REGIONAL FORMATION AND DEVELOPMENT STUDIES, No. 2 (10) ON THE PROBLEM OF ASSESSMENT OF SUSTAINABILITY IN THE SEA SHORE REGION Kristina ramanausKaitė1, angelija Bučienė2 Klaipėda University (Lithuania) ABSTRACT Definitions and sets of indicators as well as approaches on sustainable development are compiled, discussed and evaluated in this paper. The researched region embraces for five urban and district municipalities in western Lithuania and Latvia in the total area of 1393.93 km2. The scheme of steps of assessment of sustainability with selected sets of indicators relevant for the sea shore region of Lithuania and Latvia is presented and discussed. KEY WORDS: sustainability, assessment, sea shore region. JEL CODES: Q01, Q56. Introduction The sea shore or coastal zone’s importance in the country’s economics is one of the greatest in most of world countries because of high natural and human resources located there (Berkes et al., 2003; Gadal and Lekavičiūtė, 2012; Walter, Stützel, 2009). In the sense of spatial planning, it involves a territory in the sea and on land, the boundaries of which are defined by mutual influences and interests (Pužulis, 2010; Spiriajevas, 2012; Burgis, Čiegis, 2012). According to the research in Finland, about 40 % of Baltic sea shore habitat types are threatened (SH7 Red-listed, 2008). The seashore meadows, seasonally flooded meadows and paludified wet meadows are among the most valuable rural landscapes in the coastal areas. This kind of areas has most certainly decreased lately, due to decreased grazing and hay harvesting, drainage activities, cultivation or increased damp construction with shrinking of agricultural activities. However the tourism, recreation, fishing, sports are increasing and their impact on the environment in these regions increases as well.

Medvedeva Schmidt Institute of Physics of the Earth (IPE), Russian Academy of Sciences (RAS), Bol’shaya Gruzinskaya ul. 10, Moscow, 123995 Russia e-mail: [email protected] Received December 17, 2007 Abstract—The paper discusses problems of seismic zoning of the Kaliningrad region, where a series of per- ceptible earthquakes occurred in 2004; the strongest event had a magnitude of Ms = 4.3 and produced shakings of an intensity of 6 in the coastal zone of the Sambiiskii Peninsula, classified as a 5-intensity zone. The enhanced seismic effect is shown to be caused by bad ground conditions, long-term action of seismic effects, resonance phenomena, and other factors. To gain additional constraints on the seismic hazard degree in the Kaliningrad region, the paper discusses an improved version of the model of earthquake sources underlying the compilation of normative maps of seismic zoning (OSR-97). Modified fragments of OSR-97 probability maps of the Kaliningrad region are constructed at different levels of probability that the seismic effect indicated in the maps will be exceeded over 50 yr.     Challenges and Opportunities for Kaliningrad in an Enlarged Europe Vladimir Yegorov Remarks at a Conference “Building Wider Europe” Vilnius, 30th November 2002 I would like to thank the convenors of this Conference and its participants for the presented opportunity to take part at this event and make a report. I think that within the framework of the European integration, the situation of the Kaliningrad oblast is undergoing a cardinal change, and before long we will find ourselves fully surrounded by states that enter into the European Union, states that are included into the area of NATO, the Euro zone and the Schengen area. In the Russian-EU Summit in Brussels, the Kaliningrad compromise, as it was perhaps rightly named by Mr Ciosek, was found, and this compromise is able to meet today the requirements of all the interested parties. I am noting this with a particular satisfaction as I personally attended this Summit. Together with the President of the Republic of Lithuania Mr Adamkus, we yesterday analysed all the aspects of implementing the Joint EU-Russian Statement and came to the conclusion that for the present time this is the most promising document. The more so, that consultations between Lithuania and Russia have starred, and it is an extremely vigorous start, as it will he necessary to transform all of the 15 provisions of this Joint Statement into technical regulations in order to implement the idea of this compromise document. I must say that it is not only the transit issue that poses problems for the Kaliningrad oblast. The participants of this Conference are well aware of the fact that only a decade ago the Kaliningrad oblast was a closed area where no foreigners were allowed to enter, the port was closed for foreign ships, and even the citizens of the Soviet Union were not able to visit such regions as Baltysk without previously obtaining an invitation, then their documents had to be processed by the Department of Internal Affairs of their place of residence, and only afterwards they could start planning their trip to Kaliningrad.

Precise definition of what is meant by the term rural has proved to be an elusive goal (Pacione, 1989: 1). The term rural has remained an elusive one to define in academic research (Hall, Page, 1999: 179). Rural areas are identifiable as non-urban space (Hoggart, Buller, Black, 1995: 21). By the 1970s the need to replace subjective expressions of rurality with a more objective statistically based view had been widely recognized. P. Cloke in 1977 derived an index of rurality by applying principal components analysis to 16 variables measuring population, housing, occupation and migration characteristics as well distance from urban centers for rural districts in England and Wales. Finally four categories of rural areas were identified (Pacione, 1989). Later the most important world-famous OECD methodology recognized at present in EU has been suggested. And last but not least, solid weekend offers focusing on amber are a strength of the region and make it stand out. The Amber Route does not form a uniform line but its most interesting landmarks in the Pomorskie Region have been marked out for you. There are several thematic tours worth taking to places associated with amber. The greatest number of those are located in Gdańsk, for that reason the city is called the World Capital of Amber. Amber Amber is the hardened fossil resin of trees, one of over 130 kinds that can be found all around the world. They differ by place, age and the tree of origin. Baltic amber was formed more than 40 million years ago. Its largest deposits are located under the seabed of the Bay of Gdańsk. It is the only fossil resin to contain from 3% to 8% of succinic acid, which is a natural catalyst for cell metabolism, making it beneficial for health. Natural amber is characterized by the richness of colour and variety of types. The varied colour palette and different degrees of transparency were created by the conditions to which the amber was exposed while travelling between deposits.
