• Under USAID contract number AID-492-C-13-00015, AECOM International Development (AECOM) implements the Water Security for Resilient Economic Growth and Stability (Be Secure) Project in support of USAID/. The Be Secure Project was awarded on July 8, 2013, with a period of performance of four years, ending on July 7, 2017. Be Secure has two major, interrelated components to support water security in selected sites in the Philippines:

1. Increased sustainable access to water supply and wastewater treatment services; and 2. Increased resilience to climate-related water stress and hydrological extremes.

• To accomplish Component 1, Be Secure addresses water sector reform in the national environment as well as in the provision of sustainable services at the local level. Activities focus on strengthening government accountability and the regulatory framework in the water sector, mobilizing financing, increasing capacity of water service providers for sustainable delivery and in disaster risk reduction (DRR) and climate change adaptation (CCA), and introducing integrated water service delivery models as a platform for ensuring water security.

• To accomplish Component 2, Be Secure develops sustainable systems for water, weather and climate data analysis and exchange and tailors that information to meet the needs of end-users. Activities focus on strengthening analysis and use of water resources and climate data, reducing hydrological risks, and improving capacity for long-term water resources capacity.

ACTIVITY BACKGROUND: • As part of its support for programs of climate resiliency (Component 2) , Be Secure has teamed up with the Philippine’s principal supplier of weather data and climate information, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), to the many decision-makers who rely on such data to alert them to upcoming climate-related disasters.

• This data is used in such varied decision-making settings as whether to close schools during storms; move populations out of threatened areas; alert farmers to damaging winds; ensure medical supplies and assure water and electricity through such occurrences. The data is also used to educate and inform the population of the Philippines about climate change and how to prepare for it. This data and information is supplied in a number of different ways by PAGASA from mobile apps and websites that can be accessed on the internet, to print information and other channels unique to the Philippines. The information and data, however, are only useful if they are accessed and easily used.

• This study aims to find out if the target respondents are being reached by PAG-ASA and what are their satisfaction levels. Aecom identified 3 focal areas but this report will initially show the results for CDO.

GENERAL OBJECTIVE:

This study aims to ascertain ease of access, comprehension and relevance of PAGASA alerts, and warnings by end users.

SPECIFIC RESEARCH OBJECTIVES:

1. This study aims to look at the satisfaction with the way that PAGASA

communicates its weather forecast and climate information. 2. This study aims to do a stakeholder analysis that will be developed as a baseline for the project, and re-implemented annually to see if satisfaction has increased over time. RESULT FROM RESEARCH:

This study aims to contribute towards Be Secure’s performance indicator 2.2 or percent increase in stakeholder satisfaction with information provided by PAGASA regional offices

Stakeholder here is defined as staff of LGUs, water service providers, NGOs, academic institutions, private companies, and other organizations that require accurate weather forecast and climate data for their decision-making and DRR activities.

The data we have is sample and not based on the population. So, there is always a room for Sampling Error.

Now, we test for statistical significance to have a certain degree of confidence if the difference that has been observed from the data generated from the sample is a TRUE difference and not just a result of RANDOM CHANCE.

Of course, we cannot be 100% accurate since we only have a sample. That is why we set a certain level of confidence. For this study, we have used 95% since this is the most commonly used in the field of research.

A 95% level of significance implies that if we will run the study with different set of samples and respondents for 100 times, 95 of it will yield the correct results while the other 5 will not.

Majority of stakeholders play a major role in deciding what actions to take on the information received on weather and climate. Others are the primary decision-makers. Majority are males, in their late 40s on the average and college graduates. In Iloilo, about half are college undergraduates. Almost all of them are at least college graduates and have been in their current positions for an average of 6-7 years. Though more than half are 5 years or less.

When asked spontaneously, the first thing that comes to mind when they hear ‘PAGASA’ is also the usual weather condition and forecasting as well as climate. Majority mentioned that the main functions of PAGASA are to forecast and provide timely weather forecast. This is especially true in CDO. In terms of medium used in disseminating information, most often used is mobile phone except in Iloilo. In addition, for Iloilo, having an actual/personal conversation is a most often medium. However, the most preferred channel to receive information is television followed by radio then mobile phone thru SMS/MMS. And when it comes to suggestions for improvements, use of advanced technology is the primary suggestion, more especially in Iloilo and Tacloban. While in CDO, communicating to the public should be understandable.
