Outline of the neotropical infrageneric taxa of Phyllanthus (Euphorbiaceae) Grady L. Webster Section of Plant Biology, University of California, Davis, California, 95616, U.S.A. ABSTRACT. The 220 described neotropical species of Phyllanthus (Euphorbiaceae) are arranged in 33 sections belonging to 8 subgenera. Descriptions are given for one new subgenus, Cyclanthera, and five new sections – Antipodanthus, Salviniopsis, Pityrocladus, Hylaeanthus, and Sellowianthus. Three new subsections are described: sect. Phyllanthus subsect. Almadenses, sect. Phyllanthus subsect. Clausseniani; and sect. Choretropsis subsect. Choretropsis. Keys to species, and enumerations of them, are provided for new or revised sections and subsections. The 800-odd species of Phyllanthus, one of the larger genera of Euphorbiaceae, have recently been tabulated by Govaerts et al. (2000), but the subgenera and sections are not indicated. The first comprehensive arrangements of sections in Phyllanthus were published by Baillon (1858) and by Grisebach (1859). Jean Müller (1863, 1866, 1873) presented a much more sophisticated system involving sections and subsections; his arrangment was followed, almost unaltered, by Pax and Hoffmann (1931). Since then, the infrageneric taxa have been summarized by Webster (1956-58; 1967a) and by Webster and Airy Shaw 1971; for taxa in Australasia). Pollen characters have proved to be very important indicators of relationship (Webster, 1956, 1988; Punt, 1967, 1987). The outline proposed here reflects changes due to ongoing revision of the neotropical species of Phyllanthus (Webster, 1967b, 1968, 1970, 1978, 1984, 1988, 1991, 1999, 2001; and ined.). In addition to a key to the subgenera and sections, the 9 subgenera and their constituent sections are enumerated. Species are enumerated for most sections except for the West Indian taxa previously treated (Webster, 1956, 1957, 1958, 1991). -

I have many years of experience of working with the Environmental Protection and Biodiversity Conservation Act (EPBC Act) as an employee of the Qld Department of Environment and, since retirement, as an environmental activist concerned for the protection and survival of many of the unique flora and fauna of far north Queensland. I have also served for many years on the management committee of the Environmental Defenders Office of Northern Queensland, which has given me an insight into the legal structure of the EPBC Act and how it fails to protect rare flora and fauna species. In particular I have serious concerns about: 1. the inadequacy of the listing process to protect newly discovered species that are endemic to only small areas; and 2. the weakness of the controlled action listing process due to the “significance” assessment process and the ability of people to carry out self assessments and decide that an activity is not notifiable as a controlled action. 3. the lack of implementation, or any obligation on the different levels of government to do so, for Species Recovery Plans. I will address my concerns with several case studies. 1. Paul Stephen Sattler OAM M.Nat.Res.; B.App.Sc.(Rur.Tech.) Paul has a lifetime of professional experience in nature conservation. He was the principal architect in doubling Queensland’s National Park estate in the 1990s whilst working with the Queensland National Parks and Wildlife Service (QNPWS). Paul initiated and guided the comprehensive description of Queensland’s bioregional ecosystems and the assessment of their status, a vital planning tool for conservation and natural resource management. He was directly involved in the development of a range of State and national conservation policies and has a particular interest in rangeland conservation and sustainable management. After leaving the QNPWS, Paul formed his own specialised eco-consultancy business and was principal author of the National Land and Water Resources Audit’s terrestrial biodiversity assessment of Australia, the first detailed assessment of biodiversity at a range of scales nationally. He grew up in a beekeeping family and learnt a practical appreciation of nature and is now once again, an apiarist. Having completed a degree in Applied Science (Rural Technology) in 1971 at the University of Queensland, Gatton College, he went on to gain a Masters degree in Natural Resources at the University of New England, Armidale. Paul has been awarded a Medal of the Order of Australia for his services to biodiversity conservation. Dedication To my daughters, Seola Anne and Melita Louise.
