venezuela owes $26 billion to creditors and $24 billion in commercial loans, according to Torino Capital estimates, although some estimates place Venezuelan debt at $150 billion.1 Venezuela’s economy contracted by nearly 9% in 2017, based on estimates from Oxford Economics. Although the Venezuelan government has not published any economic data in more than two years, Venezuela’s National Assembly reported in mid-March 2018 that inflation was more than 6,000% between February 2017 and February 2018. -

MONITORING PLAN FOR REESTABLISHMENT OF THE NORTHERN APLOMADO FALCON (Falco femoralis septentrionalis) IN NEW MEXICO AND ARIZONA May 2006 U. S. Fish and Wildlife Service New Mexico Ecological Services Field Office 2105 Osuna Road NE Albuquerque, New Mexico 87113 (505) 346-2525 Introduction The goal of the northern aplomado falcon (Falco femoralis septentrionalis) (falcon) reintroduction effort in New Mexico is to reestablish successfully breeding falcons in suitable habitat of the Chihuahua desert grasslands in New Mexico and Arizona in order to produce a falcon population that is not dependent on continued releases. Falcons are predicted to persist as a self-sustaining population or as subpopulations in the largest, unfragmented portions of their historic range. Details of the reintroduction effort can be found in the Final Rule and Environmental Assessment for Reestablishment of the Endangered Northern Aplomado Falcon into New Mexico and Arizona, which are available from the above address, or from the U.S. Fish and Wildlife Service (Service) Web site at http://www.fws.gov/ifw2es/NewMexico/. We will reintroduce falcons in New Mexico under section 10(j) of the Endangered Species Act (Act). Implementation of this action requires that the Service periodically review and evaluate the reintroduction program. This monitoring plan will assist the Service in our program review of restoration efforts. The plan has two purposes: 1) To assist the Service in our evaluation of the release program as described in the proposed rule and environmental assessment, and 2) to provide guidelines for continued large-scale monitoring efforts in New Mexico and Arizona. A Federal agency may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid Office of Management and Budget control number. -

VENEZUELA EXECUTIVE SUMMARY Venezuela is a multiparty constitutional republic. In 2006 voters reelected President Hugo Chavez Frias of the Fifth Republic Movement party. International observer missions deemed the elections generally free and fair but noted some irregularities. In September 2010 voters elected 165 deputies to the National Assembly. Voting on election day was generally free and fair with scattered reports of irregularities. However, domestic election observers and opposition political parties criticized both the electoral law, claiming it violated the constitutional principle of proportionality, and the government’s partisan use of state-owned media. There were instances in which elements of the security forces acted independently of civilian control. Concentration of power in the executive branch continued to increase significantly. An Enabling Law enacted by the outgoing National Assembly in December 2010 (less than three weeks before newly elected members took office) gave the president broad authority to decree laws for a period of 18 months without consultation or approval by the elected National Assembly. The law responded to the president’s request for authorities necessary to deal with the emergency created by floods in late 2010. Using this authority President Chavez decreed 26 laws, including a number of provisions restricting fundamental economic and property rights. The principal human rights abuses reported during the year included government actions to impede freedom of expression and criminalize dissent. The government harassed and intimidated privately owned television stations, other media outlets, and journalists throughout the year, using threats, fines, property seizures, targeted regulations, and criminal investigations and prosecutions. The government did not respect judicial independence or permit judges to act according to the law without fear of retaliation. -

Since the species is estimated to be undergoing rapid declines across much of the remainder of its large global range, there is not considered to be significant potential for rescue from outside the region and the final category is unchanged. The species is therefore classified as Vulnerable (D1) in both Europe and the EU27.
