The areas covered by Commissariot Courts pre 1800 in Scotland relate to Church jurisdiction and not county borders so more than one Court can cover a County. The Commissariot Court of Edinburgh had jurisdiction for the whole of Scotland and abroad and should also be checked. These Testaments are for personal property only. The Library has a complete set of Indexes for pre 1800 Commissariot Court Wills. The Commissariot of Caithness comprised the County of Sutherland. Purpose/Executive Summary 1.1 This report seeks Members’ agreement to proceed to a statutory consultation, under the Schools (Consultation) (Scotland) Act 2010, for formal closure of Stoer Primary School. 2. Recommendations 2.1 Members are asked to agree to proceed to statutory consultation, on the basis of the Proposal attached to this Report. 3. Background 3.1 Stoer Primary School has been mothballed since July 2016. Current projections suggest a maximum roll of six P1-7 pupils within the school’s catchment over the next few years. 3.2 The Council proposes to proceed to statutory consultation for formal closure of Stoer Primary School. If approved, the Stoer PS catchment area would be re-assigned to that of Lochinver Primary School. 3.3 This proposal is being brought forward following informal consultation with local stakeholders and elected members, and having examined viable alternatives that could be considered. 3.4 The Proposal Paper (Appendix A) and other appendices attached to this Report set out the basis of the proposal, including the educational, community and transport implications associated with it. 3.5 Subject to a Committee decision to proceed to statutory consultation, a public meeting will be held in Stoer to discuss the Council’s proposal, and there will be considerable opportunity for stakeholders to submit views to the Council in advance of any final decision being made.

    SCOTTISH ARCHIVES 2013 Volume 19 © The Scottish Records Association Painting Time: The Highland Journals of John Francis Campbell of Islay Anne MacLeod This article examines sketches and drawings of the Highlands by John Francis Campbell of Islay (1821–85), who is now largely remembered for his contribution to folklore studies in the north-west of Scotland. An industrious polymath, with interests in archaeology, ethnology and geological science, Campbell was also widely travelled. His travels in Scotland and throughout the world were recorded in a series of journals, meticulously assembled over several decades. Crammed with cuttings, sketches, watercolours and photographs, the visual element within these volumes deserves to be more widely known. Campbell’s drawing skills were frequently deployed as an aide-memoire or functional tool, designed to document his scientific observations. At the same time, we can find within the journals many pioneering and visually appealing depictions of upland and moorland scenery. A tension between documenting and illuminating the hidden beauty of the world lay at the heart of Victorian aesthetics, something the work of this gentleman amateur illustrates to the full. Illustrated travel diaries are one of the hidden treasures of family archives and manuscript collections. They come in many shapes and forms: legible and illegible, threadbare and richly bound, often illustrated with cribbed engravings, hasty sketches or careful watercolours. Some mirror their published cousins in style and layout, and were perhaps intended for the print market; others remain no more than private or family mementoes. This paper will examine the manuscript journals of one Victorian scholar, John Francis Campbell of Islay (1821–85).

Duwe 2nd Edition January, 2012 Executive Summary This publication is part of a series dealing with local communities which were predominantly Gaelic- speaking at the end of the 19 th century. Based mainly (but not exclusively) on local population census information the reports strive to examine the state of the language through the ages from 1881 until to- day. The most relevant information is gathered comprehensively for the smallest geographical unit pos- sible and provided area by area – a very useful reference for people with interest in their own communi- ty. Furthermore the impact of recent developments in education (namely teaching in Gaelic medium and Gaelic as a second language) is analysed for primary school catchments. Gaelic once was the dominant means of conversation in East Sutherland and the western districts of Caithness. Since the end of the 19 th century the language was on a relentless decline caused both by offi- cial ignorance and the low self-confidence of its speakers. A century later Gaelic is only spoken by a very tiny minority of inhabitants, most of them born well before the Second World War. Signs for the future still look not promising. Gaelic is still being sidelined officially in the whole area. Local council- lors even object to bilingual road-signs. Educational provision is either derisory or non-existent. Only constant parental pressure has achieved the introduction of Gaelic medium provision in Thurso and Bonar Bridge.

