Samajik Vikas Sansthan has travelled 30 years of journey. Now, here, we feel our pleasure to present our one year Annual report of Samajik Vikas Sansthan, Pure, Madhubani, Bihar for the year 2016– 2017. We have only tried our level best to put our full effort as per our capacity and knowledge to serve the targeted community people. We have been success on some important fronts of development.

During the year, all the activities and programmes were planned and conducted in consultation with the target beneficiaries.

The major programmes implemented during the year were on Axshya Project TB control, Special School for children with Disabilities, Computer Training, Kala-azar Elimination, AYUSH Promotion, Special Child Labour School, Promotion of Traditional Health Systems (PTHs), NFE, Tailoring Training, Hepatitis-B Awareness & Vaccination Programmes, Mother and Child health care, socio-economic status upliftment, mainstreaming the traditional women artisans, Community Based Disaster Management and Mitigation and child rights.

We are grateful to all funding as well as Support agencies and individuals that have helped us to find the right path at the right direction and moment.

On behalf of the Organization, I also thank all Executive Committee Members, my colleagues/staff members and People who have put their best efforts with almost dedication with commitment and time to help us to go ahead in the desired direction.

PART-I

Activities of Samajik Vikas Sansthan during 2016-17

!2 During the year, Samajik Vikas Sansthan has covered selected blocks of Madhubani and Darbhanga districts in Bihar during the year 2016-17. It is a grass root level organization. It is mainly working with community through their full involvement. Following major activities have been carried out by the organization during the year as mentioned below: Kala-azar Elimination Project: Samajik Vikas Sansthan has been implementing Kala-azar elimination project in two districts of Bihar namely-Darbhanga and Madhubani districts with support of Voluntary Health Association of India, New Delhi since Nov 2011. Under this project following major activities have been carried out as- Community Mobilization, IRS, PRI, School, ASHA Training, Meeting with community and govt. officials etc. The main purpose of the project is to reduce the cases of kaka-azar cases through community awareness and mobilization of govt. health services. Asxhya Project -TB Control Project: The organization has been implementing Axshya Project T.B Control project in Manigachhi, Tardih, Kiratpur, Jale, Singhwara Ghanshyampur block of Darbhanga district in Bihar with support of Voluntary Health Association of India, New Delhi since 2011. Tuberculosis is one of the major health problems in Bihar where Darbhanga district is severely affected. It is due to lack of proper service availability, poor information at the community level, lack of health consciousness, poverty and unhealthy habits. !3 Special School for children with Disabilities:- The organization is running school for selected 25 (Hearing Impairment) children with disabilities. The school is situated in the organization campus. The children who are in the school are between the age group 06-14 years. Out of the 25 children 19 boys and 06 girls. These students are identified from among the Dalit and Maha dalits community (most marginalized and poor communities) and Muslim community of Lakhnaur, Madhepur blocks of in Bihar. This is a non- residential education the classes are on from Monday to Saturday from 11 A.M to 2 P.M. The parents and the Guardians of these children are happy with the improvement in the knowledge, action, and understanding of their children who are enrolled in this school? The organization is also getting a lot of demands from the nearby community/ places to enroll their children/relatives the age 06-14 years in school run by the organization. The organization is also in the process of mobilizing the concerned government district officer for issuing the disabilities certificate for the children enrolled in the special school being run by the organization.

Herbal Plant Development Program It is one of the core programmes of the organization. Under this community awareness and their involvement is sought for cultivation of herbal plants, development of kitchen garden and Herbal garden and collection of Herbs is done to Promote Alternative Health practices. During the year, the organisation has organized several training cum workshop to sensitize people to promote the use of herbal medicine and to safeguard the innocent poor people from the clutches of the modern sophisticated side effect medicines. The main achievement of the awareness program is that about 55% of the village women have started planting herbal plants and people’s inclination has been found increased towards treatment through herbal medicines. Computer Training:- The organization has initiated Computer training for the unemployed, youths from the financial years-2016-17. During the years it has enrolled 15 students. These students are identified from the poor and marginalized community in consultation with the concerned ward members of the community the Computer Training Center is set in the organizational premises at Pure. The organization is getting demand from many other students from Madhepur and other nearby block of Madhubani district for their enrollment in the Computer Training. Tailoring Training:- The organization has been working for empowering village women and young girls through various means and ways. The organization has been trying to uplift the community women socially, economically through various Senitization meeting, awareness camps, capacity building training, linkage development, formation of women led groups, vocational training etc. The organization has organised 03 months. Tailoring Training for poor’s Women’s and Girls At-Pure, in the organization center. These targeted beneficiaries were covered from the following panchayats of Lakhnaur and Madhepur block of Madhubani district namely- Pure, Ramchandra, Belauncha, !4 Pachchi Pipra. During the financial years 2016-2017, the organization has trained Total one hundred women and girls trained in this Trade.

