Crosscutting Concepts help students explore connections across the four domains of science, including Physical Science, Life Science, Earth and Space Science, and Engineering Design. Dana DeMaster, principal evaluator RAMSEY COUNTY Executive Summary The Re-directing Users of Shelter to Housing (RUSH) is a project to move the top 100 longest users of Catholic Charities Dorothy Day/Higher Ground shelter and the top 50 longest users of the Union Gospel Mission (UGM) shelter into permanent housing. In the summer of 2016, the Saint Paul Foundation convened a group to plan and design the project. This step was taken based upon the success of Hennepin County’s Top 51 project that moved its longest shelter users into housing and the opening of Higher Ground anticipated for January 2017. The mission of Ramsey RUSH is to “engage long-term shelter users in Ramsey County in transitioning to stable housing while opening access to emergency shelters.” The goals of the project are: • Move the top shelter users into permanent housing, • Increase the number of shelter beds available to people in need of emergency housing, and • Recommend policy and systems changes that result in a more sustainable shelter system that better meets emergency shelter needs.

    Containerized Grain Supply Chain in Western Canada: Opportunities and Regulatory Barriers Dr. Barry E. Prentice Professor, Supply Chain Management I.H. Asper School of Business University of Manitoba Synopsis The containerization of grain is a growing trend internationally. Many western Canadian grain shippers would like to source-load containers on the Prairies, but most shippers are forced to trans-load at the ports after their grain arrives by other means. The problem is the Revenue Cap. This regulation creates a double disincentive that discourages the railways from moving grain in containers. In addition to the lost marketing opportunities for farmers, this regulatory barrier impedes the use of containers to serve as an elastic supply of storage and transport during demand surges. The removal of the Revenue Cap would encourage development of a contestable market based on a competitive containerized grain shipping supply chain to rival the bulk system, such that shippers could always receive the lowest cost means of reaching foreign destinations and the best customer service options. Introduction The most significant innovation in transportation during the past 50 years has been the introduction of containerization. Container shipping has grown rapidly because it reduces the cost of port handling, improves cargo security and permits the establishment of global supply chains. As the volume of world trade carried in containers has increased, ship size and port facilities have grown, creating a virtuous cycle of declining costs and expanding service. This productivity is matched on the land side by double-stacked container trains and drayage trucks that have made containerization the preferred global door-to-door logistical system domestically and internationally.

Cecil Frost, Landscape Fire Ecologist, University of North Carolina Abstract: The idea of fire rotations goes back to widespread dawning, in the 1960s, of the realization that we had to get fire back into the woods. This was a part of a ponderous midstream turnaround that began with a few small voices such as H.H. Chapman, speaking against the unresistable tide of fire suppression of the early 20th century. Movement in the new direction toward restoration of fire gained way with early publications in the Proceedings of the Tall Timbers Fire Ecology Conferences from 1960- 1966. The idea of fire rotations at its simplest was to take a natural area, say a 500,000 acre national forest, and if you had the resources to burn 5000 acres a year, start in one place, burn the next 5000 acres the next year and so on until you had reached the beginning. 500,000/5000 = 100 years to complete one rotation. This, we now can see, is a long term recipe for disaster. What we see from the most recent iterations of LANDFIRE—from Florida, through the central grasslands to the Palouse prairie of eastern Oregon and Washington—is that most of the U.S. was a non-seral landscape, naturally stabilized by frequent fire—the more frequent, the more stable. Within this fire system, recent maps show that local fire frequency at fine scales was far more complex than previously perceived.

The signatory agencies have directed the National Interagency Coordination Center (NICC) with review and oversite from the National Multi-agency Coordinating Group (NMAC) to annually revise, publish, and distribute the National Interagency Mobilization Guide by March 1, and issue errata to this document. The National Interagency Mobilization Guide establishes the standards for mobilization and demobilization of resources in response to wildland fire and all-hazard events. It is the foundational document instituting overarching processes for total mobility of resources. Suggestions for modification of the publication should be sent through your Coordination Center Manager (the NICC and the GACCs) and they will bring forward change requests that have been vetted through recognized interagency groups within their respective areas. The NICC will accept change requests from recognized interagency groups (CGAC, ACIC, etc.), NWCG Committees and sub-committees, and functional areas (NIRSC, RAWS, Contracting, etc.), as well as signatory agencies.

The evaluation was commissioned by NWO-WOTRO, the Netherlands Organisation for Scientific Research in the Netherlands and is part of the programmatic evaluation of the Co-Financing System - MFS II financed by the Dutch Government, whose overall aim is to strengthen civil society in the South as a building block for structural poverty reduction. Apart from assessing impact on MDGs, the evaluation also assesses the contribution of the Dutch Co-Funding Agencies to strengthen the capacities of their Southern Partners, as well as the contribution of these partners towards building a vibrant civil society arena. This report assesses Common Room’s contribution towards strengthening Civil Society in Indonesia and for this exercise it used the CIVICUS analytical framework. It is a follow-up of a baseline study conducted in 2012. Key questions that are being answered comprise changes in the five CIVICUS dimensions to which Common Room contributed; the nature of its contribution; the relevance of the contribution made and an identification of factors that explain Common Room’s role in civil society strengthening.

The principal mission of the Eastern Area Coordination Center is the cost effective and timely coordination of land management agency successful emergency response for wildland fire.
