As such, this matter shall be automatically enacted by one motion with all other Consent Agenda items unless a Commissioner or citizen requests this item be individually discussed, in which event it shall be removed from the Consent Agenda and considered and acted upon in its designated sequence on the approved Clare City Commission agenda of November 3, 2014. The following major items of correspondence were either received by or transmitted by the City since the last regularly scheduled City Commission meeting: Michigan Public Services Commission Hearing. The city received notice of a public hearing of the Public Service Commission on November 10, 2014 related to proposed rate adjustments by Consumers Energy. If the proposed rate adjustments are approved, residential electric rates are estimated to increase approximately 2.5% per month commencing in December 2015.. Letter of Support. The City offered the attached Letter of Support to EMCOG for a proposed grant application related the Region 5 Regional Prosperity Plan Initiative. SOS Express. The latest editions are attached for the City Commission’s review. MDOT Quarterly Public Report. The most recent report is attached. Attachments. As outlined above. APPROVAL TO ACCEPT COPS GRANT The City Manager received an invitation on Friday, (Nov 7th) to attend a special meeting of the Clare Public Schools Board to attend a special meeting called by the Board Chair, Tom Weaver, and the CPS Superintendent, Doni Pummell on Monday, November 10th @ 6:30pm. After extensive discussion, the Board made the following motion: “Out of respect for our past partnership and future cooperation with the City of Clare, the Board supports increasing the reimbursement to the city for a school liaison officer in 2017-18 by $15,000 to an amount of $40,000. This motion is contingent on the acceptance of the COPS grant by the City of Clare before November 30, 2014.” Based on this new development, the City Manager felt obligated to bring this matter back to the City Commission for reconsideration.

APPROVAL OF DEMOLITION BIDS-630 VANGEE RESIDENTIAL STRUCTURE Over a period of approximately six years, we made repetitive attempts to work with property owners of 630 Vangee to repair or demolish the residential structure at this site due to the blighted and unsafe condition of the residential structure. Our attempts failed; consequently, we asked our City Attorney to pursue legal action to authorize demolition of the structure. This approval was obtained approximately three months ago. We have subsequently obtained required lead and asbestos assessments of the residential structure and solicited demolition bids. Four bids were received: Mark Bolle Contracting, Tommie Bauer Contracting, Pat McGuirk Excavating, and Robbin Harsh Excavating.
