Western Watersheds Project and Wilderness Watch (collectively, “Plaintiffs”), 3 bring this civil action for declaratory relief against the above-named Federal Defendants 4 (collectively, the “Forest Service”) under the Administrative Procedure Act (“APA”), 5 5 U.S.C. § 701 et seq., for violations of the National Environmental Policy Act (“NEPA”), 6 42 U.S.C. § 4321 et seq. 7 2. This case challenges the Forest Service’s Stateline Range Environmental 8 Assessment and three associated Decision Notices and Findings of No Significant 9 Impacts authorizing livestock grazing on fourteen allotments expanding over 270,000 10 acres in the Apache-Sitgreaves and Gila National Forests in Arizona and New Mexico 11 (collectively, the “Stateline project”).
