!1 M. J. Grant [email protected] ‘That’s what it’s all about’? Football songs, religious hatred, and the strange case of The Hokey Cokey Author’s note on the text below: Herein lies a tale. The article presented here was originally submitted to an academic human rights journal, and was sent back to me for only minor revisions after peer review. After these revisions were done, however, the editors of the journal asked me to make clearer the practical implications of my conclusions. This led to me redrafting the last section of the article, to include the numbered points on what lessons could be learned and what measures could be adopted in light of the points raised. One of these points focuses on the necessity of human rights education and training, specifically with reference to the right to freedom of expression, and necessary restrictions of that right . The editors accepted most of these points but felt that, here, I should have stressed how the songs cited can be used to demonstrate what is and what is not “hate speech”. Since I felt that this actually contradicted my argumentation as a whole, and if it was to be dealt with properly would open up a whole new can of worms, I cut the relevant point in its entirety – I was already far over the word limit, and by this stage the review and revision process had taken the best part of a year. The editors deemed this latest version almost ready for publication, but requested that I include a new paragraph in the conclusion. -

Introduction While it is important that the Scottish Parliament continues to investigate and monitor the state of the creative and screen industries in Scotland, the time has surely come for action rather than continued deliberation(s) The time has surely come when we need to stop having endless working parties and spending money on consultants trying to work out what to do. Remember the ‘Yes Minister’ Law of Inverse Relevance ‘ ‘The less you intend to do about something, the more you have to keep talking about it ‘ ‘Yes Minister’ Episode 1: Open Government Therefore, please note that we already know what to do. That is: 1.1 - Appoint the right people with the vision leadership and energy to succeed. 1.2 - Provide a positive legislative/strategic/policy framework for support. 1.3 - Provide better budgets and funding for investment and/or leverage for the same. (You already have access to the data on existing funding for projects and programmes of all kinds. If the Scottish Government wishes to help to improve performance in the screen sector, there will need to be a step change in investment. There is widespread agreement that more is needed.) 1.4 Give them space to get on with it. That is what happened with the National Theatre of Scotland. This is what happened with MG Alba. Both signal success stories. Do likewise with the Screen Industries in Scotland 2. Context Some ten years ago the Scottish Government established the Scottish Broadcasting Commission. -

The Orange Order in Ontario, Newfoundland, Scotland and Northern Ireland: A Macro-Social Analysis This paper will attempt to sketch the outlines of the 'big picture' of Orangeism, with a special focus on the largest Orange jurisdictions: Ontario, Newfoundland, Scotland and Northern Ireland. Of the major centres of Orange activity, Liverpool in England, New Brunswick and some of the southern Irish border counties are excluded though we will touch on these cases - as well as the rest of Canada - where appropriate. This paper will also focus on the relatively neglected twentieth century, which is when the Orange Order, like most other fraternal societies, reached its organizational zenith and strongest membership levels. Once again, however, the broad sweep of this paper will, where appropriate, encompass the latter half of the nineteenth century. This article is deliberately cavalier in its approach to disciplinary boundaries and the restrictions imposed by them. Historians insist upon a narrowly delimited time period while political scientists fetishize the Order's political impact while ignoring its social and geographical aspects. The anthropologist insists that unstructured interviews and participant observation are vital, the historian prefers the archive and the political scientist plumps for statistical accuracy. This paper will address - and transcend - all of these perspectives. This interdisciplinary approach also suffuses my attitude to sources. I use geographical, archival, interview and quantitative methods as well as participant observation. In theoretical terms, I am as interested in what happens over space (ie geography) as over time (history). I seek to explain the sociology of Orangeism, why its membership rises and falls over time and place, and what this says about modernity. -

Jozef looked at him, doubtful, on the doorstep; at his red hair and freck- les, and the way he squinted in the summer light, the June sun already up above the rooftops. ‘You got me out of bed.’ The church clock opposite said ten past six, so he must be just off the London bus; no hanging about, he looked like he’d come straight down to the South Side on foot. The boy gave a nod, a shrug: ‘Romek tellt me tae come straight here. He said you’d pay me.’ And Jozef had agreed to do that, it was true. So he stood to one side to let him in. — 1 Walk Home 02/01/2014 11:59 Page 2 Romek had told him the boy was nineteen, but he didn’t look it: too slight across the shoulders. His red head was cut close, and the back of his skinny neck too pale, blue-pale above his T-shirt. Jozef watched him as he showed him around the big house: the stripped-bare rooms, and up and down the wide stairs. All the work still to be completed. The boy walked ahead of him through the empty top floor that commanded the best views, over the park in full leaf, and all the other sandstone villas. -

Responding to Sectarianism A report in two parts by Charlie Irvine, Abdul Rahim and Gerry Keegan with an introduction by Hugh Donald. Introduction It has been a unique privilege for Place for Hope to be associated with the Scottish Government’s agenda to understand the impact of sectarianism in Scotland, and to explore ways in which this can be addressed. It has been a time of learning for Place for Hope as we have designed the processes for enabling communities to engage in challenging and controversial issues in safe and effective ways. As relationships have been built and the space created for openness and honesty, the stories have been shared. Community Dialogue has not only been a learning process for ourselves, but also for our participants. It has created the opportunity not only to hear what the other thinks is different, but more importantly why, and the life experiences that have shaped their views. I would wish to record our thanks to all who have participated, acknowledging both the time they have given and their courage in engaging with the issues. In learning together, I wish to acknowledge the contributions from all those who have engaged in the research, and facilitated the various dialogues across the country. As we have developed the project it has opened up new doors for us with the opportunities to work collaboratively with The Conforti Institute, Faith in Community Scotland, and The Centre for Good Relations. We are immensely grateful to Charlie Irvine for evaluating our work on Community Dialogues, and for crafting the first part of this report, and to Abdul Rahim and Gerry Keegan for leading and writing up our work on the impact of Marches and Parades. -
