Of note, the project succeeded in receiving the approval of the Antimonopoly Service for Procedures for Holding Public Hearings on Draft Tariffs for Commodities. The draft procedure was developed with the project’s technical assistance and discussions with the Antimonopoly Service. In addition, the project hosted two international missions for the benefit of the Inter-ministerial Working Group (IMWG). In the first, Mr. Doug Brown, Inter-Ministerial Working Group Advisor, (1) provided comments and recommendations on the IMWG Action Plan for project Year 2, and (2) initiated the design of and planning process for an international study tour, which is slated for Spring 2014. In the second, Revenue Generation Advisor, Mr. Rafkat Hasanov, presented a proposed jamoat budget model and made a presentation on the development and practical integration of the model, providing an example from jamoat Yovon. Also during the month of December, 2013, the LGP team held information sessions on the upcoming Service Delivery Improvement Program in three target jamoats in the Sughd, Khatlon, and District Republic of Subordinates (DRS) regions. Following these sessions, the Mountain Societies Development Program (MSDSP) conducted training in proposal writing for those interested in participating in the Service Delivery Improvement Program. In order to support project management and coordination, as well as gather data for a Gender Assessment and Action Plan, Ms. Kathy Julik-Heine, LGP Home Office Project Coordinator and Gender Advisor, visited the field office in Dushanbe in December. Ms. Julik-Heine met with over 15 active female MC members and jamoat deputies in jamoat Dukoni on December 19, as well as various other jamoat deputies throughout her stay, to discuss the differences and disparities in men’s and women’s participation in local government. Ms. Julik-Heine’s assessment will be finalized during the second quarter of year 2 and will include recommendations for how LGP can best integrate gender equality considerations into its activities as well impact women’s empowerment and participation in local governance in Tajikistan. During this quarter, the regional MSDSP team assisted 16 Mahalla Committees (MCs) of Nurobod district in DRS to obtain their official registration. The MCs were also encouraged to participate in regular jamoat meetings and planning sessions. Lastly, to encourage community members to participate in the jamoat planning process and to establish mechanisms for feedback, the MSDSP team conducted several meetings with jamoat authorities and conducted training on Mahalla Committee Management and Financial Management for the jamoat deputies and Mahalla Committee leaders. In addition, MSDSP developed 68 Village Development Plans (VDPs) in Khatlon, Sughd, DRS and Gorno Badakhshon Autonomous Oblast (GBAO). 1 Project Overview The purpose of LGP is to enhance USAID’s assistance to the GoRT in its implementation of the 2009 Law on Local Self-Governance in a Town and Townships. At the sub-national level, the project seeks to improve the capacity of local governments to deliver communal services to citizens, particularly clean drinking water. Other project objectives include strengthening citizen’s participation in local government decision-making and public-private partnerships for service delivery. Overall, the project will foster stability, democratic practices and economic development by increasing the capacity and accountability of Tajikistan’s sub-national government. The following results were identified as key to successful implementation of the project: Result 1: Strengthened legal enabling environment to support sub-national governance Component 1.1: Improve national-level policy and legal environment Component 1.2: Enhance capacity of national-level institutions and officials Result 2: Sub-national government entities are more effective in meeting citizens’ needs Component 2.1: Strengthen the capacity of sub-national government officials Component 2.2: Capacity to budget, procure and manage communal services Component 2.3: Increase access to sustainable, safe drinking water Result 3: Increased participation of constituents in sub-national government decision- making and service provision Component 3.1: Increase participatory decision-making Component 3.2: Strengthen the capacity of CBOs and private enterprises 2 Progress by Performance Indicators Result One: Strengthening the Enabling Environment to Support Sub-National Governance IR 1.1: Improve national-level policy and legal environment as it pertains to effective and accountable sub-national governance Indicator#1: Standard Indicator (2.2.3-2): Number of regulations or laws enabling local self- governance enacted (and/or amended) with USG assistance. This indicator describes the number of regulations or laws enacted (and/or amended) with USG assistance that enable local self-governance. This is an annual indicator. Due to the efforts of the LGP, the Anti-monopoly Service of the Government of the Republic of Tajikistan approved procedures for holding public hearings on the determination of local revenue by jamoats. Before the intervention of the project, rates for public services were determined in closed-door sessions at the district (rayon) level. Citizens felt that
