AFRICA REVIEW EURASIA REVIEW "Waves" of the Russia's Presidential Reforms Break About Premier's "Energy-Rocks" By Dr. Zurab Garakanidze* Story about the Russian President Dmitry Medvedev’s initiative to change the make-up of the boards of state-owned firms, especially energy companies. In late March of this year, Russian President Dmitry Medvedev demanded that high-ranking officials – namely, deputy prime ministers and cabinet-level ministers that co-ordinate state policy in the same sectors in which those companies are active – step down from their seats on the boards of state-run energy companies by July 1. He also said that October 1 would be the deadline for replacing these civil servants with independent directors. The deadline has now passed, but Medvedev‟s bid to diminish the government‟s influence in the energy sector has run into roadblocks. Most of the high-level government officials who have stepped down are being replaced not by independent managers, but by directors from other state companies in the same sector. Russia‟s state-owned oil and gas companies have not been quick to replace directors who also hold high-ranking government posts, despite or- ders from President Dmitry Medvedev. High-ranking Russian officials have made a show of following President Medvedev‟s order to leave the boards of state-run energy companies, but government influence over the sector remains strong. The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya. -

He is a doctor of economic sciences. Career 1978-1980 - engineer in the Saby District Association of Selkhoztekhnika. 1980-1983 - senior engineer and chief power engineer in the Saby timber industry enterprise. 1983-1985 - deputy chairman of the District Consumer Society Board. 1985-1990 - chairman of the District Consumer Society Board in the Arsk District, 1990-1992 - chairman of the Arsk District Executive Committee, 1992-1993 - First Deputy Head of the Arsk District Administration. 1993-1996 - head of the Vysokaya Gora District. 1996-1998 - minister of finance of the Republic of Tatarstan. ON THE EFFECTIVE USE OF PROXY WARFARE by Andrew Lewis Peek A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May 2021 2021 Andrew Peek All rights reserved Abstract This dissertation asks a simple question: how are states most effectively conducting proxy warfare in the modern international system? It answers this question by conducting a comparative study of the sponsorship of proxy forces. It uses process tracing to examine five cases of proxy warfare and predicts that the differentiation in support for each proxy impacts their utility. In particular, it proposes that increasing the principal-agent distance between sponsors and proxies might correlate with strategic effectiveness. That is, the less directly a proxy is supported and controlled by a sponsor, the more effective the proxy becomes. Strategic effectiveness here is conceptualized as consisting of two key parts: a proxy’s operational capability and a sponsor’s plausible deniability. These should be in inverse relation to each other: the greater and more overt a sponsor’s support is to a proxy, the more capable – better armed, better trained – its proxies should be on the battlefield. However, this close support to such proxies should also make the sponsor’s influence less deniable, and thus incur strategic costs against both it and the proxy. These costs primarily consist of external balancing by rival states, the same way such states would balance against conventional aggression. Conversely, the more deniable such support is – the more indirect and less overt – the less balancing occurs. -

However, after two years of bloody combat the Russian army was forced to withdraw from the Chechen Republic. The obstinacy of the Russian authorities who had decided on a policy of victory in Chechnya resulted in the deaths of at least 30,000 Chechens and 5,000 Russian soldiers.1 This war, which caused an estimated $5.5 billion in economic damage, was largely the cause of Russia's national economic crisis in 1998, when the Russian government proved unable to service its huge debts.2 It seemed that after the 1994-1996 war Russian society and the federal government realized the ineffectiveness of using colonial approaches to resolve ethnopolitical issues.3 They also understood, it seemed, the impossibility of forcibly imposing their will upon even a small ethnoterritorial community if a significant portion of that community is prepared to take up arms to defend its interests. -

