GOVERNMENT OF INDIA MINISTRY OF ENVIRONMENT & FORESTS BY SPEED POST No. 13011/06/2012-AVU Dated the 3rd October, 2013 ORDER Whereas Shri Sanjeev Chaturvedi, an Indian Forest Service (EFS) officer, HR:2002, has submitted to this Ministry, an advance copy of his memorial dated 8th October, 2012, addressed to the President under Rule 25 of All India Services (Discipline & Appeal) Rules, 1969, against the Order No. 3319- va-2-2012110266, Dated 21.08.2012 issued by the Government of Haryana. 2. Whereas Shri Sanjiv Chaturvedi has also submitted representations dated 10.11.2012, 31.12.2012, 28.4.2013, 28.5.2013, 7.6.2013 and 28.6.2013 in continuation of his memorial dated 8th October, 2012, requesting to consider them under Rule 24 (1) (a) of All India Services (Discipline & Appeal) Rules, 1969. 3. Whereas the Government of Haryana was requested vide this Ministry's letters dated 31st October, 2012 and 17th December, 2012 to take necessary action on the memorial submitted by Shri Sanjiv Chaturvedi and furnish their action taken report/comments to this Ministry. 4. Whereas the Government of Haryana vide its letter No. 7500-Ft-2-20012/696 dated 16th January, 2013 furnished their comments to this Ministry. 5. Whereas the Government of Haryana vide its Order No. 5044-Ft-2-2012/3788 dated 18th March, 2013, appointed Shri R.K. Singh, IFS, Chief Conservator of Forests, Community Forestry Project, Panchkula, as Inquiry Officer and Shri Satbir Singh Dahiya, IFS, Divisional Forest Officer (T), Jhajjar, as Presenting Officer, to inquire into the charges levelled against Shri Sanjiv Chaturvedi. 6. Whereas the President of India, after careful consideration of the issues raised in the memorial/subsequent representations furnished by Shri Sanjiv Chaturvedi, comments of the Government of Haryana, and all facts and circumstances of the case, is of the opinion that none of the charges contained in the charge sheet served upon Shri Sanjiv Chatuvedi by the Government of Haryana vide its Order No. 3319-va-2- 2012110266 dated 21.08.2012 is sustainable and the charge sheet deserves to be revoked/quashed. 7. Now, therefore, the President, in exercise of powers under Rule 24 (1) (a) All India Services (Discipline & Appeal) Rules, 1969, upholds the memorial/representations submitted by Shri Sanjiv Chaturvedi and orders that the charge sheet issued to him by the Government of Haryana vide its Order No. 3319-va-2- 2012/10266 dated 21.08.2012 and Order No. 5044-Ft-2- 2012/3788 dated 18th March, 2013 vide which an inquiry was ordered against Shri Sanjiv Chaturvedi stands revoked/quashed, with immediate effect.
