Policing in Kent 2017-2021: Autumn 2016 survey

As Kent’s Police and Crime Commissioner I must produce a Police and Crime Plan setting out the strategic priorities for Kent Police. The existing Plan https://www.kent-pcc.gov.uk/2016%20Matthews%20Refreshed%20Plan.pdf ends on 31 March 2017, to be replaced with a new plan for 2017 – 2021.

When writing a new plan I have a duty to consult with victims and the wider community, so I want to know what matters most to you. Please take the time to fill out this short survey and encourage your friends, family and colleagues to fill one in as well. You do not need to provide your name or contact details.

The deadline for completing this survey is 2 December 2016, after which a summary of views and how they have been incorporated into the plan will be published here.

This short survey is only the first stage of a consultation process about Policing in Kent which will continue throughout my term as your Police and Crime Commissioner. I will be attending regular meetings with partners to seek their views on policing and the criminal justice system in Kent and members of the public are welcome to contact my office about any policing issue which matters to them.

Agenda Item 14, re request from Mrs Savage to register her address as Coach Road

Mrs Savage has lived in ‘Hazel Hill Cottage’ for the last 47 years. Her registered postal address as listed on the Royal Mail database (Attachment numbered 1) is:

Hazel Hill Cottage Sandway Kent ME17 2BH

The road her property is accessed from is listed on the National Street Gazetteer as ‘Sandway’. This appears to be the commonly known registered road name for all databases including the council’s. In rural areas it is common to find roads un-named and just given a locality in the postal address; this dates back from days gone by. In the computerised time we live in now it has become obvious a locality is not good enough to locate properties for example on Sat Nav’s and a postcode and street name have become essential.

I have attached the Parish Map indicating the site of the road in question (Attachment numbered 2). The road highlighted as yellowy green (down to the scanning) is the stretch of road registered as ‘Sandway’ within the . The section of road highlighted orange is within the district of Ashford Borough Council and is registered and named ‘Coach Road’. I understand that there is a street name plate in place identifying the road at its junction with Egerton House Road.

For your information the Maidstone Borough archives would not have details as to why or when the section of road on the Ashford Borough Council side was named ‘Coach Road’.

Mrs Savage now includes ‘Coach Road’ in her postal address to help in the location of her property and would like to see the stretch of road within the borough of Maidstone officially recognised and registered as ‘Coach Road’ so that it shows on the National Street Gazetteer, Ordnance Survey maps and Sat Nav devices.

I asked Mrs Savage to contact Boughton Malherbe in the first instance as the road is within your parish and for her to explain the situation to you. I advised her that the official naming of a road would only be undertaken with the approval of the parish council. Mrs Savage advised that no other properties would be affected by the official naming of ‘Coach Road’ however it has since become clear the naming of the road would have an impact on other postal addresses.

The attachment numbered 3 is slightly more detailed in respect of the stretch of road, where the boundary line splits the road and the location of Mrs Savage’s property. You will note from this map that I have ringed an area of properties that take direct access from the road which we (you and me) agreed would be affected by the official naming of the road.

The attachment numbered 4 is a detailed map showing the properties that would be affected and the attachment numbered 5 is of screenshots taken from Royal Mails database listing these properties.

I have attached a copy of Maidstone Borough Council’s policy for the renaming of a street and you will note that the council requires 75% support from the residents before renaming the road.

As advised I am unable to register a new road name without the approval of the parish council and a canvass of the residents affected would have to be conducted. The policy states that it is the responsibility of those requesting the change to conduct the canvass and the results must be submitted to the Maidstone Borough Council. If there is a 75% majority for the change, consultation would take place with the emergency services and Royal Mail before the name ‘Coach Road’ would be made official.

It is something that can be changed but it is quite an involved process.

Policy for Renaming a Street

Renaming an existing street is avoided unless the benefits clearly outweigh the obvious disadvantages. It is only done as a last resort when:

 There is confusion over a street’s name  A group of residents are unhappy with their street name

It should be considered that the renaming of a street can be very disruptive and will cause all the individuals to have to change all their personal address details.

It is the responsibility of those requesting the change to canvass all the residents of the street and conduct a ballot on the issue. This will ensure that all the residents views are taken into account and the results must be submitted to the Council.

To change a street name the council requires 75% support from the residents of the street.

Consultation with the Parish Council/Ward Councillors, Emergency Services and Royal Mail will be undertaken before a decision is made.

This is a very time consuming process and can be very emotive for those involved and should therefore only be contemplated as a last resort.
