Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of March 22, 2016, following the Public Hearing of the same date, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forward in your application completed on February 25, 2016, and as you were informed in Status Update Letter 18-3635 (LPC 17-5881), issued on March 22, 2016.

The proposed work, as approved, consists of installing five boilers and a zinc-clad equipment enclosure at the southeastern portion of the roof. The work was shown in a digital slide presentation, consisting of 29 slides labeled 01 to 20, RS1 to RS3, BL-001.00, BL-101.00, BL-102.00, and BL-201.00 through BL-203.00; dated Mach 10, 2016; and including drawings, photographs, and photomontages, all prepared by Plus Group Consulting Engineers, and presented at the Public Hearing and Public Meeting.

In reviewing this proposal, the Commission noted that the Belnord Apartments Individual Landmark Designation Report describes 225 West 86th Street, aka 200-248 West 87th Street; 540-558 Amsterdam Avenue; 2360-2376 , as an Italian Renaissance style apartment building, designed by Hiss and Weekes, and built in 1908-1909. With regard to this proposal, the Commission found that the installation of the proposed mechanical equipment and enclosure will not cause the removal of any significant architectural features; that the replacement of the existing heating system, which is causing damage to the exterior of the building, is warranted due to its deteriorated condition; that the proposed installations will only be visible from limited vantage points along West 86th Street and Amsterdam Avenue, in views, where only limited sections of the building are seen between neighboring buildings or where it is seen at a distance as part of larger streetscape views, which include taller neighboring buildings; that the proposed installation will be set back from the building's primary facades and will feature a zinc cladded enclosure, matching the existing penthouse cladding, further helping the installation to recede from view from public thoroughfares; and the installations will utilize the smallest equipment available to adequately serve the building and tie into the existing approved cooling system, and will be mounted as low as possible. Based on these findings, the Commission determined the work to be appropriate to the building and the historic district and voted to approve the application.

The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review and approval of two sets of signed and sealed Department of Building filing drawings showing the approved design.

Subsequently, on July 22, 2016, September 1, 2016, September 9, 2016, and September 30, 2016, the Commission received final materials, including written specifications, dated September 1, 2016 and September 9, 2016; drawings S-001.00, S-101.00, and S-201.00, dated (revised) September 1, 2016, and prepared by Andrzej Okolski, PE; drawings BL-101.00 and P-103.00, dated (revised) September 1, 2016; and drawings BL-001.00, P-001.00, P-101.00, P-102.00, P-201.00, and P-301.00, dated (revised) July 19, 2016, and prepared by Imtiaz Mulla, PE.

Staff reviewed the drawings and noted that the proposal had been modified, including installing gooseneck vents at the west façade of the enclosure instead of flush-mounted louvers and raising the height of the enclosure one inch; and that the drawings include additional work, including interior plumbing work at the cellar through twelfth floors.

With regard to the modifications and additional work, staff found that the vents will not be visible from a public thoroughfare; and that the increase of one inch in height will be a barely perceptible change when seen from public thoroughfares. Additionally, staff found that the overall design approved by the Commission has been maintained. Based on these and the above findings, the drawings have been marked approved with a perforated seal, and Certificate of Appropriateness 19-3840 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of the approval. The work is limited to what is contained in the perforated document. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fine.
