Finally, and especially, I thank my husband Torben for his love and support, and my son Stefan for all the joy he brings. 4 ABSTRACT Fifty years after the Nuremberg trials, Europe is challenged once again with a question: Who is responsible for state-sponsored violations of human rights? This time, those put on trial or ostracised from power are elements of the Communist structures of control. Some observers have criticised these measures of political justice, comparing them to a ‘witch hunt,’ and accusing the courts and legislature of often engendering an unjustifiable collective guilt. In contrast, others have claimed that not enough is being done; that the people of Eastern Europe “have asked for justice, and got the rule of law.” In this thesis, the author proposes an assessment of the process of political justice taking place in post-Communist Eastern Europe. The approach taken is from the perspective of the role played in this process by the concept of collective responsibility of political organisations for violations of human rights. While concentrating on the way collective responsibility appears in the criminal law measures taken in Hungary, and in the administrative procedures of screening used in the Czech Republic, the thesis also aims to offer a comprehensive picture of the general debate on accountability for past human rights violations which takes place in post-Communist Eastern Europe. The thesis underlines the complexity of the political reality in which the expectations for accountability for state-sponsored violations of human rights are answered. It also emphasises the importance for this answer to acknowledge the nature of the Communist regime, and of its representative structure known under the name of Nomenklatura. Based on these elements, the author argues for the necessity of combining individual and collective responsibility for human rights violations. A reconstructed concept of collective agency and collective responsibility appears to be the solution to the inconsistencies otherwise manifested in a process of political justice. DOEBBLER* Targeted killings are increasingly the manner in which some of the militarily most powerful States in the world project violence around the globe. This article examines whether such actions are consistent with international law using the well-established parameters of State responsibility and the obligations found under international humanitarian and human rights law. The appraisal of targeted killings is based on principles of international law that are rarely disputed, but often ignored in the consideration of targeted killings due to reasons of political convenience. In the process of considering this central issue, the article also examines the intricate and sometimes misunderstood relationship between these two areas of law as well as the legal justifications that States have or may put forward in defense of their actions. This evaluation concludes that rarely, if ever, are States that conduct targeted killings acting with respect for international law. Moreover, these States, which often base their justifications on political interests related to the national security of their people, may even be jeopardizing the very security of their populations that they are think they are protecting.     Introduction Graham Crow and Jaimie Ellis This is a book about another book, Divisions of Labour, written by R. E. (Ray) Pahl in 1984. There are several good reasons for returning to that book. First, it con- tains themes of enduring interest. It is about ordinary people and how they get by in difficult economic and social circumstances. It shows what can be learned about people’s everyday lives when ordinary activity is investigated in an imaginative and sustained way. Second, it has been an extraordinarily influential book in British sociology and in countries and disciplines beyond. The path-breaking arguments that it contains meant that it became, and remains, a significant reference point in the sociological sub-fields of work, households, gender, class and stratifica- tion, community and social history, while also providing numerous insights into broader theoretical debates. Healthy citation rates of a book well into its second quarter century since publication are unusual and thus indicate something special. The book tells us numerous things about how a particular piece of research can come to stand out as extraordinary. Third, we have a methodological interest. We have returned to this book because of what it reveals about the craft of con- ceiving, planning, undertaking and presenting research. Ray Pahl was more frank than most social and economic investigators either then or now about research practice. The book provides an account of serious mistakes made and how these problematic situations were retrieved. It is a story of a research project, warts and all, but not only warts; the book also includes gems that help to set it apart from other research monographs.

Myanmar government is repeatedly condemned for grave breaches of international human rights law and international humanitarian law. However, mass atrocities against Rohingya Muslim minority in Rakhine State continue to these days and seriously worsened within the last month. The government fails to ensure the halt of violence and protection from abuse against ethnic minorities, particularly Rohingya religious minority. The incitement to discrimination and violence based on national, racial and religious hatred is widespread and systematic. Within the general context of anti-Muslim rhetoric, the security forces have implemented persecution policies for decades. Ethnic minorities are targeted within the so-called “Burmanization” policy and the most shocking is the case of Rohingya. For centuries the Rohingya community of approximately 1.3 million members mostly live in Rakhine State with historical roots in Myanmar dating back to ancient times. Nevertheless, the government refuses to give them the nationality and instead it uses the term “Bengali” to refer to Rohingya as foreigners. Over 100,000 ethnic minority Rohingya have taken a perilous journey to leave the country by sea; the Rohingya are fleeing horrific Apartheid-like conditions where 140,000 are confined in what many describe as "concentration camps".1 It is estimated some 350,000 Rohingya have fled Myanmar in search of protection in Bangladesh, including an estimated 74,000 who arrived in late 2016 as a result of a security crackdown in northern Rakhine State.2 According to UNHCR, in less than three weeks over 270,000 people have fled to Bangladesh, three times more than the 87,000 who fled the previous operation.

The Secretariat of the African Commission on Human and Peoples’ Rights (the Secretariat) received the Complaint from Interights (The International Centre for the Legal Protection of Human Rights) and Ashraf Ruxi (the Complainants), on behalf of George Iyanyori and seven other Victims against the Arab Republic of Egypt (Respondent State). 2. The Complainants allege that on 29 December 2005, a group of about 2,500 Sudanese nationals in Egypt were on a sit-in demonstration within the Mustafa Mahmoud Park close to the offices of the United Nations High Commissioner for Refugees (UNHCR) in Cairo. The Sudanese nationals had been on a sit-in demonstration for three months, since September 2005, in support of a series of demands from the UNHCR.1 3. The Complainants state that the number of protesters had gradually increased over the three-month period. The Complainants further state that the group consisted of asylum seekers, card carrying refugees and undocumented persons whose status in Egypt was yet to be determined. In the resolution, which was adopted by a vote of 25 in favour, six against, and 11 abstentions, the Council strongly condemned all policies and measures taken by Israel, the occupying Power, including those limiting access of Palestinians to their properties and holy sites particularly in Occupied East Jerusalem, on the basis of national origin, religion, sex, age or any other discriminatory ground. It condemned further the recent Israeli violations of human rights in Occupied East Jerusalem, particularly the confiscation of lands and properties, the demolishing of houses and private properties, the construction and expansion of settlements, the continuous construction of the separation Wall, changing the demographic and geographic character of East Jerusalem, the restrictions on the freedom of movement of the Palestinian citizens of East Jerusalem, as well as the continuous digging and excavation works in and around Al-Aqsa mosque and its vicinity.