Crime groups are increasingly working with public officials in Russia at the regional, and local levels, making it difficult for those seeking to enact and enforce laws combating organized crime, according to many of the criminologists who participated in a conference addressing organized crime hosted by Yaroslavl State University and sponsored by TraCCC, with support from the US Department of Justice on 20-21 January. The current laws on organized crime are largely a result of Russia's inability to deal with this problem, according to Natalia Lopashenko, head of the TraCCC program in Saratov. Almost the only area of agreement among the scholars, law enforcement agents, and judges was that the level of organized crime is rising. Figures from the Interior Ministry suggest that the number of economic crimes, in particular, is shooting upward. -

Assessments and Implications Summary Russia’s then-Premier (and current President) Vladimir Putin ordered military, police, and security forces to enter the breakaway Chechnya region in September 1999, and these forces occupied most of the region by early 2000. The conflict has resulted in thousands of military and civilian casualties and the massive destruction of housing and infrastructure. Putin’s rise to power and continuing popularity have been tied at least partly to his perceived ability to prosecute this conflict successfully. In the run-up to Russian legislative elections in December 2003 and a presidential election in March 2004, Putin endeavored to demonstrate that peace had returned to the region. Since Chechen terrorists held hundreds of Moscow theater-goers hostage in late 2002, the Putin administration has appeared unequivocally opposed to talks with the rebels and more dedicated to establishing a pro-Moscow government in Chechnya. Such a government will use its own forces to battle the remaining rebels, ostensibly permitting the disengagement and withdrawal of most Russian troops from the region. This “Chechenization” of the conflict, along with related pacification efforts, constitute the main elements of the Russian government’s campaign to wind down the fighting. Pacification efforts aim to gain the support or acquiescence of the population to federal control and include rebuilding assistance and elections. -

Nowhere to Turn But Yeltsin JOHN LLOYD he Russian intelligentsia, dispirited, shorn of influence, and broke, had a Tcolloquium in Literaturnava Gazeta in February on its relationship with power. Led off by the greatest of the surviving 1960s bards, Bulat Okudzhava-who said that Yeltsin had tumed away from a group that had represented his staunchest supporters when he was elected five years ago, and now "scorned" it because he and his cronies could not bear criticism-the colloquium was in the main a melancholic series of reflections. Most agreed with Okudzhava by lamenting the loss of a leader who had held out a promise of renewal, yet those who remained reluctantly loyal-and none were robust about being so-fell back on a recognition that speech was now free and that life under the Communists would be worse. Their collective posture was well summed up by the writer Andrei Bitov: The mark of a member of the intelligentsia, he said, was to stand for certain moral and intellectual values, and to have nothing to do with power. Those members of the intelligentsia who had expected more and tried to help Yeltsin achieve it have usually had their fingers burned. Some have resigned, some were sacked, a few cling on for the usual reason that to leave would be to hand their place to someone worse. The most famous defector was the former prisoner of conscience Sergei Kovalev, who served as Yeltsin's Human Rights Ombudsman, protested loudly and with great courage against the war in Chechnya (he spent many weeks under bombardment in Grozny, the Chechen capital), and finally resigned from the last of his official posts earlier this year. -

This article was previously published in Russian Military Reform 1992-2002 Published by Frank Cass Publishers, 2003 Chapter 11, Page 209-233 During the past ten years, the Russian military has attentively studied the subject of information war (IW). The main catalyst for this interest was the successful use of IW by coalition forces during Operation Desert Storm. Russian military theorists watched coalition planes bomb Iraqi targets in real time with precision and understood that warfare had entered a new phase, one dominated by information-based equipment and resources. Two further motivators were the poor use of IW by the Russian armed forces during the first Russian-Chechen war (1994-1996), which contributed to the loss of Russian morale, and the successful use of IW by NATO during the conflict over Kosovo. The success of the coalition forces in both Desert Storm and Kosovo indicated that military reform would be bankrupt if the technical aspect of reform did not include information-based technologies. These technologies must be imbedded into new military equipment, from sensors and radars to jet fighters and cruise missiles. However, Russia was also concerned about the impact of information technologies on the brain and consequently morale.