After completion of the training, 40% of the trainees have already started growing income by doing tailoring work from their own houses, 20% have tied up with their tailoring shop already exist in the area and rest are searching for the opportunities.

SHGs Formation Camp:- 120 SHGs have been formed. All the groups’ members are women. These SHGs is very much helpful for developing the saving habit as well as taking decision for utilizing of their resources. Resulted they seems to be a more confident from the earlier period. During the whole process each members of the groups has meet the consumption and production need of their families. The organization has organized two training program for enhance their skill and knowledge, leadership and Group discipline for making their group self-reliant and self-dependent.

Literacy Awareness Programme Out of school and Drop outs are common phenomenon in our target areas. It has been decreasing significantly due to our continuous meetings and discussion with concerned family members. Street play and community meeting proved beneficial in this regards. Scholarship scheme for children of weaker section of society has been continue in reporting financial year and 6 students were assisted for continuation of their education. Under the banner of SVS, three literacy awareness camps was organized during the month of June, October 2016 and February, 2017 in Tamuria, Umari and Maibi Panchayat of Lakhnaur Block to flag out the importance of education in building better society especially in backward poor community of Schedule caste. In which total of 145 parents participated and shared their view regarding education and its importance.

Skill Development for Women One of the ways to empower the women is to make them Skilled in different area and generate some income by which they can play a major role for their family. SVS has formed a school in Pure village under Belauncha Panchayat in which 54 women are getting trained in different areas like Tailoring, Stitching etc. and also they are educated up to class VIIth. Beside that the organization has been doing regular follow-up of the earlier formed women SHGs of artisans. It has opened the bank account of the 14 more women SHGs of artisans of the Madhepur block is the Gramin Kshetriya Bank, at Belauncha, Tamuria, Madhepur and PNB Madhepur. The organization has also developed a network of seller and buyer to promote the rural women artisans of the area. The organization is now getting request from the mukhia of some panchayats of Madhepur block of Madhubani district to continue such activities in their area also. .

!5 Environmental Awareness Programme Two one day environmental camps of one day each were organized at different places of Lakhnaur block in Madhubani district. The major concerned topics discussed were: water conservation, how to make it free from pollutions, need of “Afforestation”, Safe drinking water, hazardous impact of pesticides, Soil Pollution and use of vermin compost, cleanliness of local roads markets, drain etc. During the awareness camp nukkad natak/street play, miking and posture exhibition were done.

Agriculture & Horticulture Development program

Our operational area is flood prone. So, after flood, the land becomes fertile and agriculture is one of the prime & sole resources of livelihood in the area. So, the organization has kept this activity as an ongoing activity of the organization to promote mixture of traditional and modern agricultural practices for required agricultural production. Under the sustainable agriculture growth equity program, a tractor was purchased earlier to plough the field of the farmers in cheaper rate. It has reduced the farming cost and the farmers are in a position to purchase required Seed, fertilizer etc. from the saved money. During the reporting financial year the SVS has organized 3 camps in different locations in Madhubani district for the promotion and awareness of technical skill related to agriculture and horticulture development program.

Community Based Disaster Management Initiative: Our operational area is a flood prone area. 47% of the agriculture land remains water logged for at least 2 to 3 months after rainy season. So the organization carries out several activities to manage and mitigate the severe effect of flood. The core objective is to build the confidence among the community to manage and reduce the vulnerability aspect of the flood. During the year various training programme has been provided to farmers, youths, TBA’s, Volunteers etc. The programme was conducted in 5 most flood affected panchayats of Madhepur block in Madhubani district.

Family Planning Awareness Camp One of the major root causes for the poverty and backwardness of the country is rapid growth of Population. Therefore, with the help of PHC, in Laufa Panchayat and Jorla under Belauncha Panchayat, two-day family Planning awareness Camp was organized. In this several issues has been address for controlling the population growth.

Seminar on Surb Shiksha Abhiyan Recognizing the poor literacy rate in the area, it was felt that Education is most necessary aspect for the over all holistic development of the people. The broader objective of this seminar to make aware about the important of Education and reduce the drop out rate of School going children particularly the girl’s children. The program was held on dated Oct 18th, 2016 at village Kachua Haat. Altogether 53 to 65 people were participated in this seminar. Shri Kameshwar Kamati, Shri Surendra Pd. Singh and Shri Ramnarayan Singh were present to put their valuable view to facilities the whole session.

!6 Blindness Control Awareness Camp During the year, Samajik Vikas Sansthan with the help of District Blindness Control Society, Madhubani has carried out the eye checks up Camps at the different part of the operational areas. The organization has also organized one-day camp in the month of November 2016 and named as “Netra Suraksha Shivir”. The staff from the PHC Madhepur took active participation in this program. In the camp, different aspects for the prevention & control from eye diseases were flagged out and Vitamin A was also distributed to the poor villagers. In this near about 46 Participants were present and benefited.

