The Program Development Objective (PDO) is to improve the rural road network connectivity, safety and quality in selected counties in Anhui Province. The project was declared as Effectiveness on February 26, 2019 upon successful completion of the effective process. It finances a portion of the government programs (10 counties out of total 56 counties, covering 12 million population of Anhui Province’s total population of 69 million). The ten participating counties in eight municipalities are: Lixin (Bozhou Municipality); Xiao and Si (Suzhou Municipality); Linquan and Funan (Fuyang Municipality); Shou (Huainan Municipality); Dingyuan (Chuzhou Municipality); Shucheng (Lu’an Municipality); Hanshan (Ma’anshan Municipality); and Yuexi (Anqing Municipality). The Program is on track to achieve its development objectives. It has achieved a good progress in implementing the programs, though Anhui experienced institutional reforms and the COVID-19 pandemic since last mission. The achievements of the Program exceeded the targets. To support the implementation of rural roads maintenance program, Anhui provincial government doubled its subsidies for rural roads rehabilitation/reconstruction and provided a subsidy of RMB15,000 per km for county roads, RMB7000 per km for township roads, and RMB2,000 per km for village roads. Periodical and rehabilitation maintenance works covered 7% of county and township roads last year. Anhui also piloted Public Disclosure Authorized commercial insurance for rural roads in 27 counties to mitigate the risk of natural disasters, which covers over 57,000 km of roads. In addition, Anhui promoted the Four Excellences in rural roads management and recognized 26 counties as demonstration counties of implementing the four excellences. Of which, 6 counties are on the list of national demonstration counties, including 4 participating counties (Shucheng, Lixin, Yuexi, and Linquan). The verification of achievements of the Program and the disbursement of the Loan are lagged. The first withdrawal application under the PforR for US$50 million advance payment was disbursed to the Designated Account as of January 2020. An Independent Verification Agent (IVA) was hired by the program management office to verify the achievements of the Program in November 2020. The verification report for achievements of prior results has been completed by the IVA. The verification for the programs implemented in 2019 and 2020 is ongoing.
