1. Summary

1.1 This report formally informs the Assembly of the resignation of two Assembly Members, the appointment of two new Assembly Members and related matters.

2. Recommendations

2.1 That the Assembly formally notes the correspondence from the Mayor attached at Appendix 1 regarding the appointment of Dr as Deputy Mayor for Fire and Resilience on a full-time basis.

2.2 That the Assembly notes the resignation of AM and Fiona Twycross AM, as Assembly Members and the appointment of AM and Alison Moore AM as Assembly Members, together with their subsequent notification that they have joined the London Assembly’s Labour Group.

3. Background & Issues for Consideration

3.1 On 31January 2020 the Mayor wrote to the Assembly to confirm the appointment of Tom Copley AM as Deputy Mayor for Housing and Residential Development, with an indicative start date of 23 March 2020, and that Tom Copley AM would be stepping down as an Assembly Member in due course. That letter was formally reported to the Assembly on 6 February 2020.

3.2 On 19 March 2020 the Mayor wrote to the Assembly to confirm his intention to change Dr Fiona Twycross' appointment as Deputy Mayor for Fire and Resilience, under section 67(1)(b) of the Greater London Authority Act 1999 (as amended) to become a full-time position. That letter is attached at Appendix 1. This letter was reported to the Assembly orally at its Mayor’s Question Time meeting on 19 March 2020 and is now attached for noting formally.

3.3 The Greater London Returning Officer wrote to the Chair of the Assembly on 23 March 2020 to confirm that Tom Copley AM and Fiona Twycross AM had resigned as Assembly Members with immediate effect.

3.4 The letter gave formal notice, in accordance with Section 11(3) of the Greater London Authority Act 1999 (“the Act), that, further to Section 11(4) and 11(5) of the Act, the two vacancies would be filled by Murad Qureshi (who had been fourth on the Labour Party’s List for the 2016 London Assembly elections) and Alison Moore (who had been fifth on the Labour Party’s List for the 2016 London Assembly elections).

3.5 The terms of office of Murad Qureshi AM and Alison Moore AM started immediately, on 23 March 2020. Both Members signed a declaration of acceptance of office on 25 March 2020, in accordance with the Greater London Authority (Declaration of Acceptance of Office) Order 2002/ 1044.

3.6 Murad Qureshi AM and Alison Moore AM subsequently wrote to the Head of Paid Services, in accordance with the Local Government (Committees and Political Groups) Regulations 1990 (as amended), Part III Regulation 8 to provide notice that they had joined the London Assembly’s Labour Group and that notice was counter-signed by the Leader of that Group.
