Thomas Bach 16 Agenda 2O20 28 Review of the realization of the Agenda 2O20 Recomendations Foreword 7 December 2014 will go down in Olympic history as a significant date. On that day, Thomas Bach, in his opening speech given at the 127th IOC meeting, clearly announced some important changes in the International Olympic Movement. In the past, many commentators pointed out the rigid way in which the IOC members operate and think, which is why Bach’s idea at the end of 2014 was all the more unexpected. In his opening speech, the President of the International Olympic Commit- tee emphasized how his thoughts turned to the great humanist and leader Nelson Mandela when contemplating change. Mandela once said: “Sport has the power to change the world”. The IOC’s fundamental strategic document principally deals with and guides the sustained devel- opment of sport, the integrity of athletes, the promotion of Olympism and Olympic values, encour- ages good management and helps with the marketing promotion of sports. With these guidelines, the International Olympic Committee has taken an important step towards unifying the manage- ment and organization of national Olympic committees. All these policies are close to the principles and viewpoints of the Olympic Committee of Slovenia – Association of Sports Federations. The Slovenian branch of the sports organization is very much concerned with the problems associated with having a double career and issues like helping ath- letes after the end of their career, as well as with the promotion of Olympism and Olympic values. I am certain that the contents of this publication and its distribution to the Olympic Committee of Slovenia – Association of Sports Federations members will significantly contribute towards the bet- ter understanding of the recommendations given by the Agenda 2020. I firmly believe that Agenda 2020 represents a quality platform for a better sports’ tomorrow for Slovenia. Thomas Bach, 20 November 2015, EOC General Assembly, Prague The AGENDA 2020 is a fundamental strategic document prepared by the International Olympic Com- mittee (hereinafter: IOC) which puts forth guidelines and recommendations for the operation of the IOC and its members until 2020. The AGENDA 2020 was adopted and approved during the 127th meeting of the IOC, which took place on 7 December 2014. Little over a year has passed since the document was adopted; it would be natural to assume that we have fallen behind on many issues. This is not the case. We spent the last year thinking about what AGENDA 2020 means for Slovenian sport and how Slovenian sport will change because of it, as well as about how we could apply it in our environment. In his opening remarks, Thomas Bach, the President of the IOC, said that the document being ad- opted is a document of change; he also stressed how we should understand the sporting successes of today and the importance sport plays on the global stage as an opportunity to become leaders in change. Every day, we are privy to changes which are the result of globalization and the transfer of behavioural patterns from the national to the local level. If we do not rise up and embrace them, we will start to stagnate and slowly decay. Such changes are often forced upon us and have an important influence on our way of life, how we spend our free time and on our work and creativity. We thus become the object of change. This is why it is even more important that we create our own changes in sport. This allows us to influence and shape our future lifestyle in the global environ- ment. AGENDA 2020 is an agreement on changes based on the values of Olympism. It is these values which must represent the building blocks of the need for change; the values of Olympism must act as a trigger for motives which will shape the future global development of sport. In his introductory speech, Thomas Bach answered the following questions: "Why do we need changes?", "What needs to change?" and "How will we implement these changes and move for- ward?". In so doing, he defined the fundamental goal and purpose of AGENDA 2020, as well as the measures for implementing the purpose and meeting the objectives of AGENDA 2020. The docu- ments contain measures in the form of 40 recommendations which aim to guide future Olympic activities through dialogue and cooperation. The recommendations may be structured into several content blocks which allows for a summary of the basic messages given in the Agenda. Some of the most important content discussed in the document and contained in the recommendations are: • The sustainable management of the Olympic Games and other major sports events, both from the financial and economic point of view, as well as from the social and environmental one; • Encouraging equality and non-discrimination; • Promoting "clean sport" and celebrating "clean athletes", as well as strengthening the overall support of athletes; • Promoting Olympism, Olympic values and the Olympic history among all citizens, with special emphasis on children attending school; 8 • Introducing new projects with a humanitarian side, such as "Sport for Hope" and the redefi nition of the Youth Olympic Games; • Encouraging the intertwining of sport and culture; • Encouraging the introduction of good-governance principles at the IOC and other sports organizations at the levels of fi nancial operations, ensuring institutional autonomy and cooperation with the State, strengthening autonomy when it comes to introducing ethical principles and the protection of integrity in sport; • using modern, more open and innovative approaches to marketing the Olympic brand and the • recommendations linked to organizational and HR IOC issues. In certain places, the structure and content of the recommendations leads us to believe that the entity implementing the recommendations at the level of operationalization is the IOC itself. On the other hand, other recommendations make it seem as if the level of operationalization and implemen- tation is left open. Here, we are naturally faced with the question of "Who should operationalize the recommendation?" The answer is of course simple: the members of the Olympic family, which include the national Olympic committees (hereinafter: NOC) – the fundamental carriers, guardians, promot- ers and ambassadors of the Olympic idea in national environments. The Slovenian edition of the AGENDA 2020 document is not only a translation of the strategic IOC document; it is above all a demonstration of how the ideas in this document will be implemented in Slovenia. When thinking about how to introduce the IOC recommendations in our national space, we naturally also relied on our national strategic and implementation documents, linking the objec- tives, strategies (measures) and projects in these documents with the recommendations contained in the AGENDA 2020. The implementation of AGENDA 2020 in our national environment is shown in Example 1. If the successes of today are simply an opportunity to enact changes tomorrow, as Thomas Bach says, then let’s enact them together and create a better tomorrow. In so doing, we are pursuing the mission statement of the OCS-ASF written down in the following strategy: Creating a Better Slovenia through Sport and Olympism.