AIDS & Cancer Awareness camp The organization has been involved in AIDS awareness for last 18 years. It is growing rapidly in in many parts of Madhubani district due to high migration, poverty and poor services and improper information among the general community people. So there is an urgent need to prevent general mass to prevent them from the infection of HIV/ AIDS. During the year, the organization has organized 2 AIDS awareness camps one at Lakhnaur block and another at Madhepur block in Madhubani district.

Seminar on Child labour The organisation had organized 2 one day Seminars one at Bella village under Belauncha Panchayat and another at the organization training centre in Madhubani district. The main objective of the workshop was to create general public awareness and Sensitize in committees and make them accountable to protect children from middle men and employers and to stop migration of children. More than 109 people were present in both the seminars.

Awareness camp on consumer protection The organization has been disseminating information to aware and sensitizes the general mass on consumer rights for last several years. During the year, a one-day awareness camp on consumer protection was organized at Pure in Belauncha panchayat of Lakhnaur block in Madhubani district.

Human rights Awareness Program The community women in many remote area of our operational area do not have knowledge about their legal rights to cope up the present situation. The SVS team believes that without empowering women, we cannot achieve the Goal of just society, keeping in that point, a two day workshop was organized in in the organizational premises at Pure for building confidence as well as knowledge among the community women to eradicates such social cause, enhance their legal rights.

Reproductive Child Health Program Due to lack of knowledge and intense poverty the community does have a very high expense on the RCH and the other health aspects. Thus “Prevention is better than Cure” is the core for the operation of such type of activities. Thus various seminars have been organized under the banner of Samajik Vikas Sansthan. The organization has also trained ten villages under five panchayats Health workers and ten TBA’s. The wall writing has been also carried out at the centrally located place in the operational area of Samajik Vikas Sansthan.

!7 Bee Keeping Looking after the local resources and income generation the organization has conducted a training programme on regular basis since last few years on Bee Keeping and Honey Production. In this course 15 village women were trained under the organization banner. The activity is mainly done during the period of January to June. In one season the honey production is up to one quintal. This finds an alternative source of income for the women.

Crèche Programme

With the support of Samaj Kalyan Board, the organization is running a Creche Programme in Tamuria panchayat of Lakhnaur block in Madhubani district. In the poor community of Harijan and Dalits, the condition of their kids become worst as they move for their daily wage earning in different places every day. Looking after this serious and pity problems a Crèche has been formed under the Rajiv Gandhi National Crèche Programme in the above mentioned Panchayat. In which 30 poor child of the age group of 0-6 Years are taken care by skilled hand of the care takers. Now, it is expected that the no. of children will increase in the next financial year.

Women Empowerment Programme The has been working for empowering the rural women artisans for last empowering the rural women artisans for last many years. During the year, 88 rural women of Lakhnaur block has been given skill training on stiching, embroidery and Madhubani painting the organization has also developed to women SHGs of rural artisans in Lakhnaur block in Madhubani district. Thereafter it was tried to link them financial institution Like Gramin Kshetriya Vikas Bank, Belauncha, Tamuria, Madhepur & PNB Madhepur. Now, few women SHGs of local artisans have already taken loan from Gramin Kshetriya Bank to use that for purchasing raw materials for developing their handicraft item. Now, they are selling their items at different places. At the same time organization (SVS) has helped them to take part in different fairs organized govt. or any other agencies at Lakhnaur, Madhepur, and Madhubani head quarter & in other district.

Handicraft Promotion Programme The organization has been promoting village women who are engaged in different handicraft works with a view to preserve the age old traditional crafts of the area, During the year, the organization has carried out few related activities as- Embroidery etc., Meeting of SHSs leaders, Strengthening networking of SHGs, Process initiated for development of federation of women artisans SHGs and Skill development training of 92 rural women artisans on Madhubani Painting.

Population control Awareness Rapid and uncontrolled increase in the population is a root cause for the every problem. In the poorest community of the rural areas the awareness regarding birth control and better quality of life is very less. Recognizing this serious problem SVS has organized awareness camp in four panchayats namely Belauncha, Laufa, Kachua and Maibi.

Background of the organization Inspired by the Ideology of Gandhi and Jay Prakash Narayan, Samajik Vikas Sansthan (SVS) came into existence in the year 1987.After studying the socio-economic condition of the area and regular discussion with local like-minded peoples; the need to form an organization was felt because the area has a long history of negligence and exploitation. The problems were so acute and immense that they were not handled in a short period with isolated and single-handed efforts. As results of it, SVS was registered under the Societies Registration Act in the year 1987 and Foreign Contribution Regulation Act in the year 1989.

