TERM OF REFERENCE 3: STATE-WIDE WATER STORAGE MANAGEMENT The causes of the floods which were active in Tasmania over the period 4-7 June 2016 including cloud-seeding, State-wide water storage management and debris management. 1 CONTEXT 1.1 Cause of the Floods (a) It is clear that the flooding that affected northern Tasmania (including the Mersey, Forth, Ouse and South Esk rivers) during the relevant period was directly caused by “a persistent and very moist north-easterly airstream” which resulted in “daily [rainfall] totals [that were] unprecedented for any month across several locations in the northern half of Tasmania”, in some cases in excess of 200mm.1 (b) This paper addresses Hydro Tasmania’s water storage management prior to and during the floods. 1.2 Overview (a) In 2014, Tasmania celebrated 100 years of hydro industrialisation and the role it played in the development of Tasmania. Hydro Tasmania believes that understanding the design and purpose of the hydropower infrastructure that was developed to bring electricity and investment to the state is an important starting point to provide context for our submission. The Tasmanian hydropower system design and operation is highly complex and is generally not well understood in the community. We understand that key stakeholder groups are seeking to better understand the role that hydropower operations may have in controlling or contributing to flood events in Tasmania. (b) The hydropower infrastructure in Tasmania was designed and installed for the primary purpose of generating hydro-electricity. Flood mitigation was not a primary objective in the design of Hydro Tasmania’s dams when the schemes were developed, and any flood mitigation benefit is a by-product of their hydro- generation operation. -

TERM OF REFERENCE 1: PREPAREDNESS AND PLANS – FLOOD LEVEES The effectiveness of the strategies, preparedness and plans relating to managing flood risk in Tasmania that were in place prior to the June 2016 floods occurring; including existing and potential levee systems. 1 FLOOD LEVEES (a) The purpose of flood levees is to protect assets and infrastructure that have been built on the flood plain and would be at risk during a flood event. (b) There are flood levees in both Launceston and Longford and these were effective during the June floods. (c) The Launceston Flood Authority is responsible for flood protection in Launceston. (d) Hydro Tasmania’s involvement in flood levees in Launceston relates to the relationship between flows from Trevallyn Dam, the practice of silt raking to remove sediment from the Upper Tamar estuary and the role sediment plays in the effectiveness of the flood levees. (e) The ongoing collaboration between Hydro Tasmania and the Launceston Flood Authority to assess this issue is elaborated on below. (f) In addition to a need for flood levees in areas developed on flood plains, the identification and mapping of areas that are known to, or may be regularly flooded, is the preferred approach to provide a long term and more cost effective mitigation of potential flood impacts and to inform future planning. This systematic assessment is supported by the 2016 Tasmanian State Natural Disaster Risk Assessment (UTAS 2016). (g) The management of areas that are subject to flood risk is best implemented via the Land Use Planning and Approvals Act 1993 through Planning Schemes by providing a framework for the management and restriction of the use and development of land. -

A Compilation of Place Names and Their Histories in Tasmania
LA TROBE: Renamed Latrobe. LACHLAN: A small farming district 6 Km. south of New Norfolk. It is on the Lachlan Road, which runs beside a river of the same name. Sir John Franklin, in 1837, founded the settlement, and used the christian name of Governor Macquarie for the township. LACKRANA: A small rural settlement on Flinders Island. It is 10 Km. due east of Whitemark, over the Darling Range. A district noted for its dairy produce, it is also the centre of the Lackrana Wildlife Sanctuary. LADY BARRON: The main southern town on Flinders Island, 24 Km. south ofWhitemark. Situated in Adelaide Bay, it was named in honour of the wife of a Governor of Tasmania Sir Harry Barron. Places with names, which are very similar often, created confusion. LADY BAY: A small bay on the southern end of DEntrecasteaux Channel, 6 Km. east of Southport. It is almost deserted now except for a few holiday shacks. It was once an important port for the timber industry but there is very little of the wharf today. It has also been known as Lady's Bay. LADY NELSON CREEK: A small creek on the southern side of Dilston, it joins with Coldwater Creek and becomes a tributary of the Tamar River. The creek rises inland, near Underwood, and flows through some good farming country. It was an important freshwater supply in the early days of the colony. LAGOONS: An alternative name for Chain of Lagoons. It is 17 Km. south ofSt.Marys on the Tasman Highway. A geographical description of the inlet, which is named Saltwater Inlet, when the tide goes out it, leaves a "chain of lagoons". -

Journal of Australasian Mining History, Vol. 9, September 2011 Observation and the amateur geologist: the success of ‘self- culture’ in Thomas Hainsworth’s exploration of the Mersey- Don Coalfield, Tasmania By NIC HAYGARTH University of Tasmania asmania’s 170-year-old coal-mining industry has never been rich. Thin seams, low quality and often poor access have ensured that local coal struggled to T compete with that imported from mainland Australia, particularly from Newcastle. There have been only two significant Tasmanian coalfields: the Lower Permian beds of the Mersey River and Don River area; and the Triassic beds of the Fingal-Mount Nicholas field. The Cornwall Coal Company, based in the Fingal Valley, is now Tasmania’s sole supplier of coal for general and industrial purposes. The older Mersey-Don coalfield suffered because shafts were sunk before a geological survey was undertaken.1 Little reliable guidance was to be had, anyway, during the infancy of Australian geology, when even its ‘experts’ contradicted each other. The Mersey-Don’s faulted geological structure, unskilled management, physical isolation (until 1885 there was no railway to Launceston, which prevented the Mersey- Don from trying to compete with Newcastle coal for the local market) and insufficient capital all counted against the field. Had its small companies pooled their resources they 2 might have survived: instead, weaker companies perished. Still, it is doubtful that even with better management the field could have prospered. Although the Mersey-Don coal was for decades thought to be the best discovered in Tasmania, it contained too much sulphur for iron-making, and it corroded metal fire-bars, preventing its use on railways.3 In addition, its ash content was too high to enable it to replace New South Wales coal in the bunkering trade or the export trade.4 Establishing this coalfield’s character took more than half a century. -
