Shelters

There are no American Red Cross Approved shelters in Saratoga County. However, each municipality does have designated areas that would provide temporary shelter in the case of an emergency. In the event of an emergency, it is best to consult your municipality to find out where to seek shelter.

Transportation Systems

This section presents available inventory data for roadways, airports, railways and other transportation systems for Saratoga County. Figure 4-17 shows regional transportation lifelines serving Saratoga County.

Highway, Roadways and Associated Systems

Interstate 87, also known as the Northway, is the major north-south route in Saratoga County. It has 11 interchanges in its 30-mile stretch through the County. Routes 29, 67, and 146 provide the major east- west routes in the County (Saratoga County Chamber of Commerce, Date Unknown). HAZUS-MH identified 186 highway bridges within Saratoga County.

Airports and Heliports

The Saratoga County Airport is located in the Town of Milton. It has two runways, which accommodates private, prop, and jet aircrafts. The Albany International Airport is located south of Saratoga County which provides Saratoga County residents with more commercial flight options (Saratoga County Chamber of Commerce, Date Unknown). Table 4-11 below lists the airport facilities and runways within Saratoga County. Figure 4-17 displays the locations of these facilities and runways.

Railway

Two rail lines service the County, CP Rail and Boston-Maine (Saratoga County Economic Development Corporation [SEDC], Date Unknown). Amtrak is the primary source of passenger train service in Saratoga County. A station is located off West Avenue in Saratoga Springs, as well as in Rensselaer (Saratoga County Chamber of Commerce, Date Unknown).

The Planning Committee and HAZUS-MH identified three railway facilities and 15 railway bridges in Saratoga County. These facilities and bridges are inventoried in Table 4-12 below, and are displayed in Figure 4-17, along with other transportation features within the County.

Public Transportation

Upstate Tours and Travel provides commuter bus service to Saratoga County. Capital District Transportation Authority (CDTA) provides local bus routes to the County. Adirondack Trailways and Greyhound provide long distance bus service from their terminal in Saratoga Springs (Saratoga County Chamber of Commerce, Date Unknown).

Lifeline Utility Systems

This section presents potable water, wastewater, and energy resource utility system data. Due to heightened security concerns, local utility lifeline data sufficient to complete the analysis have only partially been obtained. Utility data are included in HAZUS-MH but are not sufficient to support detailed analyses for this County.

Potable Water Supply

The Saratoga County Water Authority supplies the county with water. The county’s main source of water is from the , more specifically between the villages of Corinth and South Glens Falls. A soon to be added water treatment facility will be built in the Town of Moreau and will clean all the deliverable water for the County. The facility will provide 14 million gallons a day of potable water to the residents of Saratoga County (Saratoga County Water Authority, 2007). The Steering Committee noted a total of two (2) potable water facilities, seven (7) potable water pump stations and two (2) potable water storage tanks. All of these facilities are inventoried in the table below (Table 4-13).

Energy Resources

National Grid is the primary electric and gas utility company in Saratoga County, serving the majority of the County. New York State Electric and Gas provides service for portions of Halfmoon, Stillwater, Malta, Mechanicville, and Clifton Park (Saratoga County Chamber of Commerce, Date Unknown).

HAZUS-MH and the Planning Committee provided the location of four electric power facilities within the County. Two of these four electric power facilities were identified as hydro-electric facilities. Additionally, one electric substation was identified within the County. All electric power facilities and substations are inventoried below in Table 4-15 and are displayed in Figure 4-18.

Communication Resources

A majority of Saratoga County is serviced by Verizon for telephone service. Citizens Communications serves residential and business areas in the Towns of Corinth, Day, and Edinburg (Saratoga County Chamber of Commerce, Date Unknown). Each municipality has either a joint or separate radio station to alert the communities of important announcements during an emergency. HAZUS-MH and the Planning Committee identified eight broadcasting facilities within the County; all are inventoried in Table 4-16 below.

High-Potential Loss Facilities

High-potential loss facilities include dams, levees, nuclear power plants, military installations and hazardous materials (HAZMAT) facilities. No levees, nuclear power plants or military installations were identified in the County. Dams and HAZMAT facilities are discussed below.

Dams

According to the National Inventory of Dams (NID), input from the Planning Committee, and data received from the New York State Department of Environmental Conservation, there are 90 dams in Saratoga County. A dam is included in the NID if: 1) it is a “high” or “significant” hazard potential class dam or, 2) it is a “low” hazard potential class dam that exceeds 25 feet in height and 15 acre-feet storage or, 3) it is a “low” hazard potential class dam that exceeds 50 acre-feet storage and 6 feet height. Of the 90 dams inventoried, there are 8 dams classified as high, 12 classified as significant, 52 classified as low and 18 with an unknown classification. The dam hazard classification is unknown for dams provided by the Planning Committee that are not on the NID. Table 4-17 defines the hazard potential classification, as accepted by the NID Interagency Committee on Dam Safety. Table 4-18 lists the dams in Saratoga County and Figure 4-19 shows the locations of these dams.