Vision Samajik Vikas Sansthan has Vision to have a “Rural Self Reliant Society.”

Mission Since inception, Samajik Vikas Sansthan has the mission to empower down–trodden and disadvantaged community in such a way that they can utilize their potential and resources for their overall development in a sustainable manner. Structure Samajik Vikas Sansthan is a non-profit and non-political organization. The organizational and administrative structure of SVS is based on democracy, dedication, Services and absolute voluntarism. The Executive Committee meets quarterly to review the program/activities and take decision for the future courses of action. The Executive committee of SVS is responsible for overall Program execution, staff and Project administration. Every year one Aam Sabha has been organized in the month of January having at least 25 person of local area other than executive members.

All the Project activities are carried out with an approach of Participatory development and networking in which the beneficiaries themselves including the youth and women, organization take active role in Problem identification, beneficiaries selection , management and implementation of the Project. The SVS takes the traditional community as the basis of organization building. It believes in Down to Top approach in which the grass root community has their voice in the decision making process. The Community and women organizations are made sensitive, active and alive for the purpose of any project Implementation.

!10 AIMS & OBJECTIVE

❖ To improve the present condition of rural people by lowering Poverty, Unemployment exploitation, illiteracy etc.

❖ To organize people in availing of the government facilities.

❖ To collaborate with the government and Voluntary agencies in the development activities such as income generation, health, Education, environment conservation, agriculture etc.

❖ To promote better health and hygienic Practices and Small family norm among the rural people.

❖ To organize rural people and women for Leadership development and development of people’s pressure and Vigilance Committee.

❖ To create an opportunity of Education for the Children of the depressed Section and the rural People.

❖ To Promote and develop appropriate rural Technology and non-conventional energy Sources.

❖ To Promote Cultural activities and preserve the Culture and tradition of the Society.

❖ To develop infrastructure facilities like Sanitation, road, safe drinking water and low cost house in the Village.

BACKGROUND OF THE OPERATIONAL AREA

The Districts Madhubani is located at the extreme north Part of the Bihar State. The area is commonly known as “Mithilanchal belts”. Due to regular occurrence of the flood, the people don’t have control over the resources. Basically the geographical area of Madhubani is just like a “Delta” in which approximately all together seven rivers are running in these area. The 30% of the geographical area constitute the part of the rivers. Apart from this the most of the lands has falls under the low land area. Thus the agriculture crops are very insecure in these areas and people take only one crop in Rabi Session. However, some of the lands are utilized for the Cultivation of “garma dhaan” and “wheat” Production, in which some of upland is used for Vegetable Cultivation. Most of the lands belong to Upper caste Community. They are basically “landlords”. Agriculture is the Primary occupation of these people. But due to lack of stake holding of the resources as well as regular occurrence of flood, Male community migrates frequently in these areas. Women are quit Oppressed in living in a deplorable state. The family member’s treats widow harshly.

!11 This is a place of many superstitious and women are subject to various restriction and social value System even though they have the ability. Due to migration of heavy male population, the women have taken major responsibility/accountability towards the family especially in the case of Children and old age people. Feudal System is still in the practice in these areas.

Therefore the poorest of the poor community has totally dependence upon the landlord, who belongs to upper caste Community. At the very early stage, the children have engaged for some productive work to generate income for the family. Therefore, only 18% of women and 32% of men are literate, which is much lower comprising national average. Nearly 79% of the total Population belongs to Scheduled caste and socially backward class Community. This Segment of Population is still very far from the main stream of Development. Water born disease is very common in this area. The IMR is 85. Due to the negligence from the other part, the government machinery is totally defunct in these areas since the flood is the international issue between the government of Nepal and India. It is very much difficult to cope up with this Situation. Thus Poverty is the Outcomes of this isolation and creates a viscous circle. Therefore physical weakness, powerlessness and Vulnerability of the people are also interrelated root cause of these areas. All together 25 development Block are established in the districts, out of which Madhepur, Jhanjharpur, Anandhrathadi and Lakhnaur is very for from the main stream of development. These block on an average approximately 60 km. far away from the Districts Headquarters Madhubani. The population density is very high in this area. If we consider the total lands as a unit, then roughly we can say that 35% of lands come under the area of flood / water logging affected area 25% of lands comprise of house lands/offices/market place, and 40% of lands utilized for cultivation/agricultural purpose. Keeping in that point of view and analysis about the total land holding structure of whole cultivable lands then we find that 85% of total utilized cultivable lands are belongs to higher caste community which has very lesser population in the area. The resource-less community are working as a wage laborer in there lands, which is very less profitable. Resulted they will getting help from the money lenders for the livelihood security and meet the production and consumption needs of the family.
