Background Information – UNOPS Serbia UNOPS supports the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. Our mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner. In Serbia, UNOPS has been active since 2000, became the Project Centre (RSPC) in 2013, and was reclassified, due a growing portfolio, to Operations Centre (RSOC) at the beginning of 2017. UNOPS has been a reliable partner of the Government of the Republic of Serbia in providing support for demanding socio- economic reforms and facilitating accession to the European Union. Currently, the RSOC is implementing 12 projects focussed on: sustainable municipal development, recovery from damages incurred by May 2014 floods in Serbia and building climate-resilient infrastructure, creation of more favourable environment for employability, business and infrastructure growth, enhanced social inclusion via durable housing solutions and access to health, education and jobs for the most vulnerable population. All projects have good governance and gender equality as transversal theme. 2. Background Information – Job specific The “Norwegian Support to the Western Balkans Development, Norway for You” is a two-year project financed by the Government of Norway and implemented by United Nations Office for Project Services (UNOPS). Overall objective of the Project is to contribute to a more balanced socio-economic development in Serbia by increasing employment opportunities, support social cohesion and improve local infrastructure in the less developed areas. Special focus will be given to inclusion of youth, women and vulnerable groups in the labour market. Also, the Project will establish an information security framework for e-governance in Serbia. Project is designed to be implemented on the territory of underdeveloped areas in Serbia, in total 91 local self- governments classified in third and fourth group of development1. VA/2018/B5109/17081 1 youth. The final beneficiaries are the inhabitants of the underdeveloped areas where the Project will be implemented. The Project will coordinate its activities with the key line national-level institutions, while observing the national strategies, laws and relevant development documents, which will contribute to its sustainability, ensure national ownership and develop national capacities. All Project activities will be undertaken in partnership with the Government of Serbia, in cooperation with the national and local institutions, with the aim of allowing them to respect the legal requirements and, where relevant, EU accession criteria. This will ensure national ownership and help develop national capacities. All project activities will have good governance, human rights, gender equality, environment and climate and anti-corruption as transversal themes, the application of which in local policies and regulations will increase social cohesion. 3. Functional Responsibilities The Information Governance Consultant will provide advice and know-how to support the process of effective and efficient implementation of the Project’s Result 4: Information Security of the Government of Serbia Strengthened through a range of actions contributing to planning, management and monitoring of Result’s activities. The Information Governance Consultant will contribute strongly to the Project’s performance and delivery goals. The Information Governance Consultant will undertake the following activities/responsibilities: . Conduct identification and mapping of the key stakeholders, domestic and foreign, and use the data to conduct the stakeholders’ analysis, and develop appropriate plan for their engagement . Develop approach and plan for establishing Information Security Governance Framework, verify the approach though interaction with the key stakeholders . Provide inputs for development and establishment of the Government-wide information security policies . Provide inputs to development and promulgation of consequential processes, procedures, standards, rulebooks and guidelines, in close consultations and collaboration with the key Government and other stakeholders, including the Project Information Security Consultant . Provide baseline to the Office for IT and e-Government (ITE) in establishment of the Computer Emergency Response Team (CERT) in organizational terms, in identifying and defining the core organizational processes, internal procedures and structures . Provide directions in setting up relevant processes, control mechanisms and documentation pertained to introduction of ISO 27001 . Perform other duties as may be reasonably required by the supervisor and in line with the consultant’s scope of services as described above above. Preparation and submission of reports as needed. 4. Required Selection Criteria a. Education . Advanced University Degree preferably in Law is required . University Degree (bachelor’s degree / first level) with a combination of two additional years of relevant professional experience in the relevant field may be accepted in lieu of the advance university degree. b. Work Experience . Minimum two years of experience in legal and regulatory areas is required . Experience with national and/or international organisations is an asset . Experience in working with governmental and national-level regulatory institutions is an asset . Proven experience in steering/managing/implementing projects involving policy dialogue/regulatory development, capacity building and awareness raising will be considered as strong advantage VA/2018/B5109/17081 2 c. This objective has been fulfilled using computer aided modelling performed within the constraints of geographic information system software based on the physical characteristics of the terrain and the reconstruction of paleoenvironmental and paleoclimatic conditions in the period of the late Neolithic. The second largest obsidian collection in the territory of Vin~a culture originates from the site of Potporanj, south of Vr{ac. The abundance of finds indicates the importance this region had in the distribution of this resource during late Neolithic. In the paper the modelling of two different possibilities of land based distribution from the flow of the river Tisza are shown; the first from Perlez/Opovo (western route) and the other from Mureº (northern route), i.e. present day Arad and Timiºoara. The modelled results indicate the existence of a settlement patterning close to the modelled pathways in the period of Vin~a culture.

He is one of the most important types of berries in the world, and is one of the most profitable crops in the overall crop production. By production volume, Serbia is among the leading producers of raspberries, and its economic significance is very high level of market sells and market competitiveness of the European Union. Accordingly, the paper presents the production season in the Republic of Serbia for the period 2000-2010 its average, minimum and maximum of values in production, changes in rates and coefficients of variation. Industrialization in the post-war period and intensive rural-urban migration have led to a significant reduction in the number of people still engaged in agriculture. There are some differences in certain ethnic groups. In some groups, larger number of inhabitants stayed in the countryside and were engaged in agriculture, while in others, there was more intensive abandonment of the countryside and relocation to cities or departure from Serbia to some other country. The aim of this paper is to determine which ethnic groups, according to the Census of Population in 2011, are mostly engaged in agriculture in the area of Vojvodina, at the time when the percentage of the agricultural population in the northern Serbian province is reduced to only 4.4 % or to around 85,000 inhabitants. The analysis used data on the agricultural population and ethnic groups of the Statistical Office of the Republic of Serbia. Detailed data by ethnic groups were obtained by additional processing of the data of the Statistical Office of the Republic of Serbia.
