Madias entered into an Administrative Order by Consent (AOC) effective July 29,2003. The AOC was issued to address conditions at the Sybill site that presented an imminent and substantial endangerment to public health and the environment. Specific factors considered in this determination were the presence of large volumes of oil in deteriorating tanks with no secondary containment, flammable waste with flash points less than 140 Fahrenheit, tanks of acids and bases, drums of oxidizers, and drums of toxic wastes including benzene and methyl ethyl ketone.
