A Qualitative Inquiry Into Royal Canadian Navy Culture Stephan Navigating Through The Navy: A qualitative inquiry into Royal Canadian Navy culture Stephan Lucu Department of Integrated Studies in Education McGill University, Montreal August, 2013 A thesis submitted to McGill University in partial fulfillment of the requirements of the degree of Masters of Arts in Culture and Values in Education. © Stephan Lucu 2013 ii Abstract This qualitative study aims to describe and understand the cultural identity of those in the Royal Canadian Navy. In this inquiry I use the autoethnography as a methodology, and in-depth interviews with members of the Royal Canadian Navy to understand the meaning of navy culture and its implications on the daily lives of its members. My analysis is shaped by the works of Hall (1996, 2000), Ellis & Bochner (2002), and Barker (2000). The participants answered a series of questions in an attempt to better understand what they perceived to be the most salient aspects of Royal Canadian Navy culture. They also expressed their thoughts on how the Royal Canadian Navy has shaped their identities and whether being a member of the Royal Canadian Navy has instilled a sense of belonging and recognition in their lives. My autoethnography recounts my experiences with the Royal Canadian Navy and how I interpreted its culture. I conclude with the implications the findings may have for future studies into Royal Canadian Navy culture such as gender issues and alcoholism. iii Résumé Cette étude qualitative a pour objectif de décrire et de comprendre l'identité culturelle de ceux de la Marine Royale Canadienne. Dans cette étude, j'utilise la méthode de recherche qualitative d' autoethnographie et j'entretiens avec des membres de la Marine Royale du Canada afin de comprendre le sens de la culture marine et de ses implications sur la vie quotidienne de ses membres. Mon analyse est façonnée par les travaux de Hall (1996, 2000), Ellis & Bochner (2002), et Barker (2000). Les participants ont répondu à une série de questions pour tenter de mieux comprendre ce qu'ils perçoient comme les aspects les plus saillants de la culture Marine Royale Canadienne. Ils ont également exprimé leurs réflexions sur la façon donc la Marine Royale du Canada a façonnée leur identité et si d'être un membre de la Marine Royale du Canada a insufflé un sentiment d'appartenance et de reconnaissance. Mon autoethnographie raconte mes expériences avec la Marine Royale Canadienne et la façon dont j'ai interprété sa culture.     Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress September 16, 2021 Congressional Research Service https://crsreports.congress.gov RL32665 Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress Summary The current and planned size and composition of the Navy, the annual rate of Navy ship procurement, the prospective affordability of the Navy’s shipbuilding plans, and the capacity of the U.S. shipbuilding industry to execute the Navy’s shipbuilding plans have been oversight matters for the congressional defense committees for many years. In December 2016, the Navy released a force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. The 355-ship goal was made U.S. policy by Section 1025 of the FY2018 National Defense Authorization Act (H.R. 2810/P.L. 115- 91 of December 12, 2017). The Navy and the Department of Defense (DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal. The new goal is expected to introduce a new, more distributed fleet architecture featuring a smaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier of large unmanned vehicles (UVs). On June 17, 2021, the Navy released a long-range Navy shipbuilding document that presents the Biden Administration’s emerging successor to the 355-ship force-level goal. The document calls for a Navy with a more distributed fleet architecture, including 321 to 372 manned ships and 77 to 140 large UVs. A September 2021 Congressional Budget Office (CBO) report estimates that the fleet envisioned in the document would cost an average of between $25.3 billion and $32.7 billion per year in constant FY2021 dollars to procure.

Bolingbroke, Idea of a Patriot King (1749) The Royal Canadian Navy (RCN) corvettes that supported the Allied landings in North Africa beginning in November 1942 achieved substantial success. This little-known story is important, for the Canadian warships gave outstanding service at a time when the fortunes of the main RCN escort forces in the north Atlantic had dropped to their nadir. Problems resulting from overexpansion and overcommitment had, as has been fully documented in recent literature, raised grave doubts about the efficiency of Canadian escorts.2 What has yet to be properly acknowledged was that the operations of RCN ships in the Mediterranean and adjacent eastern Atlantic areas during these same months of crisis demonstrated that given an opportunity Canadian escorts could match the best. On 25 July 1942, after months of high-level discussions concerning the strategic direction of the war, Allied leaders agreed to invade North Africa in a campaign named Operation Torch, rather than immediately opening a second front in Europe. On 27 August 1942 the First Sea Lord signalled Vice-Admiral P.W. Nelles, Chief of the Naval Staff (CNS), "that Admiral Cunningham's [Naval Commander Expeditionary Force] Chief of Staff, Commodore R.M. Dick, would be visiting him in Ottawa with some information."3 The material proved to be an outline of Operation Torch, along with a request that the RCN provide escorts for the operation.

The 20 Naval Divisions of the Royal Canadian Naval Reserve are under the over-all command of the Commanding Officer Naval Divisions, with headquarters at Hamilton, Ont. There are naval staffs in London, England, and Washington, D.C., U.S.A., to maintain liaison with the Royal Navy and the United States Navy. As a result of Canada's NATO commitments, officers of the Royal Canadian Navy serve on the staffs of: the Supreme Allied Commander, Atlantic, at Norfolk, Va., in the United States; the Commander-in-Chief, Eastern Atlantic Area, at Northwood in Britain; and the Com­ mander-in-Chief, Western Atlantic Area, at Norfolk, Va. The Flag Officer Atlantic Coast holds the NATO appointment of Commander, Canadian Atlantic Sub-Area. The strength of the RCN on Aug. 31, 1964, was 20,276 officers, men and women in the regular force and 2,875 in the reserve force.
