Burke had the horse placed in a secure, detention situation so the horse’s TCO2 levels could be ascertained outside of a race-day environment. Burke has declined to comment on the positive except to say via text, “I know we are innocent and will fight it till the end.” According to a source, TJ Blast tested high for TCO2 once before while racing in Pennsylvania for a previous trainer, and when the trainer asked for a second test on that partic- ular race day, the horse tested within the limits. Horses are randomly selected for pre-race TCO2 testing in Pennsylvania, with the state conducted more than 30,000 of the tests in 2017. Other states conduct posts- race TCO2 testing. Testing levels are based on whether the race is pre- or post-race, and whether or not a horse is on Lasix. Burke-trained horses started 4,504 times in 2017, with a very large number of them racing at tracks in the Keystone State. He had no positives in 2017. Blood-gas testing is commonly known as a TCO2 test be- cause it measures total carbon dioxide, which is naturally present in a horse. TCO2 levels are known to vary in horses and a range of levels is set for Lasix and non-Lasix horses before a horse is said to be high. In the past there have been unusual circumstances that have caused high TCO2 levels in horses, and on rare occasions horses have been found to be naturally high.
