INTRODUCTION 1.1 Background and Site Location 1.1.1 This report has been produced by TerraConsult Limited (TCL) on behalf of FCC Environment Limited (FCC) (the Operator) in support of an application for a normal variation of the Environmental Permit (permit) for Thurcroft non-hazardous landfill site at Kingsforth Lane, Thurcroft, Rotherham, South Yorkshire (the Site). The Thurcroft Landfill permit holder is BDR Waste Disposal Limited a wholly owned subsidiary of FCC and it is FCC that will instruct the permit variation works. 1.1.2 The application is being made to the Environment Agency (Agency) as required and in accordance with The Environmental Permitting (England and Wales) Regulations 2016 (as amended). This report is structured to reflect the requirements of the relevant application forms: Parts A, C2, C3, and F1 attached in Appendix A. Sections 2, 3, 4 and 5 below provide additional information as per the requirements of the associated application forms. 1.1.3 The following accompanying documents are associated with this permit variation application: • Report referenced 4958/R/02/001: Environmental Risk Assessment (ERA) • Report referenced 4958/R/03/001: Environmental Setting and Installation Design (ESID) Addendum • Report referenced 4958/R/04/001: Operator Competence Report 1.2 Non-Technical Summary 1.2.1 The current version of the environmental permit (EPR/BS6939IN/V004) states in Table S1.4 that the annual waste input limits are 367,000 tonnes per year for non-hazardous waste, and 200,000 tonnes per year for waste for restoration. The purpose of this normal variation is to vary the annual waste input limit for non-hazardous waste from 367,000 tonnes per year to 550,000 tonnes per year. The tonnage for restoration remains unchanged at 200,000 tonnes per year. 1.2.2 There will be no other changes to the current environmental permit, including operating techniques, types of waste, size of the site or any infrastructure on the site. APPLICATION FORM PART C2 3.1 Question 2c – Updating existing permits 3.1.1 The current permit is already a modern style permit, no further changes are required for this application. 3.2 Question 3 – Your ability as an Operator 3.2.1 The Operator Competence Report (reference: 4958/R/004/1) submitted as part of this permit variation application contains details of relevant offences, technical ability and management systems. 3.3 Question 5a – Site Plans 3.3.1 The current permit boundary is shown on drawing referenced 2957/1/001 (Site Location Plan). This is the drawing attached to the existing permit and the permit boundary remains unchanged. The general site layout is shown on drawing referenced 2957/1/003 (Site Layout and Waste Deposition). All drawings are attached to the accompanying ESID addendum report referenced 4958/R/003/1. July 2020 3 4958/R/001/01 Thurcroft Landfill Permit Variation Application Report 4. APPLICATION FORM PART C3 4.1 Question 1 – types of waste accepted 4.1.1 The list of approved wastes in Table S2.1 of the permit will not change. 4.2 Question 2 – Emission to air, water and land 4.2.1 There will be no change to any point source emissions to air, water and land as outlined in Schedule 3 of the permit. The Environmental Risk Assessment (4958/R/02/001) in Appendix C assesses the potential risk of non-point source fugitive emissions from the proposed changes. 4.3 Question 3a – Technical standards 4.3.1 Table S1.2 of the permit sets out the Operating Techniques. The expected changes to the operating techniques will be reference to the ESID addendum and ERA. 4.4 Question 3b – General Requirements 4.4.1 The Environmental Risk Assessment (4958/R/02/001) assesses the risks of emissions from the proposed changes. Appendix A of that report includes an updated Dust Management Plan. 4.5 Question 3c – Types and Amounts of Raw Materials 4.5.1 There are no changes to the types or quantities of raw materials resulting from the proposed changes activities on site. 4.6 Question 4 - Monitoring 4.6.1 No changes to the environmental monitoring regime are required as a result of this variation application. 4.7 Question 6 – Resource efficiency and climate change 4.7.1 There is no requirement to actively manage landfill gas at the site. Section 6 of Form C3 does not apply. 4.8 Appendix 7 – Specific questions for the landfill sector 4.8.1 There will be no changes to waste types, landfill engineering, site area or total site waste capacity, therefore no changes are required
