An Chomhairle Ealaíon Eleventh Annual Report and Accounts from 1st April, 1962, to 31 st March, 1963 To the Government: Pursuant to Sections 6 (3) and 7 (i) of the Arts Act, 1951, An Chomhairle Ealaíon presents the Report and Accounts of the Council for the year 1 st April, 1962, to 31st March, 1963. An Chomhairle Ealaíon is the body established by the Arts Act, 1951, and consists of not more than twelve members constituted as follows: The Director, appointed by the President. Six members, known as ordinary members appointed by the Government. A maximum of five other members, known as co-opted members, co-opted by a body comprising the Director and the six ordinary members. The functions of An Chomhairle Ealaíon are: (1) to stimulate public interest in the arts, (2) to promote the knowledge, appreciation and practice of the arts, (3) to assist in improving the standards of the arts, (4) to organise or assist in the organising of exhibitions (within or without the State) of works of art and artistic craftsmanship, (5) to advise the Government or a member of the Government on any matter (being a matter on which knowledge and experience of the arts has a bearing) on which their advice is requested, (6) to co-operate with and assist other persons concerned directly or indirectly with matters relating to the arts. In the Arts Act, the expression "the arts" means painting, sculpture architecture, music, the drama, literature, design in industry and the fine arts and applied arts generally. During the year Sir Alfred Chester Beatty resigned, and the Government appointed Mr. John Hunt to be an Ordinary Member of the Council in his place. Nine meetings of the Council were held during the year, and the main activities were as follows: THE VISUAL ARTS—Painting, Sculpture, Architecture, Design, Applied Arts (a) An Chomhairle Ealaíon Collection Eighteen paintings by living Irish artists were purchased for the Council's collection, bringing the number in the collection to twenty-three. The paintings are housed in the Council's premises, and when an adequate and representative collection has been built up, it is proposed to send them on tour and possibly exhibit them abroad. The German Arts Council has already manifested an interest in arranging a tour of the collection in the German Federal Republic. (b) Scheme/or Purchase of Works of Art and their sale at half-price The Scheme, initiated in the financial year 1960-1961, was extended, and the Council now undertakes to pay half the price of any works of art by Irish artists purchased by hotels. State-sponsored bodies, local authorities, the Institute of Public Administration, public galleries, and by or for schools, for display in parts of their premises ordinarily frequented by the public provided the Council have selected those works of art as suitable for the purposes of the Scheme. It is a condition that if a purchaser who has availed himself of the Scheme, subsequently sells any of the works of art he has purchased, he must refund to the Council the amount of the Council's contribution; and it is a further condition that works of art purchased under the Scheme must not be sold at less than the original price. Sixty-three paintings •were purchased by the Council during the year for the purposes of the Scheme, and of these thirty were sold by the Council to State-sponsored bodies and hotels at half-price. In addition, seven paintings purchased by the Council in the previous year were similarly sold under the Scheme. (c) The New York Irish Institute Fund This fund, administered by An Chomhairle Ealaíon, is used for the annual purchase of a work or works by Irish artists for transmission to the Irish Institute Incorporated, New York, and derives from monies donated to the Council in 1960 for the promotion of painting and sculpture in Ireland. The Irish Institute, if it succeeds in re-selling works of art purchased for it by the Council, transmits the money so obtained to the Council for further purchases. In this way the Council received from New York during the year a sum of money obtained by the re-sale of the painting Flight, by Elizabeth Rivers. During the year the Council purchased Aran, by Maurice McGonigal, P.R.H.A., and The Spire, by Séamus Ó Colmáin, and despatched them to the Irish Institute. (d) Duais-Chiste an Uachtaráin de hÍde The fund instituted by the late Dr. Dubhglas de hÍde, Uachtarán na hÉireann, for the annual award of the gold medal "Duais-Bhonn an Uachtaráin de hÍde," is administered by An Chomhairle Ealaíon. The award is made for the best painting of an Irish historical subject shown at the art exhibition sponsored annually in Dublin by An tOireachtas, provided that the Council are satisfied that an adequate standard has been attained. For some years the Council withheld the award, deeming the standard of the historical paintings on exhibition to be too low. In order to stimulate further interest in competition for the medal, the Council give an additional monetary prize of £50 from their own funds to the artist whose painting is considered most worthy of the award. In the year 1962-1963 the gold medal and monetary prize were awarded to Rev. Father Jack Hanlon in respect of his painting Séipéal Chormaic. (e) Exhibition of Irish Section of Venice Biennale In November-December, 1962, the Council sponsored the exhibition in the Dublin Municipal Gallery of the twenty-two paintings by Jack B.