The British Trust for Ornithology Scotland, Stirling, FK9 4NF * [email protected] Introduction Many birds have declined across Scotland and the UK as a whole (Balmer et al. 2013, Eaton et al. 2015, Foster et al. 2013, Harris et al. 2017). These include five species of farmland wader; oystercatcher, lapwing, curlew, redshank and snipe. All of these have all been listed as either red or amber species on the UK list of birds of conservation concern (Harris et al. 2017, Eaton et al. 2015). Between 1995 and 2016 both lapwing and curlew declined by more than 40% in the UK (Harris et al. 2017). The UK harbours an estimated 19-27% of the curlew’s global breeding population, and the curlew is arguably the most pressing bird conservation challenge in the UK (Brown et al. 2015). However, the causes of wader declines likely include habitat loss, alteration and homogenisation (associated strongly with agricultural intensification), and predation by generalist predators (Brown et al. 2015, van der Wal & Palmer 2008, Ainsworth et al. 2016). There has been a concerted effort to reverse wader declines through habitat management, wader sensitive farming practices and predator control, all of which are likely to benefit waders at the local scale. However, the extent and severity of wader population declines means that large scale, landscape level, collaborative actions are needed if these trends are to be halted or reversed across much of these species’ current (and former) ranges.

  • April 2017 As a Low Pressure System Traversed South-West England
    Hydrological Summary for the United Kingdom General April was an exceptionally dry month dominated by high pressure with few notable rainfall events. Most of the UK recorded less than half the average rainfall, and some parts of southern England and eastern Scotland registered less than a fifth. For the UK overall, April was the equal ninth driest in a series from 1910, the culmination of a period of rainfall deficits that have accrued since summer 2016. The Southern region of England registered its driest July–April in a series from 1910. With minimal rainfall, soil moisture deficits (SMDs) increased rapidly. For the Forth region, end of April SMDs were the third highest in a series from 1961 and highest since 1980. Following prolonged river flow recessions throughout the month, daily flows in some catchments approached or eclipsed late April minima. River flows were substantially below average for most of the UK, with notably low flows in Northern Ireland, eastern Scotland and south-east England. April outflows from the English Lowlands were the fourth lowest in a series from 1961, only surpassed by the notable drought years of 1976, 1997 and 2011. Groundwater levels stabilised or followed their seasonal recessions at the majority of index sites and remained at or below normal everywhere except south-west Scotland and north-east England. Reservoir stocks fell in April, substantially so in some impoundments in northern England, and although most remained only moderately below average there were some notable shortfalls (e.g. 18% below normal at Bewl). Reservoir storage in the Northumbrian region and for Scotland overall was only marginally above previous April minima in series from 1988, though reservoir stocks remain relatively healthy overall.

    Sutherland Local Plan Strategic Environmental Assessment Scoping Report April 2006 1. INTRODUCTION 1.1 The purpose of this Strategic Environmental Assessment (SEA) scoping report is to set out sufficient information on the Sutherland Local Plan to enable the Consultation Authorities to form a view on the consultation periods and the scope and level of detail that will be appropriate for the environmental report. 1.2 This report has been prepared in accordance with Regulation 17 of the Environmental Assessment of Plans and Programmes (Scotland) Regulations 2004. 1.3 The Highland Council is also preparing Local Plans for the Skye and Lochalsh and Lochaber areas. Separate scoping reports have been prepared for these plans, but it is intended that as far as possible, a consistent approach is taken both to the preparation of the plans and to the methodology and format of the strategic environmental assessment. 1.4 The Highland Council’s approach to carrying out the Strategic Environmental Assessment is based on the methodology developed whilst preparing the retrospective SEA for the Wester Ross Local Plan, in partnership with the Consultation Authorities.
