London Assembly Report Subject: Changes to the Membership of the London Assembly Report to: London Assembly (Annual Meeting) Report of: Executive Director of Secretariat Date: 15 May 2020 This report will be considered in public 1. Summary 1.1 This report formally informs the Assembly of the resignation of two Assembly Members, the appointment of two new Assembly Members and related matters. 2. Recommendations 2.1 That the Assembly formally notes the correspondence from the Mayor attached at Appendix 1 regarding the appointment of Dr Fiona Twycross as Deputy Mayor for Fire and Resilience on a full-time basis. 2.2 That the Assembly notes the resignation of Tom Copley AM and Fiona Twycross AM, as Assembly Members and the appointment of Murad Qureshi AM and Alison Moore AM as Assembly Members, together with their subsequent notification that they have joined the London Assembly’s Labour Group. 3. Background & Issues for Consideration 3.1 On 31January 2020 the Mayor wrote to the Assembly to confirm the appointment of Tom Copley AM as Deputy Mayor for Housing and Residential Development, with an indicative start date of 23 March 2020, and that Tom Copley AM would be stepping down as an Assembly Member in due course. That letter was formally reported to the Assembly on 6 February 2020. 3.2 On 19 March 2020 the Mayor wrote to the Assembly to confirm his intention to change Dr Fiona Twycross' appointment as Deputy Mayor for Fire and Resilience, under section 67(1)(b) of the Greater London Authority Act 1999 (as amended) to become a full-time position. That letter is attached at Appendix 1. This letter was reported to the Assembly orally at its Mayor’s Question Time meeting on 19 March 2020 and is now attached for noting formally. 3.3 The Greater London Returning Officer wrote to the Chair of the Assembly on 23 March 2020 to confirm that Tom Copley AM and Fiona Twycross AM had resigned as Assembly Members with immediate effect. City Hall, The Queen’s Walk, London SE1 2AA Enquiries: 020 7983 4100 minicom: 020 7983 4458 www.london.gov.uk 3.4 The letter gave formal notice, in accordance with Section 11(3) of the Greater London Authority Act 1999 (“the Act), that, further to Section 11(4) and 11(5) of the Act, the two vacancies would be filled by Murad Qureshi (who had been fourth on the Labour Party’s List for the 2016 London Assembly elections) and Alison Moore (who had been fifth on the Labour Party’s List for the 2016 London Assembly elections). 3.5 The terms of office of Murad Qureshi AM and Alison Moore AM started immediately, on 23 March 2020. Both Members signed a declaration of acceptance of office on 25 March 2020, in accordance with the Greater London Authority (Declaration of Acceptance of Office) Order 2002/ 1044. 3.6 Murad Qureshi AM and Alison Moore AM subsequently wrote to the Head of Paid Services, in accordance with the Local Government (Committees and Political Groups) Regulations 1990 (as amended), Part III Regulation 8 to provide notice that they had joined the London Assembly’s Labour Group and that notice was counter-signed by the Leader of that Group. 5. Legal Implications 5.1 No legal implications directly arise from this report. 6. Financial Implications 6.1 There are no financial implications directly arising from this report. In answer to your specific question, the EU is vital to London’s economic success. It has been estimated that over half a million London jobs were associated with trade with the EU and a third of London’s business branches - 141,000 - sold goods and services to the EU. Overall, 44% of the UK’s exports are to the EU, far more than to any other region of the world.

Green Homes Grant and Social Housing Decarbonisation Fund The London Assembly Environment and Housing Committees welcome Government investment in making homes more energy efficient and were pleased to see the Green Homes Grant and Social Housing Decarbonisation Fund announced in the Chancellor’s Summer Statement. The energy efficiency of homes in London is a significant problem. Many Londoners face considerable issues with damp, condensation and cold, which in turn negatively affects their health and wellbeing. As this is such a critical issue for Londoners, the Committees are writing to you to outline some questions and key points for consideration, as information for households about the funds continue to emerge and you and your teams further develop and roll them out. We support the Government’s ambition to reach net zero emissions, but this must be achieved sooner than 2050. I sent you an email on Sunday 5 April but am not sure whether you received it so I am resending it as this letter. I am writing on behalf of the Campaign for Clean Air in London (CCAL) to ask you to confirm please whether it is still the government's policy to issue public warnings of significant smog events (i.e. not just those required to be made by law). Perhaps, if the government does not plan to continue this practice, it might 'direct' the Mayor of London to take over responsibility for issuing these warnings to protect public health in London. Clear lines of responsibility would clearly need to be drawn in the latter case. As far as CCAL is aware, the government did not issue a public smog warning before Bonfire night in 2008 or in the week commencing 30 March 2009 week in respect of one of the first summer smogs of 2009. CCAL's considers the lack of such warnings to be surprising - not least when the former was issued in 2006 and 2007 and the latter in 2006, 2007 and 2008. To give you a measure of the severity of the smog in the week commencing 30 March 2009 in London (which coincided with the G20 meetings in London), I received a CERC airTEXT alert on the evening of Thursday 2 April forecasting 'high air pollution everywhere in City of Westminster' - I do not recollect ever before receiving such a severe warning (even in the high summer).

These are addressed individually below: Why is London experiencing such a high growth in Type 2 Diabetes and what impact is this growth having on health spend? Type 2 Diabetes (T2DM) has greater prevalence in people and communities of Afro- Caribbean, Asian, Chinese and Arabic origin and prevalence figures in a cosmopolitan city such as London reflect this variation. Other risk factors which are not specific to London, but contribute to the increased risk of developing T2DM, are principally obesity, which is due to dietary factors and sedentary lifestyles. A background ageing population produces further increased prevalence as the risk of developing T2DM rises with age. Eight per cent of the UK diabetes healthcare budget is still spent on the care and treatment of diabetes-related complications and this represents 10% of the annual NHS budget in England.1 Early diagnosis and improved quality of care for people with T2DM is crucial to prevent further projected rises in healthcare spend on this condition and related complications. 1 How might further growth in type 2 diabetes be curbed? Prevention and effective management of obesity should, in part, mitigate the alarming rise in the incidence of T2DM.

    43rd Mayor’s Report to the Assembly Mayor’s Question Time – 16th July 2020 This is my forty-third report to the Assembly, fulfilling my duty under Section 45 of the Greater London Authority Act 1999. It covers the period from 5th June – 2nd July 2020. Please note that the information in the Mayor’s Report is accurate at the time of publishing. Executive Summary COVID-19 Update Thanks to the efforts and sacrifice of the overwhelming majority of Londoners and the dedication of London’s key workers, the prevalence of the virus in our city has continued to fall in the last few weeks. I am proud of what London has achieved, and especially thankful to the workers who have protected us and kept our city going through this difficult period. Significant steps are now being taken across the country to ease the lockdown, including the reopening of many more businesses on 4 July. This will be welcomed by Londoners and London businesses alike, many of which I know have really strong measures in place to help keep people safe. We have structures in London to help make sure these latest steps run smoothly. The Strategic Coordination Group continues its work across London’s response agencies, the London Transition Board has now met twice, and the London Recovery Board is also now established, to look at the medium and long-term recovery. But it’s now more important than ever that we remain vigilant to the threat of a second wave that could be so damaging to Londoners’ health and London’s economy.
